Anselmino shifted the discussion from policy principles to implementation, describing the current phase as the operationalisation of the Charter . She outlined three areas of work: gathering shared knowledge and country evidence, translating principles into technical specifications and reference materials, and supporting adoption through capacity development . She said this work is informed by peer learning among around 20 countries that had recently met in Geneva to exchange evidence and experience on digital learning platforms .

She also presented a layered model of the ecosystem. At school level, she identified tools such as learning management systems, EdTech applications, parent-teacher communication tools and school management systems, used mainly by learners, teachers and parents . At education-sector level, she referred to registries, OER portals, content repositories, curriculum infrastructure and education management information systems, including data and analytics functions . Beyond that, she placed these systems on top of broader digital public infrastructure such as digital identity, cloud, wallets and payments . She said the concentric diagram was not prescriptive, but was useful for showing integration across layers and for illustrating that, in her framing, government control potentially grows as one moves out from the centre . Earlier, she had also said that education-sector systems require high compliance and security because of sensitive data and sovereignty concerns, while school-level systems still need to comply with government frameworks and share data into the broader ecosystem . She argued that openness through standards and specifications is what makes interoperability, accessibility, sustainability and sovereignty possible across these layers . She concluded by noting that three working groups had been set up on content repositories, registries, and analytics and verifiable credentials, and invited participants to apply to join them .

In the available excerpt of Benya’s presentation, she used Oak Academy in the UK to illustrate what operationalising openness looks like in practice . She explained that Oak designs many lessons to be free of third-party content by construction, including in art, where teacher creators work from a curated list of artists across cultures, periods and styles and use original visual work . She then described Oak’s shift to component-level rights tracking: rather than treating an entire lesson as restricted because one element contains third-party material, Oak tracks rights and restrictions for individual components through metadata . She said this required changes to database schemas, authoring tools and creator workflows so that metadata could be captured at sufficient granularity . Her conclusion was that, in trying to uphold openness while managing licensing limits, Oak developed stronger pedagogy, more structured design rules and a repeatable approach to exposing content safely; she summarised this as infrastructure that makes openness inevitable rather than a compliance layer added afterwards . West later echoed this, saying that if the infrastructure is right, openness becomes inevitable .

The Q&A focused on practical implementation issues. Participants asked about mixing and matching with existing OER sources such as OER Commons, multilingual support and the limits of AI translation for specialist language, the extent to which platforms are AI-enabled, legal and political tensions around copyright and publishers, and whether cybersecurity guidance is part of the support being developed . West clarified that the UN agencies do not run a global platform and do not think one should exist; instead, they support national or subnational platforms and enable countries to learn from one another, while noting that some countries’ systems are already AI-enabled and others are only beginning that process .

In response to questions on content and interoperability, Anselmino suggested treating content as infrastructure rather than as static digital textbooks . She argued that when content is exposed through APIs, other services can build on it, including translation and other forms of innovation . She was cautious about present limitations in weaker-language support, but noted that the pace of AI development could change the landscape quickly . Van Capelle addressed language more directly through the Charter’s inclusion principle, arguing that public digital learning platforms create opportunities to provide content in official and minority languages and that AI can help begin translation even into small languages . He also referred to work with WIPO and to an Accessible Digital Textbooks project aimed at making materials more accessible across languages and for children with disabilities . At the same time, he said live translation is not yet good enough and requires a strong quality-assurance layer .

Benya returned to Oak’s ontology and data model in answering questions about AI and openness. She said that even where the API cannot expose the full content of a subject such as art, Oak’s ontology still encodes features such as prior learning and misconceptions, so that tools like Oak’s MCP in Claude can still surface responses that reflect pedagogical structure, even if they are not drawing directly on the full restricted content . She added that around 80 per cent of Oak’s content is under the Open Government Licence, while teachers can still access 100 per cent of the content in classrooms . She also said Oak’s lessons are deliberately templated so that teachers or AI can adapt them with local examples while preserving pedagogical structure .

Copyright emerged as a recurring challenge. West acknowledged the reality of litigation, including legal action involving Oak, but argued that there must be a place for free, open and public learning content accessible to all, describing this as foundational to fair use . Varoglu later reinforced the policy basis for OER by saying that 194 countries had adopted UNESCO’s normative instrument in this area . In closing, she said that systems are invited to use OER and described OER Commons as a strong partner of UNESCO, adding that it would be useful to see what could be used from its side as well . She also noted that AI translation raises both technical and licensing issues and closed by inviting participants to a follow-up session .

