Content policy discussions at the IGF

Content policy was amply discussed during the IGF, often in intersection with other issues. The following trends can be discerned:

  • There is a need to manage content that can be harmful to others, in particular to children, women, and lgbt communities. At the same time, a dichotomy is emerging between content policy and freedom of expression, since strong legal mechanisms can lead to over-censorship. 
  • Environments where Internet content is censored to establish political control need to be prevented as much as possible.
  • There are several emerging areas in content policy, including content quality control, digital legacies, and content-related consequences of the Right to be Forgotten.
