The Action Line C7 on E-business Beyond WSIS+20

Il a précisé que la Tunisie avait adopté en 2000 une loi pionnière sur les échanges électroniques et le commerce électronique, reconnaissant les documents et signatures électroniques, et instauré Tuntrust en tant qu’autorité nationale de certification afin d’étayer des transactions numériques sécurisées . Il a ajouté que la Tunisie avait ensuite renforcé ce cadre par une législation sur la protection des données personnelles et un alignement sur les normes internationales en matière de protection de la vie privée . Il a décrit plusieurs initiatives concrètes ayant élargi l’accès au commerce numérique, en particulier pour les petites entreprises. Un partenariat avec le CCI et la Banque mondiale dans le cadre du projet Virtual Marketplace a contribué à faire évoluer la politique d’exportation, en transformant les envois de grande ampleur à l'utilisation de petits colis et du commerce électronique transfrontalier, tout en changeant la perception des entrepreneurs quant à l’accès aux marchés mondiaux . M. Hadhri a également indiqué que les paiements électroniques s’étaient rapidement développés, augmentant de plus de 200 pour cent entre 2015 et 2020 et de plus de 300 pour cent entre 2020 et 2025, confirmant le commerce numérique comme moteur de résilience et de croissance inclusive . Il a ainsi mis en avant l’initiative Easy Export lancée en 2019 avec l’UPU et le CEPEX, qui a utilisé les bureaux de poste comme guichets uniques à l’exportation et a aidé 168 entreprises à envoyer 34 000 expéditions vers 84 pays . Il a en outre noté l’introduction en 2021 d’un régime simplifié d’exportation pour le commerce électronique, ainsi qu’un renforcement de la coordination entre douanes et services postaux, ce qui a réduit les charges administratives et permis à davantage de micro-, petites et moyennes entrepises, d’artisans et d’entrepreneurs ruraux de participer au commerce mondial . En se tournant vers l’avenir, M. Hadhri a déclaré que la Tunisie avait entrepris une évaluation de l’état de préparation au e-Trade avec l’appui de la CNUCED, qui a débouché sur 63 recommandations, dont 78 pour cent du plan d’action 2022-2023 avaient été achevés ou étaient sur le point de l’être . Il a également présenté des réformes relatives aux paiements numériques et à l’identité numérique, notamment de nouvelles règles pour les facilitateurs de paiement, le label de paiement mobile Tunipay, le système d’identité mobile E-Houwiya, ainsi qu’une plateforme auto-entrepreneur destinée à formaliser les travailleurs indépendants et les micro-entrepreneurs . La Tunisie poursuit désormais un programme plus large de transformation numérique à l'horizon 2030, une coopération régionale MENA, un alignement réglementaire sur le protocole de commerce numérique de l’AfCFTA, ainsi que sa première stratégie nationale de commerce électronique pour 2027-2031, préparée avec l’appui de la CNUCED et du SECO dans le cadre d’un processus consultatif participatif . Mme Fondeur a déclaré qu’une réforme réussie exigeait une volonté politique et un point focal national doté d’une vision globale claire . James Howe a soutenu que la Tunisie démontrait la valeur de partenariats de long terme avec des homologues nationaux compétents et a noté que l’expertise tunisienne était désormais mise à profit pour soutenir des travaux ailleurs en Afrique, y compris des initiatives émergentes sur la vente transfrontalière de services en ligne . Faicel Belaid de la CNUCED a indiqué que les principales contraintes pesant sur l’e-business relevaient souvent de la gouvernance et de la coordination institutionnelle plutôt que des seules infrastructures TIC, et il a identifié comme priorités essentielles pour les travaux futurs la gouvernance, l’appui à la mise en œuvre et la réduction des lacunes de l’environnement favorable . La CNUCED, le CCI et les partenaires ont ensuite présenté la Tunisie comme un modèle de coopération à long terme et de réplication future, tout en mettant également en avant des outils de mise en œuvre tels que l’eTrade Reform Tracker.

L’objectif global de la discussion était de mettre en valeur l’expérience de la Tunisie comme exemple concret de la ligne d’action C7 du SMSI sur l’e-business en pratique, de démontrer ce qu’un engagement national de long terme combiné à un partenariat international peut accomplir, et d’orienter les participants vers de futures opportunités, outils et initiatives en matière de commerce électronique et de développement de l’économie numérique pour la Tunisie et d’autres pays.

