EU Report calls for new antitrust rules for tech giants
The European Commission has published a report titled ‘Competition Policy for the Digital Era’ examining the EU antitrust regulations and the need to adjust them for the digital economy. The report does not suggest a complete overhaul of existing competition policy, it proposes adjustments to existing tools. The report predicts that the digital economy will not result in need of additional ‘public utility’ regulation, as it would be inflexible. However, it calls for more guidance in order to improve legal certainty in the digital market – such as definition of dominance in the digital environment, the duties of dominant platforms as regulators, data sharing and data pooling, data access, and interoperability requirements.