Cybersecurity was only addressed briefly in the Q&A, where West confirmed that safety and security fall within the Charter’s trustworthy principle; this connected to Anselmino’s earlier point that education-sector systems require high compliance and security because of sensitive data and sovereignty concerns .

Overall, the speakers were broadly aligned in presenting public digital learning platforms as country-led digital commons for education and in arguing that openness must be built into architecture and governance rather than added afterwards . Across the session, openness was linked to interoperability, modularity, open licensing, APIs, pedagogical design, trustworthiness, inclusion and sovereignty, while the Q&A highlighted continuing practical challenges around multilingual translation, copyright, cybersecurity and the use of existing OER resources . The clearest practical example remained Oak’s approach: rights tracking, metadata, ontology, APIs and authoring workflows were designed so that openness becomes a built-in property of the system .

Thanks, Zainab. Just give me the cue, please. All right. Good afternoon. We'll get going here. Thanks for being with us. Maybe a few other people will be coming into the room. My name is Mark West. I'm from UNESCO. UNESCO is the United Nations Educational, Scientific, and Cultural Organization. And we have a nice session here about e -learning, one of the WSIS action lines. And we'll be speaking a lot about an initiative that we run with UNESCO, UNICEF, and ITU. And we'll also be speaking a lot about our emphasis on digital and AI commons for education. I'm here today. I'm here today with colleagues from the United Nations System. This is Frank Van Capella from UNICEF. Thank you. and also friend and colleague Carolina Asselino from ITU. So we also are doing this as a sort of hybrid event, and my colleague from UNESCO is also with us on the screen, Zeynep. And Zeynep, moving the floor over to you, and Zeynep will be our moderator for this session this afternoon. So Zeynep, over to you. Thanks.

Thank you very much, Mark. And as you can see, I am on the screen, so it's a little bit more difficult to moderate, so please bear with me. So today's session is on operationalizing open in digital public learning platforms, and we have five speakers today, and I will start with an overview of open and the context we're speaking on. My name is Zeynep Varglu. I'm the Senior Program Manager. I'm a specialist in the communication information sector of UNESCO working on open solutions. So the next slide. So the Charter on Digital Public Learning Platforms, which Mark and Frank will go into further in this session, has a session section on open and why it's important. And this is the focus of this session. Now, there are four points which are which are emphasized in this, that digital public learning platforms should be connected, interoperable systems, modular architecture, open licensing and open by design. Now, the ideas are here on the screen that learning services should work together as if it's just intuitive one system that goes forward, that there should be an architecture which doesn't include vendors. And you're looking at which is really talking about information, sovereignty and knowledge, sovereignty and enables continuous. improvement. And then the part on open licensing, and one of the issues here is talking about open licensing of content, which is one of the key points that we will be discussing during this session. And in this, there is the only normative instrument on digital learning and content, which is a 2019 recommendation of UNESCO in this area. And then open by design, so that learning is accessible to the widest possible audience without issues that where learners are not forced to log in or not forced to go through unnecessary barriers to access if they don't need to and want to. Let's see the next slide. So, what this means in the Gateways Charter for Digital Learning Platforms, the publication I just showed you, is first of all connected interoperable systems, open standards, interoperability, and interoperability. Modular infrastructure, we're here talking about open source software. and open licensing, we're talking about mainly open educational resources, open by design, open data. Now, what's really, really interesting here is the fact that in this session, you've got our dear colleagues from ITU who have worked with us also to actually turn these into technical specifications, which will be presented shortly. So this is not just aspirational, but it's actually talking about how systems can really implement these principles. That's the Principles to Practice title. So Principle 5 are the main issues that we talked about. We have technical specifications, open standards, interoperability to be presented by ITU colleagues here. In terms of open solutions, UNESCO has a program on open solutions, and our work in this area is about making an ecosystem of open so that information is actually made accessible and it's exponential. So, we talked the main points that I brought up earlier, the content is openly licensed, that the software is also openly licensed, that the data is openly licensed, and that there is another point here we have that's not particularly highlighted but would go into the issues if we were talking about research and its use here, open access and mainly diamond open access to research in the sense that now there's no fees for the writer. For the author, and for those that the user. And this all comes together to making digital learning platforms, which are accessible, inclusive, sustainable and future ready for learning. and this is going to be the focus of our discussion and I'm going to give the floor now to my colleague from UNICEF and my colleague Mark from UNESCO to talk about the overall charter and then my colleague Carolina from ITU will talk about how these principles turn into practice through the specifications and we are very fortunate here to have with us Dr. Benya Richards who is from Oak Academy which is an institution linked to the UK government and who has operationalized these principles mainly in many areas and this one the example she'll be providing will be on the area of contact. So with that Mark and Frank the floor is yours. And I'll let you introduce yourself.