Le ton général a été positif et tourné vers l’avenir tout au long de la discussion. La séance a commencé par une introduction formelle et accueillante. Mme Scarlett Fondeur a ouvert la session en signalant le retard du démarrage, le fait qu’il s’agissait de la première session du premier jour et que certains participants étaient encore en train d’arriver. Elle a expliqué que, la session étant courte et s’inscrivant dans le contexte des 20 ans des lignes d’action du SMSI, les organisateurs avaient choisi un format d’étude de cas ciblé centré sur la Tunisie plutôt qu’une discussion plus large, puisque la Tunisie avait bénéficié du travail de trois agences co-facilitatrices : le Centre du commerce international (CCI), l'union postale universelle (UPU) et la Conférence des Nations Unies sur le commerce et le développement (CNUCED) .

M. Khabbab Hadhri a ensuite présenté l’expérience de la Tunisie comme un processus de long terme de transformation numérique façonné par l’engagement national et la coopération internationale . Il a indiqué que la Tunisie est devenue le premier pays arabe et africain à accueillir le SMSI, et a décrit ce moment comme le début d’un engagement national durable en faveur d’une économie numérique inclusive fondée sur la confiance, l’innovation et le partenariat .

Une part centrale de la présentation de M. Khabbab Hadhri portait sur le cadre juridique précoce de la Tunisie pour le commerce électronique. Il a indiqué que le point de départ essentiel était la loi 2000-83 relative aux échanges électroniques et au commerce électronique, qui reconnaissait les documents électroniques et les signatures électroniques et créait la base juridique du commerce en ligne . Il a ajouté que cette même loi avait créé Tuntrust, l’Agence nationale de certification électronique de la Tunisie, qu’il a décrite comme l’épine dorsale de la confiance numérique « depuis plus de 25 ans » car elle fournit des certificats numériques et des signatures électroniques sécurisées aux citoyens, aux entreprises et aux institutions publiques . Il a également indiqué que la Tunisie avait par la suite renforcé ce cadre au moyen d’une loi sur la protection des données à caractère personnel en 2004 et grâce à son adhésion, en 2017, à la Convention 108 du Conseil de l’Europe .

M. Khabbab Hadhri a soutenu que la réforme juridique devait s’accompagner d’institutions et de partenariats. Il a souligné un tournant majeur en 2015, lorsque la Tunisie a travaillé avec le CCI et la Banque mondiale sur le projet Virtual Marketplace . Selon lui, cela a contribué à faire évoluer la compréhension de l’exportation dans le pays, d’un modèle centré sur les grandes entreprises et les expéditions par conteneurs vers un modèle dans lequel les petits artisans, les jeunes entrepreneurs et les entreprises familiales pouvaient eux aussi atteindre les marchés internationaux grâce aux plateformes en ligne et au commerce fondé sur les envois postaux .

Il a ensuite décrit la période de la COVID-19 comme un autre tournant. Il a indiqué que la pandémie avait créé des difficultés mais avait aussi accéléré la transformation numérique à mesure que les consommateurs et les entreprises modifiaient leurs comportements . Comme preuve, il a déclaré que la valeur des paiements électroniques avait augmenté de plus de 200 pour cent entre 2015 et 2020 et de plus de 300 pour cent entre 2020 et 2025 . Il a présenté cela comme un signe que le commerce numérique était devenu un moteur important de résilience, de compétitivité et d’inclusion .

L’inclusion était un thème récurrent dans ses propos. M. Khabbab Hadhri a indiqué que la principale leçon de la Tunisie sur 20 ans était que la transformation numérique concerne autant les personnes que la technologie, y compris les entrepreneurs, les jeunes, les femmes et ceux qui vivent en dehors des grands centres urbains . Il l’a illustré par l’exemple d’une artisane de Kairouan qui avait auparavant du mal à exporter en raison des formalités administratives, des procédures douanières et de la logistique, mais qui peut désormais utiliser son bureau de poste local pour envoyer plus facilement ses produits à l’étranger . Il a relié cet exemple à des lieux tels que Kairouan, Sidi Bouzid et Tataouine, présentant la transformation numérique comme quelque chose de plus en plus visible dans la vie économique quotidienne au-delà de Tunis .

Cela a conduit à sa description de l’initiative Easy Export, lancée en 2019 en partenariat avec l’Union postale universelle et le centre de promotion des exportations . Il a indiqué que l’initiative visait à simplifier les procédures d’exportation pour les produits agricoles, agroalimentaires et artisanaux et à utiliser le réseau postal comme guichet unique, en commençant par un projet pilote à Kairouan . M. Khabbab Hadhri a rapporté qu’entre janvier 2019 et juin 2021, l’initiative avait soutenu 168 entreprises et permis 34 000 envois postaux vers 84 pays, parallèlement à une réduction de 15 pour cent des frais d’envoi postal pour les micro-, petites et moyennes entreprises (MPME) éligibles dans le cadre de ce partenariat . Il a ajouté que le modèle avait ensuite été étendu à plusieurs guichets uniques à travers le pays et que le personnel postal avait été formé pour conseiller les exportateurs sur la documentation, les procédures douanières et les règles d’exportation .

