Age verification and online safety dominate EU ministers’ Horsens meeting

EU digital ministers are meeting in Horsens on 9–10 October to improve the protection of minors online. Age verification, child protection, and digital sovereignty are at the top of the agenda under the Danish EU Presidency.

The Informal Council Meeting on Telecommunications is hosted by the Ministry of Digital Affairs of Denmark and chaired by Caroline Stage. European Commission Executive Vice-President Henna Virkkunen is also attending to support discussions on shared priorities.

Ministers are considering measures to prevent children from accessing age-inappropriate platforms and reduce exposure to harmful features like addictive designs and adult content. Stronger safeguards across digital services are being discussed.

The talks also focus on Europe’s technological independence. Ministers aim to enhance the EU’s digital competitiveness and sovereignty while setting a clear direction ahead of the Commission’s upcoming Digital Fairness Act proposal.

A joint declaration, ‘The Jutland Declaration’, is expected as an outcome. It will highlight the need for stronger EU-level measures and effective age verification to create a safer online environment for children.

AI cameras boost wildfire detection in Minnesota

Xcel Energy has deployed the first AI-driven wildfire-detection cameras in Minnesota to improve early warning for grass and forest fires. The technology aims to protect communities, natural resources, and power infrastructure while strengthening the grid’s resilience.

The first two Pano AI camera systems have been installed in Mankato and Clear Lake, with 38 planned for higher-risk areas. The cameras provide continuous 360-degree scanning and use AI to detect smoke, enabling rapid alerts to local fire agencies.

Pano AI technology combines high-definition imaging, satellite data, and human verification to locate fires in real time. Fire departments gain access to live terrain intelligence, including hard-to-monitor areas, helping shorten response times and improve firefighter safety.

More than 1,200 wildfires have burned nearly 49,000 acres in Minnesota so far this year. Xcel Energy already uses Pano AI cameras in Colorado and Texas, where the technology has proven effective in identifying fires early and containing their spread.

The initiative is part of Xcel Energy’s Minnesota Wildfire Mitigation Program, which combines advanced technologies, modernised infrastructure, and vegetation management to reduce risks. The company is working with communities and agencies to strengthen prevention and response efforts.

Council of Europe leads digital governance dialogue at SEEDIG 2025 in Athens

The Council of Europe is taking an active role in shaping regional digital policy by leading three key panels at the Southeastern European Dialogue on Internet Governance (SEEDIG 2025), held in Athens on 10-11 October. The discussions bring together policymakers, industry leaders, and civil society to strengthen cooperation on human rights, democracy, and the rule of law in the digital age.

The first day focuses on bridging human rights and digital innovation. A panel on ‘Public-Private Policy Dialogue’ examines how governments and companies can align emerging technologies with ethical standards through frameworks like the Council of Europe’s AI Convention. Another session tackles harmful online content and disinformation, exploring ways to balance content moderation with freedom of expression and democratic resilience in South-Eastern Europe.

On 11 October, the spotlight shifts to ‘Cyber Interference with Democracy,’ addressing how digital technologies can be misused to manipulate elections and public trust. Experts will discuss real-world cases of cyber interference and propose measures to protect democratic institutions through human rights–based approaches.

Ahead of the event, Council of Europe representatives will also meet participants of the SEEDIG Youth School to discuss opportunities within the Council’s Digital Agenda.

OSCE warns AI threatens freedom of thought

The OSCE has launched a new publication warning that rapid progress in AI threatens the fundamental human right to freedom of thought. The report, Think Again: Freedom of Thought in the Age of AI, calls on governments to create human rights-based safeguards for emerging technologies.

Speaking during the Warsaw Human Dimension Conference, Professor Ahmed Shaheed of the University of Essex said that freedom of thought underpins most other rights and must be actively protected. He urged states to work with ODIHR to ensure AI development respects personal autonomy and dignity.

Experts at the event said AI’s growing influence on daily life risks eroding individuals’ ability to form independent opinions. They warned that manipulation of online information, targeted advertising, and algorithmic bias could undermine free thought and democratic participation.

ODIHR recommends states to prevent coercion, discrimination, and digital manipulation, ensuring societies remain open to diverse ideas. Protecting freedom of thought, the report concludes, is essential to preserving human dignity and democratic resilience in an age shaped by AI.

Satellite images and AI reveal hidden mining footprints worldwide

Researchers are using satellite imagery and AI modelling to map global mining activity and close critical data gaps. Transition minerals, such as lithium and copper, are vital for renewable technologies but often come from ecologically sensitive regions, raising concerns about both environmental and social impacts.

Project lead Victor Maus from the Vienna University of Economics and Business said many new projects overlap with areas of high biodiversity or Indigenous lands. Over half of transition mineral resources are on or near Indigenous or subsistence farming territories, according to earlier studies.

Previous mapping efforts have struggled to document small-scale and informal mining, which remains unregulated despite its impact. Maus’s team compared satellite images of 120,000 square kilometres of mine footprints with the S&P Capital IQ Pro database and found over half missing.