Thank you so much, Zainab. So what Zainab is talking about is this concept of openness. And just a little more context on this charter for public digital learning platforms that you see here. There's a QR code where you can access this. This charter stems out of the work we do at UNESCO, at UNICEF, and ITU on the Gateways to Public Digital Learning Initiative. I know that's a big mouthful. We call it the Gateways Initiative for short. And what the Gateways Initiative does is it helps countries to build digital commons for education, places where learners, teachers, families, and others can go to get quality -assured, curriculum -aligned, age -appropriate learning materials so that education is a public good, education is a human right. In digital realms as well as in physical and social realms of schools and universities. So that's the mission of the Gateways Initiative. Part of the work we did with the Gateways Initiative is to provide some normative guidance, some suggestions and recommendations for countries about what digital commons for education are. What are digital learning platforms? How should they be conceived? How should they be developed? How can they be improved? And so the charter, it grew out of a year -long process. We had consultations with experts. We had consultations with countries. We had consultations with civil society groups and others. And the charter really puts together our best ideas about what digital spaces for education should do, what functions they should have. And, again, it gives definition to some of these. These big words like open and inclusive. and pedagogical and trustworthy, and we try to explain, you know, our vision for what does a public digital learning platform look like and why are they needed? Why are they so important? So as you can see here, these are the sort of goals we set for ourselves when developing this charter. I think we have accomplished these different goals by providing a sort of shared understanding of what these platforms are. They can function, many countries are using it as a benchmarking tool, so they're looking at the platform that they have developed in a country, and they're seeing how does our platform do in relationship to the charter? Is it fulfilling the principles of the charter? And it also, it doesn't have the word AI in it, but obviously, all of these platforms anymore incorporate AI, and what I really like about the Gateway's initiative in this charter is we are talking about not theoretical things, but real things. that countries have developed. Almost all countries now have some sort of public digital learning platform, and these are places where you can click on a button, you can look at what has been built, how it works, who it's for, what impacts it has had, and so forth. And so our charter is our sort of north star, what should these platforms do, what is needed, and that is part of our gateways initiative, which, again, fosters international collaboration to improve digital commons for education in countries, national context, and subnational context. I'm now going to be, this slide here is just on the sort of phases we used to develop this, the different consultations we went through, but the charter is done. It's online, and we hope it's a resource for all of you. And now Frank, my colleague from UNICEF, will be talking about, the sort of principles in the charter. Over to you, Frank.