M. Khabbab Hadhri a également mis en avant la réforme douanière. Il a indiqué qu’en 2021 la Tunisie avait instauré un régime d’exportation simplifié pour les expéditions liées au commerce électronique, permettant l’utilisation de déclarations consolidées plutôt que de multiples déclarations mensuelles, ce qui réduisait la charge administrative pesant sur les MPME . Il a ajouté que les douanes et l’opérateur postal avaient également amélioré leur coordination afin d’accélérer le dédouanement et le suivi des petits colis . Selon lui, ces mesures ont conduit davantage de MPME à explorer les marchés d’exportation, davantage d’artisans à vendre à l’international et davantage d’entrepreneurs ruraux à participer à l’économie numérique .

Abordant la planification de l’écosystème, M. Khabbab Hadhri a indiqué que la Tunisie avait travaillé avec la CNUCED en 2021 sur une eTrade Readiness Assessment qui a fourni une image plus claire des forces et des faiblesses de l’économie numérique et du commerce électronique transfrontiers . Il a indiqué que l’évaluation avait produit 63 recommandations dans une matrice d’action eTrade et a rapporté que 78 pour cent des activités du plan d’action 2022-2023 avaient été achevées ou se trouvaient au stade final de mise en œuvre . Il a également fait référence à « Hub EcomConnect » avec le CCI dans le cadre des travaux en cours sur la formation, la certification et le développement des compétences .

Il a ensuite évoqué les paiements et l’identité numérique comme autres éléments facilitateurs. M. Khabbab Hadhri a indiqué que la Tunisie avait modernisé son écosystème de paiements grâce à plusieurs solutions numériques et ouvert le marché à de nouveaux modèles de technologies financières, y compris les facilitateurs de paiement . Il a ajouté qu’en 2024, la Banque centrale avait publié de nouvelles lignes directrices pour les facilitateurs de paiement afin de structurer le secteur, d’améliorer la gestion des risques et d’élargir l’accès pour les petits commerçants et artisans . Il a également mentionné le lancement de Tunipay, un label national unifié de paiement mobile destiné à simplifier le paysage des paiements et à réduire la dépendance à l’égard des espèces .

Sur l’identité numérique, M. Khabbab Hadhri a indiqué que la Tunisie avait déployé en 2022 le système d’identité mobile E-Houwiya, reliant la carte nationale d’identité à un numéro de téléphone mobile et permettant une authentification sécurisée en ligne . Il a ajouté qu’il permettait également des signatures électroniques juridiquement reconnues et l’accès aux services publics numériques . Il a indiqué que le système était en cours d’intégration aux plateformes de registre des entreprises et d’investissement, et il a décrit la plateforme auto-entrepreneur comme un mécanisme numérique par lequel les travailleurs indépendants et les micro-entrepreneurs peuvent s’enregistrer en ligne à l’aide de l’identité mobile, obtenir un statut juridique, simplifier leur fiscalité et passer de l’économie informelle à l’économie formelle .

En se tournant vers l’avenir, M. Khabbab Hadhri a fait référence à un programme de transformation numérique à l'horizon 2030 pour la Tunisie, qui, selon lui, comprend plus de 130 projets couvrant l’administration, l’économie, les infrastructures et la cybersécurité . Il a également évoqué une initiative régionale avec la coopération allemande et du CCI, financée par l’Union européenne et le BMZ, axée sur le commerce numérique et le commerce électronique dans la région MENA sur quatre ans . En outre, il a indiqué que la Tunisie travaillait avec le CCI pour évaluer son degré de préparation réglementaire en matière de commerce numérique en vue de la mise en œuvre du protocole sur le commerce numérique de la Zone de libre-échange continentale africaine .

Il a désigné comme autre grande étape à venir la première stratégie nationale de commerce électronique de la Tunisie pour 2027-2031, en cours d’élaboration avec la CNUCED et le Secrétariat d’État suisse à l’économie (SECO) . Il l’a décrite comme un engagement national destiné à réunir de multiples efforts de réforme dans une vision cohérente unique pour les cinq prochaines années . Il a ajouté que la Tunisie avait récemment tenu une consultation nationale de trois jours avec plus de 100 participants afin de valider les priorités et de renforcer l’appropriation nationale . Il a également indiqué que la Tunisie avait demandé à utiliser l’eTrade Reform Tracker de la CNUCED et attendait l’approbation politique afin de renforcer la coordination, le suivi et l’évaluation .