To close these gaps, the team is creating a mining database under the EU-funded Mine the Gap initiative. By combining multispectral, radar, and hyperspectral imagery with AI, they aim to monitor land use, waste generation, and environmental degradation.

Experts say the database could support policymakers and increase transparency. Maus emphasised that global reporting standards are crucial for enhancing accountability and informing decisions on managing the environmental and social impacts of mining.

ID data from 70,000 Discord users exposed in third-party breach

Discord has confirmed that official ID images belonging to around 70,000 users may have been exposed in a cyberattack targeting a third-party service provider. The platform itself was not breached, but hackers targeted a company involved in age verification processes.

The leaked data may include personal information, partial credit card details, and conversations with Discord’s customer service agents. No full credit card numbers, passwords, or activity beyond support interactions were affected. Impacted users have been contacted, and law enforcement is investigating.

The platform has revoked the support provider’s access to its systems and has not named the third party involved. Zendesk, a customer service software supplier to Discord, said its own systems were not compromised and denied being the source of the breach.

Discord has rejected claims circulating online that the breach was larger than reported, calling them part of an attempted extortion. The company stated it would not comply with demands from the attackers. Cybercriminals often sell personal information on illicit markets for use in scams.

ID numbers and official documents are especially valuable because, unlike credit card details, they rarely change. Discord previously tightened its age-verification measures following concerns over the misuse of some servers to distribute illegal material.

European Commission launches Apply AI and AI in Science strategies

Countries are racing to harness AI, and the European Commission has unveiled two strategies to maintain Europe’s competitiveness. Apply AI targets faster adoption across industries and the public sector, while AI in Science focuses on boosting Europe’s research leadership.

Commission President Ursula von der Leyen stated that Europe must shape AI’s future by balancing innovation and safety. The European Commission is mobilising €1 billion to boost adoption in healthcare, manufacturing, energy, defence, and culture, while supporting SMEs.

Measures include creating AI-powered screening centres for healthcare, backing frontier models, and upgrading testing infrastructure. An Apply AI Alliance will unite industry, academia, civil society, and public bodies to coordinate action, while an AI Observatory will monitor sector trends and impacts.

The AI in Science Strategy centres on RAISE, a new virtual institute to pool and coordinate resources for applying AI in research. Investments include €600 million in compute power through Horizon Europe and €58 million for talent networks, alongside plans to double annual AI research funding to over €3 billion.

The EU aims to position itself as a global hub for trustworthy and innovative AI by linking infrastructure, data, skills, and investment. Upcoming events, such as the AI in Science Summit in Copenhagen, will showcase new initiatives as Europe pushes to translate its AI ambitions into tangible outcomes.

Discord incident highlights growing vendor security risks

A September breach at one of Discord’s customer service vendors has exposed user data, highlighting the growing cybersecurity risks associated with third-party providers. Attackers exploited vulnerabilities in the external platform, but Discord’s core systems were not compromised.

Exposed information includes usernames, email addresses, phone numbers, and partial payment details, such as the last four digits of credit card numbers. No full card numbers, passwords, or messages were accessed, which limited the scope of the incident compared to more severe breaches.

Discord revoked the vendor’s system access, launched an investigation, and engaged law enforcement and forensic experts. Only users who contacted support were affected. Individuals impacted are being notified by email and advised to remain vigilant for potential scams.

The incident underscores the growing risk of supply chain attacks, where external service providers become weak points in otherwise well-secured organisations. As companies rely more on vendors, attackers are increasingly targeting these indirect pathways.

Cybersecurity analysts warn that third-party breaches are on the rise amid increasingly sophisticated phishing and AI-enabled scams. Strengthening vendor oversight, improving internal training, and maintaining clear communication with users are seen as essential next steps.

Virtual Jesus app ignites debate among believers worldwide

AI is making its way into religious practice with tools like Text With Jesus, a chatbot app that allows users to ask questions of figures like Jesus, Mary, Joseph and nearly all 12 apostles. The app draws thousands of paying users. Its creator says it is meant to be educational.

Though the app clearly states it uses AI, some virtual characters deny being bots when asked. The version used is based on GPT-5, which developers say follows instructions better than earlier iterations and remains in character with stronger emphasis.

Reactions from faith communities are mixed. Some users say the tools can help answer random or urgent spiritual questions, particularly when traditional mentors or clergy are unavailable.

Others feel these tools are inadequate substitutes for human counsellors. Emotional connection, empathy and living tradition are qualities AI cannot replicate.

One controversial example came from Catholic Answers, a ministry that launched an animated AI character called Father Justin. Some were offended by using a priest’s character; the organisation later removed the title ‘Father’ and continued as simply ‘Justin.

Clouding the debate is how AI-based religious tools might misrepresent or oversimplify doctrine, or even mislead users. Religious law also comes into play.

For example, in Judaism, interpretations of halakhah are deeply communal and intergenerational. Rabbi Gilah Langner is among those cautioning that AI lacks the relational nuance and collective insight crucial to interpretative traditions.

Some clergy are more open, seeing potential in these tools for educating, outreach, and even crisis support. Yet many stress that these technologies must remain auxiliary. The human presence remains central to spiritual life, ritual, community worship and pastoral care.