Yeah, thank you, Mark. Thanks so much for joining us. I'm Frank Van Capella. I lead digital education at UNICEF, and I'm on the UNICEF side, the gateways lead. And as Mark has been explaining, the Charter for Public Digital Learning Platforms is really the first time ever that the global community has come together to develop a normative framework around public digital learning platforms. And that includes, of course, the countries that are members of Gateways, the three UN agencies coming together, but also lots of consultations with experts and also with yourselves, with the public that have also contributed to this. And it's a very timely document, as Mark was saying, that many countries are establishing now or have established public digital learning platform and increasingly taking that very seriously about how to govern these platforms. So governing and developing and designing these platforms is what the principles, the seven principles of the Charter are all about. So I'll just very briefly cover the seven principles. So there's the public principle. So these have to be. publicly managed, publicly owned, recognizing, of course, that different components of the ecosystem will invariably be built by different stakeholders, private sector included, but that there is a strong central government role in managing that. It has to be inclusive from the ground up, not something that's added as an afterthought, but very much from the beginning, and that also links to the public part. The public ownership can guarantee that this is designed for all children, even children who are out of school, children with disabilities, children facing language barriers, and so forth. Pedagogical is really about how this really has to be anchored in pedagogy, in education. We are seeing a lot of tools out there which are being used in education, but were not actually built for education. Generic chatbots are just the latest example of that, and we have seen that they can also cause great harm because they are not designed for education. So this is something that we are also very much advocating for, is kind of having these platforms. These platforms are really built from the ground up for education, for teachers, for learners, and that they complement the traditional brick -and -mortar education system. It's not a duplication. It is very much complementary how it's used in school and outside of the classroom. That's the fourth principle. It has to be focused. We see a lot of platforms that are just developed for the sake of developing a platform. That's just, okay, our neighbor is doing it, or let's put our content online. But it's really about addressing specific challenges that these platforms can address. For example, providing training opportunities for teachers or knowledge in particular subjects, which maybe are not offered in rural areas, or there needs to really be a focused approach that can then lead on to broader and bigger things, but has to start with something that addresses the real needs. It has to be trustworthy, reliable, safe, transparent, and that's also where the public role very much comes in. And I leave openness for last, but as a very important principle, but that's really what this whole session is about, is about openness, which means that how do we ensure that these, the digital platforms are being built for openness, that they don't have like vendor lock -in, that they can be, that they have open standards, that they are interoperable and can integrate with other solutions, that the data can be exchanged freely, and so forth. In the next slide, I'll talk a little bit more on the openness aspect with a complementary framework, which is called the EdTech for Good. Likewise, also Global Public Good also developed with a wide range of stakeholders. And this is complementary because these public digital learning platforms will invariably fit in most countries with other tools that are out there and are being used by schools, which might be developed by the private sector. There's 100 ,000 EdTech tools out there. So this framework is really similarly providing guiding principles for the development of those tools, but also in terms of evaluating them and seeing which ones really meet the needs of public education, which ones align with the national context, the national needs, and also interoperability. We have launching version 2 .0 this week where interoperability comes in because these public digital learning platforms ideally need to work very well side by side. With any other platforms and any other tools in the digital ecosystem that are being used. So these need to connect rather than being. siloed platforms that don't exchange, that are not aligned, and that do not integrate with each other. So we need to think also in terms of the private sector and all the other 100 ,000 tools out there, to which extent are they open? To which extent do they allow interchangeability? Can you easily switch from one vendor to the other, one product with the other? What about the data that sits within those products? So those are all very important considerations in terms of openness, but also from the point of view of inclusion and designing for all children, and having that flexibility, that sustainability, and agileness to be able to benefit from the innovations that come from that, but also to be able to have a rational way forward in working with all these different, and with that, I'm handing back to... Thanks, Zeynep. Thanks, colleagues. I'm Carolina from the ITU. First of all, as the ITU, we are very encouraged to be joining our colleagues from UNESCO and UNICEF. The three UN agencies complement each other very well. And yes, we are very positive about this collaboration and the charter publication. So now I'm here with this slide from principle to practice. So now we're entering a second phase. As they just said, the charter took longer than a year to build and publish, but because of the public consultation process. But now what's next? So we say here from principle to practice, or we can also say the operationalization of the charter, because the charter is a normative framework, a normative document in a way. And it's already quite tangible and crisp as a document. But how can we support countries actually procure or build digital learning platforms? And I think that's something that already. include the principles of the charter by design. And the way we're doing this, and we just started in May this work, is first of all, shared knowledge and country evidence. So first of all, we're trying to, what we're building is based on country evidence. So we gathered about 20 countries here in Geneva, and we really learned from them. So there was a lot of peer -to -peer exchange, and we're looking at the most successful and evidence -based results of digital learning platforms, how they have transformed the education sector in countries. The second point here is translate principles into technical specifications. So again, we're working to embed the principles in technical specification and reference implementations materials so that, again, this should be used to support countries procuring digital learning platforms or even building digital learning platforms that already embed the principle of the charter, as I was saying. And then the last one is, support knowledge adoption. So, of course, together with the technical specification, we will work with capacity development and supporting countries adopting such specification. Next slide, Zeynep, please. Just to see what we are talking about, here we wanted to put together a mapping. So what do we mean when we talk about digital learning platform? And we think this view that is going to come now will help you start picturing the framework, in a way, and what we are talking about. So next, Zeynep. Thank you and sorry. I thought I would be moving the slides. So we started from the school level. So at the school level, what are the platforms that interact and who is using them? It's mainly children themselves or teachers and parents. So we're talking about LMSs, edtechs, or teaching parents communication and school management. And then next, we have the education sector. So here we are talking more about registries, OER portal, but also content repository and curriculum, which we are looking at as infrastructure. So how do we make the content available as an infrastructure? And our colleague from the Oak Academy will talk to that later. have a very impressive case of that. And then EMIS is Education Management Information System, which means the data, the analytics. What do we do with the data that we receive from the education sector? And then next, Zeynep, thank you. At the whole of society level, we are talking about the foundational digital public infrastructure layer that some of you might be more familiar with, but we are talking about digital ID, cloud, wallet, and payments. So this is, in a way, the digital learning platform. Or we can also call them DPI for Education Building Blocks, in a way, built on top of these technical foundations that are at the societal level. And then you can just go next three times if you want. So, yeah, one more. Thank you. And again, I apologize. So as Mark briefly touched upon, AI is not a building block by itself. It's more a cross -sectoral capability that's now really embedded in all the digital learning platforms that we are seeing, and it should be embedded. And then at the blue layer, so it's the education sector layer, these are systems that are available for the whole sector. They are strategic and require a high level of compliance and security. And also here is where the government should have more control for sovereignty, so because we have the more sensitive data, for example. But then at the school level, so the gray layer is more systems available at the school level, and they need to be interoperable and share data back with the other layers. But actually they need to comply with government framework, but they don't necessarily need government control. So why, and again, this framework, again, it's not a framework. diagram is not prescriptive. We could use other way, but we like this one because it gives you a, it's a concentric layers that show how the integration with outer circle is important throughout the all layers, but also the government control is potentially growing as we move out of the center. And then this is where openness comes in because ultimately how we achieve that, how do we achieve interoperability is that this DPI or digital learning platform building blocks are based on open standards and open specifications so that they are interoperable with each other. And ultimately, again, why is this even important? Why is it important for countries? It really gets down to accessibility, sustainability, but also sovereignty. So this is a bit of what we're trying to incorporate here and why. How we are at a... in embedding the principles of the charter by design in the technical specifications we are building. And after a workshop that was three days, very intense, we, as a group, we established three working groups that are now developing the first set of technical specifications for this. And one is the content repository, one is registries, and one is analytics. So, verifiable credentials, sorry. Registries is together with analytics. So, just in the next slide, Zeynep, and thank you. If you are welcome to join the working groups if you wish to do so, because we are starting to develop in the technical specification now. So, we welcome applications to such working groups. And one of the working groups, as I said, is content repository. And we have an excellent example here from the Oak Digital Academy, Slovenia, if you want to go next. Thank you.