Vers la fin de son intervention, M. Khabbab Hadhri a résumé l’expérience de la Tunisie autour de quatre piliers soutenant les MPME dans la transformation numérique : le cadre juridique et de confiance, la simplification des procédures douanières et d’exportation, la modernisation des paiements numériques, et l’identité numérique par l’identité mobile . Il a soutenu que ces piliers soutiennent des objectifs de développement plus larges, notamment la réduction de la pauvreté, l’égalité des sexes et les possibilités entrepreneuriales . Il a également averti que les pays en développement ont toujours besoin d’une coopération numérique continue, de renforcement des capacités et de financements innovants . Il a conclu en remerciant formellement les partenaires internationaux, affirmant qu’ils avaient aidé la Tunisie à évaluer son degré de préparation, à construire des institutions, à connecter les petites entreprises aux marchés mondiaux et à renforcer les compétences et les cadres juridiques .

Après l’exposé principal, Mme Scarlett Fondeur a réagi en remerciant la Tunisie et en déclarant que les agences co-facilitatrices y avaient trouvé un excellent partenaire . Elle a souligné que le succès dépendait de la volonté politique au niveau national et de l’existence d’un point focal doté d’une vision globale claire, capable de voir comment les nombreuses composantes d’un programme de commerce électronique s’articulent entre elles .

Mme Radka Sibille a désigné l’Accord de libre-échange africain comme un vecteur d’expansion supplémentaire des échanges entre pays africains .

M. James Howe du CCI a souligné la valeur de la perspective tunisienne sur 20 ans, affirmant qu’elle montrait ce qu’une coopération de long terme avec un partenaire national disposé et capable pouvait permettre d’accomplir . Il a indiqué que l’expertise développée en Tunisie contribuait désormais à soutenir des travaux dans d’autres régions d’Afrique, ce qu’il a présenté comme un signe de durabilité . Il a également souligné un volet plus récent de la coopération axé sur la manière de vendre des services en ligne au-delà des frontières, élargissant ainsi le programme au-delà des biens et du commerce fondé sur les envois postaux .

M. Faicel Belaid de la CNUCED a ensuite exposé trois grandes priorités pour la suite . Premièrement, il a soutenu que la gouvernance et la coordination institutionnelle sont souvent les principales contraintes au développement du e-business, s’appuyant sur les 41 eTrade Readiness Assessments de la CNUCED, y compris, comme il l’a noté, tout récemment l’Indonésie, première économie du G20 . Il a indiqué que les mécanismes de coordination existent souvent sur le papier mais ne fonctionnent pas dans la pratique, et que l’examen 2025 de la CNUCED portant sur 23 pays en développement montrait que les réformes avancent lorsque le commerce numérique est traité comme une véritable priorité nationale et que les parties prenantes sont réellement engagées . Deuxièmement, il a insisté sur l’appui à la mise en œuvre, déclarant que les institutions sont indipensable. Il a présenté l’eTrade Reform Tracker comme un outil que les comités nationaux peuvent utiliser pour coordonner les réformes et maintenir la dynamique . Il a noté que l’outil était en cours de déploiement en Tunisie pour appuyer le comité qui supervisera la stratégie à venir et qu’il est mis gratuitement à la disposition des pays partenaires . Troisièmement, il a plaidé pour combler les lacunes de l’environnement propice, en particulier les cadres juridiques et réglementaires incomplets qui affaiblissent la confiance dans les transactions numériques, ainsi que l’accès limité aux paiements numériques transfrontières . Il a conclu en affirmant que ces priorités porteraient la ligne d’action sur le e-business dans la période post-SMSI+20 et que la CNUCED resterait engagée avec ses partenaires, y compris en Tunisie aux côtés du CCI et de l’UPU .

La représentante du SECO a déclaré que la Tunisie est un pays prioritaire pour le SECO et que, depuis 2021, celui-ci soutient le programme de commerce électronique . Elle a indiqué que la future stratégie nationale de commerce électronique serait probablement importante pour établir le cadre du commerce électronique en Tunisie et a souligné la nécessité d’une vision claire, d’un environnement numérique fiable, d’une forte coordination interinstitutionnelle et d’un dialogue entre le secteur public et le secteur privé . Elle a également noté que l’accès aux marchés mondiaux reste difficile pour certaines communautés rurales, notamment dans des zones telles que Tataouine, et s’est félicitée de l’accent mis sur l’inclusion .

La session s’est terminée sans autres questions de la salle, en grande partie en raison des contraintes de temps . En conclusion, elle a indiqué que les diapositives de M. Sometimes people take a little bit of time to reach you. But thank you to all of you who made it in time, and hopefully this will prove to be an interesting session for you and for the online participants as well. So this is the session of the Action Line C7 on eBusiness. As you might already know, the co -facilitating agencies are the International Trade Center, represented by Mr. James Howe here, the Universal Postal Union, represented by Mrs. Radka Sibille, and the UN Conference on Trade and Development, represented by my colleague Faisel Belaid and myself. And this time, because we don't have a long session, and because we are looking at the 20 years of implementation of the WSIS action lines, we thought a good idea to highlight the parcours, the achievements of one of the beneficiaries of both of the work, of the work of the three agencies, which is Tunisia. And so we are very honored to have with us remotely Mr. Khabbab Hahdri, Director of E -Commerce Development in the Ministry of Trade and Export Development of the Republic of Tunisia. Yes Good morning, Your Excellency, distinguished representative of ICT ICT, INECTAD and UPU Dear colleagues, ladies and gentlemen Good morning It's a great honor and a real pleasure to participate in this special session On the World Summit on Information Society For the past 21 years, I have served as the Minister of Trade and Export Development And Director of E -Commerce Development My professional journey has grown alongside with this process And I am very happy to be here today During these years, I have had the privilege of witnessing and contributing to Tunisia's digital transformation from its very beginning Today, I would like to share Tunisia's experience. It's the story of developing a country with limited resources but strong determination, strong international partnership, and the clear belief that digital trade can create opportunity for everyone. Twenty years ago, Tunisia became the first Arab and African country to host the World Summit on Information Society. This was much more than an international event. It marked the beginning of a long national commitment to build an inclusive digital economy based on trust, innovation, and international cooperation. Very early, Tunisia understood that digital transformation could not happen without trust. That's why, in the year 2000, Tunisia adopted one of the most important and important legal frameworks for electronic technology. The first legal framework for electronic technology was the European Union. The European Union was the first legal framework for electronic technology. The European Union was the first legal framework for electronic technology. commerce in Arab and African regions. The law 8383 -2000 on electronic exchange and electronic commerce. It's inspired by the industrial model law, recognize the electronic document and electronic signature and establish the legal framework for conducting business online. The same law created TuneTrust, our national certification authority and public infrastructure. For more than 25 years, TuneTrust has been the backbone of digital trust in Tunisia. It provides secure digital certificate on electronic signature that allows citizens, business and public institutions to exchange information safely and confidently. This legal framework gives business the confidence to invest in digital service and reassure consumers that electronics transactions could be trusted. Tunisia continued to strengthen this legal environment In 2004, we adopted one of the first personal data protection laws in the region Later in 2017, Tunisia joined the Council of Europe Convention 108 bringing our legal framework closer to international standards on privacy and data protection Building laws is important, but laws alone are not enough Digital transformation also requires institutions, infrastructure and partnerships This is why our journey has always been based on cooperation with international organizations, development partners and private sector and cyber security A major turning point came in 2015 when Tunisia partnered with the International Trade Center and the World Bank through the Virtual Marketplace project. Until then, exporting was often seen as activity reserved for a large company capable of shipping containers through traditional supply chains. The project introduced a completely different vision. It showed that a small artisan, a young entrepreneur or family business could also become an exporter by selling online through the International Digital Marketplace, which changed the way that many policymakers viewed exports. Instead of focusing only on large shipments, we began to support small parcels, direct -to -consumer sales. And cross -border e -commerce. The project also strengthened cooperation among custom. postal service, ministry, business support organization, and private sector. More importantly, it changed the mindset. Thousands of entrepreneurs began to understand that international markets were no longer out of reach. Digital trade made the global market accessible for everyone. Then came the COVID -19 pandemic. Like many countries, Tunisia faced two different challenges. But this crisis also accelerated digital transformation. Consumers changed their habits. Business adapted quickly. Electronic payments grew rapidly. Between 2015 and 2020, the value of electronic payments increased by more than 200%. And also between 2020 and 2025, it grew dramatically. Over 300%. This remarkable growth confirmed something we already believed. Digital trade is no longer an option. It has become an essential driver for economic resilience, competitiveness and inclusive growth. However, our greatest wrestle over these 20 years is perhaps the simplest one. Digital transformation is not only about technology, it's about people. It's about giving entrepreneurs new opportunities. It's about helping young people to create business. It's about empowering women. And it's about ensuring that geography is no longer a barrier to participating in international trade. Allow me to share one story that perfectly illustrates this vision. Let me bring you a poll. I'm going to show you a poll. It's a poll of women. It's a poll of women. It's a poll of women. I bring you greetings from Tunis, but also from Kirwan, Sidi Bouzid, Tatawine, and many other countries across Tunisia, where digital transformation is no longer an abstract concept, it's becoming a daily reality. Not long ago, a woman artisan in Kirwan, who produced traditional handmade crafts, faced many barriers to export, even when she had customers abroad. She had to deal with complex paperwork, custom procedures, difficult logistics. For many small producers, exporting was simply too complicated and too costly. Today, her experience is completely different. She can go to her local post, the same post office used by her family for generations, and in a very short time, her