the artists that matter to their pupils, their context and their teaching from our curated list. This lesson that you can see references artists across cultures, periods, styles and a diversity that we would never have been able to achieve with licensed content. In order to support that, our Oak teacher creators handle visual inspiration with original work and you can see an example of that on the slide. The majority of these lessons are third -party content free by construction and that changes everything downstream in terms of what you saw in terms of that previous diagram. Our second strategy was to think about component level tracking. So what's the smallest level of detail where we can identify where any licensed material or third -party content exists? Sometimes we do need to think about the size of the content and the size of the content. We need to use third -party content in order to meet some of the pedagogical standards that we have. previously we had tracked third -party content at a lesson level that means that if there is one piece of third -party content it restricts the whole lesson and we realized we could be more more precise and we could increase the openness of this content so what we now do is we we track third -party content at a component level so individual pieces of third -party content with our own metadata which means that now most of the components of a lesson with third -party content including the slide deck worksheet and quiz can all be open only a very specific component e .g. a single slide that carries the restriction can't be accessed by things like our API so suddenly that means that we're able to have way more content surfaced this has less of an impact on people like people like us who are using the slide deck and who are using the slide deck and who are using teachers because they they're allowed to sort of use some of this content under fair dealings but has a huge impact on things like what our API surfaces and what the MCP can access to make this work you have to think both about how your database is structured and what your teacher creators are putting into the system so the database models have to mimic this precision and granularity so studio which is our curriculum authoring tool prompts creators to make design decisions and input metadata at the same level of granularity that we require in order to track this content the ontology that we have built knows the difference and the top because it does we can expose it more safely that component structure that component level tracking is what makes the API trustworthy and the MCP app reliable and the knowledge graphs useful there are trade offs that we have had to make so designing for a third -party content free curricula or component level tracking means that we've had to rework database schemas rebuild authoring tools and change how our teacher creators actually work But that's a deliberate choice. We're prioritising structural reliability. Art is proof that this works. We went into this wanting to uphold a principle of openness, but wrestling with licensing limitations. We came out with better pedagogy, design rules that promote diversity, component level data tracking and a repeatable approach for other subjects. This is what we think it means to operationalise openness. It's not a compliance layer, but infrastructure that makes it inevitable. Thank you very much.

Yes indeed Zainab we'll have a chance to take a few questions but also just wanted to say that I think Benya has illustrated the value of this gateways initiative that we have created so Benya is responsible for the Oak Academy which is the public digital or one of the public digital learning platforms used in the United Kingdom and Benya is with peers from other countries to share how they are building digital commons for education and as you just saw Benya said a line I remember was that if we get the infrastructure right openness is inevitable and so they are sharing with other countries what that infrastructure looks like to ensure openness and I think this artist with the this example with the artist is a superb example of how to ensure openness despite the limitations that exist with copyright and other issues so giving a practical dimension to this sort of fuzzy concept of openness is what we're doing through the Gateways Initiative on this principle of open, but also on the principles, as Frank was mentioning, of inclusion, of trustworthiness, of public, and so forth. So really giving sort of flesh and definition to these big words. We will have a chance to take a few questions from the floor, comments. If we could please keep those sort of sharp and brief. Thank you, so Kamil Zubek, I'm representing the International Union of Crystallography and also the European Crystallographic Association I'm involved in the OER Commons Group on Education So coming back to this question on languages, the large language models are not very good with translating the very specific language in very detailed areas of science. And it creates sometimes lack in translation. So there are very good textbooks in English that can be translated immediately to other languages. It takes time and it creates kind of a gap in the knowledge between the other countries depending on how much time the translation takes. So I'm wondering how we are going to cope with this problem. Yeah, thanks for the question. I can just very quickly to clarify, the United Nations does not run a platform. We help countries to build their own platforms, national platforms, depending on how the country is structured, sometimes subnational platforms. And so we are not building a global platform. We don't think global platforms for education should exist. They need to be controlled at the national and subnational levels. And then we facilitate international cooperation to help people like Bania share with her peers in other countries, share experiences, share knowledge, share technology, share policies and so forth. And I can say that many countries do have AI enabled platforms, but some are just beginning this process. Let's take a few other comments. Yes, sir, in the middle.

You mentioned that the copyright is an issue within this, and doubtless at Pal Expo when they're talking about AI, they'll be talking about the need to make things stricter. We've had French educational publishers taking the region to court for putting open educational resources online. We've got WIPO having its general assembly in a couple of days. Do we need to be noisier and make more noise about the need to actually make sure the copyright works for education?

It's a great question. Vanya will tell you that the Oak National Academy in the UK is also being sued by publishers. So anyway, yes, there are lawsuits flying around all over the place, but we do believe that there can be wonderful digital commons for education and that there has to be a place for free, for open, for public learning content that is accessible for all, that that is what fair use is. Yes, thank you, Mark. And I also think a lot of some of the questions were for Benia specifically, so I would also give her the floor. I mean, I would respond on the one about OER and, and maybe the translation method. So the way we are looking at it, and again, we are now, still in the process of producing, building the technical specifications. But the way we're looking at it, and even for us, there was a bit of a shift in the framing, was that content, to look at content as an infrastructure. So how does content becoming an infrastructure through APIs, then we can build on it and translate it and create other forms of innovative materials and content. And also a text can build on top of it. Now the OER specifically, Zeynep is in charge of the program, so I will let her answer on the OER specifically, but on content itself and translation, we do believe that if we change the way of digitalizing, it's not just digitalizing textbooks, it becomes building content and curriculum as an infrastructure, and therefore through APIs and artificial intelligence, what can we build on top of it? And that includes translations. Now the fact that some languages are currently are currently in the process of being developed, and some languages are currently are currently in the process of being developed, and some languages are currently less supported or less, I understand, less assisted. I mean, the translators are less productive right now. I mean, I personally don't have an answer right now to that, but I do assume that six months of AI progress could be change makers. So maybe in six months, these languages will be better supported. So I don't have an answer specifically to that, but the way of, and I think the Oak Academy is an excellent example of how they really took content as an infrastructure. And yeah, so I try to keep it.

Great, thanks, Karolina. And now over to Frank. I can also say that it looks like Frank is sending text messages, but Frank is actually diligently writing down everything that you just said. So anyway, over to you, Frank.