products can be shipped to France, Germany, Canada, or many other destinations. This is not a future vision. This is Tunisia today. This transformation was made possible through a simple but powerful idea, using the national post network as a gateway to a global market. In 2019, Tunisia launched the Easy Export Initiative in partnership with the Universal Postal Union and the Centre of Export Promotion. The initiative was designed simply to export procedures for agriculture, agri -food and craft projects, and to use the postal network as a one -stop shop for exporters. We started with one pilot, one -stop shop in Kerouan, with clear objectives to simplify cross -border economies, and to make exporting as easy as sending a parcel. The result was very encouraging. Between January 2019 and June 2021, 168 companies were supported and 34 ,000 postal shipments were sent to 84 countries worldwide. This program also helped to reduce costs with 15 % reduction in postal shipment fees to eligible micro, small and medium enterprises under CPEC's partnership. The model was then expanded to several one -stop shops across the country reaching both urban and rural regions. The most important change was not only technical but human. Postal staff were trained as export advisors supporting entrepreneurs with documentation, custom procedures and export rules. In many cases, Post Office became the first place where small entrepreneurs discovered international trade. We did not only improve logistics, we changed mindsets. At the same time, we introduced an important custom referral. In 2021, Tunisia implemented a simplified export regime for e -commerce shipments. Instead of multiple monthly declarations, exporters can now use a simplified consolidated declaration system. This reform significantly reduced administrative burden for micro, small and medium enterprises. It made cross -border trade faster. It made it cheaper and more accessible. During the same period, Tunisia also worked on strengthening coordination between custom authority and postal operator to ensure faster clearance and better tracking of small parcels. The impact was very clear. More micro, small and medium enterprise entered to explore market. More artisans began selling internationally and more rural entrepreneurs became part of the global digital economy. This is what we mean when we say digital transformation must be inclusive. It must reach people where they are. It must reduce barriers instead of creating new ones. And it must turn public service into a platform for opportunities. Beyond inclusion and logistics, Tunisia has worked to build the complex. Digital trade ecosystem covering legal, institutional, financial and technical area. A key step in this journey was our cooperation with Iniktad in 2021. which in a step support Tunisia carried out an e -trade readiness assessment. This was an important exercise for us. It gave us a clear picture of our strength and the area that needed improvement in digital economy and cross -border e -commerce. More importantly, it helped us to prepare a national action plan with clear priority and it was not just a study, it became a roadmap for reform. The assessment included 63 recommendations in e -trade action matrix to guide our work. We have made good progress in implementing e -trade action plan 2022 -2023. 78 % of activity in action plan have either been completed or are in the final stage of implementation. We in Tunisia strong commitment to developing digital trade and e -commerce. At the same time, we strengthened regional cooperation and capacity building through initiatives such as the Hub EcomConnect with ITC, International Trade Center, which supports training, certification of experts, and skill development of private sector in cross -border e -commerce. Let me now turn to another essential pillar, the digital payment. Without efficient and trusted payment systems, digital trade cannot grow. Over the past year, Tunisia has modernized its payment ecosystem step -by -step with multiple digital solutions. We also opened the market to a new fintech model, including payment facilitators to support innovation. In 2024, the Central Bank of Tunisia issued a new guideline for payment facilitators. helping to structure the sector, improve risk management, and expand access for small merchants and artisans. This reform aims to achieve a balance between innovation, security, and financial integrity. More recently, Tunisia has taken another important step with the launch of Tunipay, an unified national mobile payment label. This initiative aims to simplify and harmonize the payment landscape and reduce dependence on cash, especially for small traders. Another key enable of trust in digital economy is digital identity. In 2022, Tunisia deployed the mobile ID system e -Hawiyah. This system links the national identity card to a mobile phone number and allows citizens to authenticate themselves securely online. It also enables legal recognition of electronic signatures and secure access to digital public services. Today, mobile ID is being integrated into key platforms such as business registry investment service, making it easy for entrepreneurs to formalize their activity and access service. Closely linked to this, the auto entrepreneur platform is a digital platform that allows self -employed work and micro -entrepreneurs. To register online using also the mobile ID authentication, it gives them legal status, simplifies taxation and helps them more. from the informal to a formal economy. This is a very important social and economic transformation, especially for young people and women entrepreneurs. Looking ahead, Tunisia is also implementing a major national initiative, the Digital Transformation Programme 2030. This programme includes more than 130 projects covering modernisation, the digitalisation of administration, economy, infrastructure and cyber security. In parallel, Tunisia is actively engaging in a new regional initiative with the German Cooperation and the ITC International Trade Centre, funded by the European Union and the BMZ. The Digital Transformation Programme, is a digital trade and e -commerce in MENA region project. This four -year programme aims to strengthen the digital trade strategy harmonization of regulation, support small and medium enterprises, and improve cross -border e -commerce across the region. I have the honor to serve as the national focal point of this important initiative. Tunisia is also working with ICT to assess its digital trade regulatory readiness for the implementation of the African Continental Free Trade Area on digital trade protocol, ensuring the alignment between national reform and the continental framework. Looking ahead, Tunisia is now preparing a new and important milestone. We are developing our first national e -commerce strategy, 2027 -2031. with the support of UNICTAD and the State Secretariat for Economic Affairs, SECO of Switzerland. This strategy is not only a planning document, it's a national commitment. Its aim is to bring together all our reform projects and partnerships