That's right, it's all here. Maybe I just answered the question on languages since it came up two times. So languages is very much part of the inclusion principle of the chart for public digital learning platforms. Of course, these digital platforms offer an immense opportunity to offer the content across the different languages, as a minimum, the official languages of the country, but increasingly also the minority languages. And something that wasn't possible before and is now possible with AI is to start translating materials even in small languages. So there's, of course, a lot of interesting work happening in that area. One of the problems is copyright. We are, for that reason, working with WIPO, which has... ...with print disabilities. And that's a good start. I mean, I think it needs to go beyond that eventually, but that's a really good start. What we're doing, for example, is developing an AI tool that can automatically convert these materials in different languages and make them accessible also for children with disabilities. It's called Accessible Digital Textbooks. But there's also the problem that this kind of live -on -the -fly translation doesn't work as well as it should. At the moment... ... So what we are at the moment doing is putting in that quality assurance layer. So you need also a good process for actually using the AI models to make things accessible, to make things multilingual, but then have that quality assurance layer embedded at the same time. Maybe eventually this will be fully automated, but we're not there yet.

Yeah, of course. So I think there's a couple of things to say there. So first of all, one of the things I really wanted to emphasize is that when you have your ontology and your data model correctly, you then have control of what you do and don't surface. So it means we operate on 80 % of our content being. under open government license that means that a teacher in the classroom can access 100 percent of our content um without any risk um but we can then surface 80 percent of it um to things like our apis um because all of our thinking behind our curriculum structure is baked into the ontology what that means is that even if the api can't access for example the entirety of our art curricula if you were to plug into the oak mcp inside of claude it would have enough understanding of what makes a good lesson what are those misconceptions what is that prior learning to sort of surface a response um that was almost like content agnostic so for example we intentionally design lessons that are in a template for adaptability by teachers to a local context example there might be a lesson that uses london as an example but a teacher could easily insert manchester and because that thinking already exists within our ontology and our structure that the same thing can happen for when you might ask ai to do that for you um so i think that's that's the first thing that i would say and then the the second thing there is that um uh the restrictions are like our our limitations have actually led to sort of better pedagogy and better lesson design because we haven't relied on responding to or being reactive to specific content we've had to take a more sort of proactive uh approach where like different types of content can be inserted into that and we actually think that our our lessons our curriculums interestingly art and english are our two two of our highest uh sequences that have the least amount of third -party content and we think that teachers find them more useful and more adaptable because we haven't um sort of like limited ourselves to like licensed material

Great, thank you thank you very much Benny for those comments I just to finish my intervention here I just wanted to say thank you for all the questions and the comments. The Gateways initiative is about learning with you learning from you and we're learning from these different countries all of the time from your perspectives but the core of the Gateways initiative is to build digital spaces and digital utilities and AI utilities that are expressly built for education. It is not a generic platform it's not a generic utility. It is built expressly for education safety, pedagogy and all these other things that we care about for education and then sharing this knowledge across countries across borders. That's what this work is all about and it's what the charter is meant to help to guide. so I want to give the floor back to Zenup to close us as our moderator but again to thank the different panelists, Zenup over to you to finish but Zenup we're under pressure to free the room.

Yes and I'd like to respond to the questions also if you don't mind, in terms of the OER Commons I think the issue that Mark and everyone else has been saying is that Benya provided one example and there are other ways that you can use OER, the idea was that all systems are invited to use OER and OER Commons is a very good system, it's a very good platform and they're a very close partner of UNESCO and I think that it would be useful to see what can be used on their side also. In terms of the question on Krista from the European Geographical Society Association, Translation LLMs, there's also the issue of licensing too that comes up, it's a tricky one and I think it's been addressed several times in the responses but I think it's important to maintain that this is when using AI for the translation, it will come up also. How has enabled how AI has enabled platforms? I think Benya has responded to IFLA. Indeed. Yes, there are legal issues. Publishers are not always happy with how things are going. But I'd just like to remind you that 194 countries adopted down to the last comma normative instruments saying that OER are what should be of value to educational systems. And that this is also it's a UN instrument. It's a UNESCO instrument. UNESCO is part of the UN family. So this is an issue that will come up. But I think it's important. To realize that OER are used and has national and governmental support. at the UN level. And then the Vault Adventure Cybersecurity, I think Carolina has addressed. It's been a great pleasure to be here. I'm really sad that I couldn't be there for reasons out of my control today, but it's been wonderful working with all of you, though I can't see you right now.