into one coherent vision for the next five years. Its goal is simple, to build an inclusive, competitive and sustainable digital trade ecosystem in Tunisia. Last month, we collaborated with UNICTAD. We organized a national consultation with more than 100 participants over three days. This process helped to validate priority and ensure that the strategy is truly participatory and national -owned. Importantly, Parallel Tunisia has requested the use of UNICTAD e -Trade Reform Tracker. We are currently awaiting political approval to fulfill implementing this tool. It will help us better coordination, monitor and evaluate our national e -commerce trade facilitation reform. If I were to summarize the most important reforms that have supported small, micro, small and medium enterprises in Tunisia, digital transformation, I will highlight four key pillars. First, the legal and the trust framework, the law 83 -2000 and the creation of twin trusts established the foundation of digital trusts in Tunisia. Without this legal, certainly no digital economy can function. Second, the simplification of custom procedures, like as the project EasyExport and the regime specialization. Third, the legal and the trust framework, the law 83 -2000 and the creation of twin trusts established the foundation of digital trusts in Tunisia. which significantly reduces the administrative barrier and makes cross -border e -commerce more accessible for small businesses. Third, the modernization of digital payments, including different systems which together are helping to build more inclusive financial ecosystems and for the digital identity system through mobile ID which enables secure authentication, electronic signature and access to digital public service, allowing thousands of entrepreneurs to enter the formal economy. These four pillars are the backbone of our digital trade transformation. Ladies and gentlemen, all these three pillars directly support the sustainable development, from fighting poverty to promoting gender equality and building global entrepreneurs. We are working to close the digital divide, promote inclusion, strengthen data governance, and prepare for an artificial intelligence future that serves people and development. But we also know that developing countries need continued support. We need digital cooperation, we need capacity building, and we need innovative financing mechanisms to ensure that digital transformation benefits all countries. Finally, I would like to express my sincere appreciation to all our international partners. Your support has been essential. You helped us to assess our digital readiness honestly. You supported us in building national security. You helped us to connect small business to global market. And you strengthened our institution, our skill, and our legal framework. And most importantly, you helped us to believe that digital trade can be a tool for inclusion and development. For all this, Tunisia expresses its deepest gratitude for all our partners. I would like to say I think I speak on behalf of all of the co -facilitating agencies that we are also very grateful to you as a representative of the Tunisian government because we have found an excellent partner in Tunisia. There has to be the political will to put in place these sorts of reforms and practical measures. There's also a key element from the national counterparts is to have one focal point with a clear overall vision, a little bit like a drone that can see all of the moving parts of a very vast and complex project for e -commerce development that is at the same time benefiting sustainable development. I would just like to, mindful of the time, we have 15 minutes left in this session, I would just like to give an opportunity to the co -facilitating agencies to see if they would like to say a few words on what's next, what is coming up, not only for Tunisia, but also what wider initiatives other countries and stakeholders might be interested in. Sure. First of all, and, you know, revisiting some things that have been said, but nevertheless, I think it's worthwhile emphasizing this. In the introduction of Kabab, he mentions the somewhat coincidental first few link that Oasis had some roots in Tunis and Tunisia with the first wave, and Kabab talks about 20 years of experience in this. I think this, just as the first session in Oasis this week, it occurs when I sit and listen to this, that this is actually a very interesting example, Tunisia, because because it has this perspective over 20 years there are not many like that we're very fortunate as it's already been said to have kabab and the ministry as a partner who's had this focus who has as a source of learning something very important here that actually maybe goes beyond even what we're talking about immediately and is worth revisiting about what that means when we have a willing and very capable partner and we commit for the long term and we do some things together i think it's just worth a moment thinking about how powerful that is very often we're asked to work together and here is an example where we've done that we've worked together and we have long -term results and it may be worth i say may i'm certainly it's worth thinking about the impact of this and what could be done and if you are there and you're online or you're sat in the thinking about this it's interesting to ask could we do this in other places what about the future what what about where we've done some of this in some places but not all of it what would it take would it take just the three agencies showing up and doing something similar maybe but it also has lessons for the institution that's behind this the degree of discipline that is shown by the ministry in tunisia and the expertise that they've accorded it so that's one thing i would point to some things and you know to think about another lesson that we've had is we found good people to work with in tunisia that always helps some of which we've exported that expertise from tunisia so this is a new wave that begins when you know 10 years 20 years of doing this we find that we can work with tunisia people and help them work and support work in other parts of africa so that's very exciting because that's sustainability in this kind of development work where our investment and investments of our partners including secco in the room begin to bear fruit that we don't have to keep on supporting this there are new waves to it just to point out one of those ways that kabab mentioned in the new products on projects on e -commerce surprisingly what we're focusing on in this project across many countries. In the case of Tunisia with services, we move into a new wave about this, about looking at how to sell online. This is very exciting because it brings new value -added areas and new expertise which we're developing beyond being a freelancer online, how to sell across borders, services. Some very exciting stuff coming out of Tunisia and Kabab and colleagues are helping us pioneer that about what our training looks like and how we can support that. So thanks a lot.

Thank you very much, Scarlett, and thank you also to Mr. Hadhri for showing what coordinated nationalization and what the role of the e -commerce industry in the development of the e -commerce industry actions looks like in practice to advance e -business in Tunisia. Allow me to build on that and address the question before us. What comes next? Well, from UNCTAD's perspective, we can mention three priorities, and each grounded in what we observe in our partner countries, not just in Tunisia. First, build on governance that delivers. Across the 41 e -trade readiness assessments UNCTAD has completed from these developed countries to most recently Indonesia, the first G20 economy, one funding holds without exception. The bending constraints when it comes to advancing e -business in the region, not only in Tunisia, is not only the ICT infrastructure. It's also about governance. And it's also about institutional coordinations. And what we have seen is that coordination mechanisms. exist on paper and lapse in practice. And that is not only our field observation. 2025 review of our implementation support mechanism drawing on 23 developing countries confirmed it. Reforms advance where digital trade is the national priority, where coordination is real and where stakeholders are at the table. And without that, e -business related strategies stay on paper. And Tunisia is establishing its own institutional leadership now as it moves to its first national e -commerce strategy, 2027 -2031, with technical support from UNCTAD and also financial contribution from the CEQA Switzerland. Second, sustain but also support implementation. Institutions determine success. And not strategy documents alone. And here I can talk about UNCTAD's E -Trade Reform Tracker, which gives National E -Trade Committee the tools to digitally coordinate reforms and also maintain momentum. And the tool is being deployed in Tunisia to support the National E -Trade Committee overseeing the forthcoming national e -commerce strategy. And UNCTAD makes it available for all partner countries at no cost. Third, close the enabling environment gaps that markets cannot close on their own. What we have seen across partner countries is that MSMEs are facing more or less the same barriers. So they go from incomplete legal and regulatory framework that impedes trust in digital transactions. And here it's not only about consumer trust in digital transactions, but also businesses' trust in digital transactions, that determines their engagement in e -business. and also constrained access to cross -border digital payments. And so taken together, these priorities carry the e -business action line and into the implementation of the WISIS Plus 20. And in closing, I would say that UNCTAD will remain engaged with all development partners and e -trade for all partners, and we have seen this lately in Tunisia where ITC colleagues and UQ colleagues joined us for the national consultation in the context of the preparation of Tunisia national e -commerce strategy, and we will continue this collaboration to try to do our best to advance e -business adoption in Tunisia, but also in other partner countries. But it's been very interesting to see the development of e -commerce and digital in Tunisia. For us, Tunisia, of course, is a priority country. So we're very proud also of the development on e -commerce side. What I can say is that Seco since 2021 is supporting e -commerce program so very proud also to support beneficiary countries to really fully harness the opportunities of the digital economy and I think that in case of Tunisia the national e -commerce strategy will be the key also establishing really the framework for e -commerce I would say what is important is to have really a clear vision what you explained Mr. Hadri reliable digital environment but also I think strong coordination between the different institutions and last not least I think the dialogue between the private sector and the public sector is key also so yeah it was really inspiring maybe I have one question more about inclusivity you mentioned at different times and from our perspective also in different interventions that we have in Tunisia for example also in tourism which is also one topic we are supporting we see how difficult it is for people in rural communities in Tataouine for example to really achieve global markets so I'm very also glad to hear from UPU that you have a specific program to really be sure that we include all the people in e -commerce.
