Rakan Alsulaim a indiqué que l’initiative a permis de recycler plus de 400 000 appareils d’une valeur supérieure à 120 millions de riyals, s’est appuyée sur plus de 14 partenaires et a utilisé des applications de livraison, des campagnes de sensibilisation et des incitations initiales pour stimuler la participation . La Zambie, qui disposait déjà d’une législation environnementale et de règles de REP pour les plastiques, a utilisé le projet pour élaborer des réglementations spécifiques aux déchets électroniques, des modèles de financement, des outils de conception de système, des manuels et un organisme potentiel de responsabilité des producteurs par l’intermédiaire de l’ICT Association of Zambia . Tout au long de l’événement, les participants ont conclu à plusieurs reprises qu’une gestion efficace des déchets électroniques dépend d’un engagement gouvernemental de haut niveau, d’une coordination entre les autorités de régulation des TIC et de l’environnement, d’une responsabilité des producteurs, de la sensibilisation du public et de la collaboration tout au long de la chaîne de valeur, le projet étant présenté comme un modèle que d’autres pays pourraient adapter .

Après les remarques d’ouverture, l’atelier est passé à son premier segment de fond. Vanessa Gray l’a replacé dans l’objectif plus large du projet : aider les pays à élaborer et mettre en œuvre des politiques sur les déchets électroniques alignées sur les principes de l’économie circulaire, avec la responsabilité élargie des producteurs comme axe central . Une vidéo du projet a ajouté une perspective mondiale tournée vers l’avenir en avertissant que les volumes de déchets électroniques pourraient atteindre 82 millions de tonnes d’ici 2030 et en décrivant le travail de l’UIT et de la CST comme faisant partie d’un effort plus vaste visant à créer une économie circulaire pour l’électronique . La vidéo indiquait également qu’une boîte à outils sur l’économie circulaire avait été publiée avec des étapes pratiques à l’intention des décideurs publics, des entreprises et du grand public . Vanessa Gray a en outre souligné l’ampleur de la mobilisation à l’échelle du projet : 484 parties prenantes uniques issues de 278 entités dans les trois pays bénéficiaires .

Une importante étude de cas pratique a été présentée par Rakan Alsulaim de la CST, qui a décrit l’initiative saoudienne « Recycle Your Device » comme un modèle de gain rapide pouvant compléter une réglementation formelle, voire la précéder . Il a soutenu que les pays n’ont pas besoin d’attendre l’adoption de réglementations complètes avant de commencer à traiter la question des déchets électroniques, et a présenté l’initiative comme un moyen d’offrir aux particuliers et aux institutions publiques la possibilité de donner des appareils inutilisés pour réparation, réemploi ou recyclage . Il a expliqué que le programme, lancé en 2022 en partenariat avec le ministère des communications et l’autorité nationale des déchets, répondait aux lacunes de la gestion des déchets électroniques, au faible niveau de sensibilisation et à la tendance consistant à laisser les anciens appareils inutilisés dans les foyers . Au moment de la session, a-t-il dit, l’initiative avait permis de recycler plus de 400 000 appareils pour une valeur estimée à plus de 120 millions de riyals, en travaillant avec plus de 14 partenaires .

Rakan Alsulaim a également décrit le fonctionnement pratique de l’initiative. Il a aussi mis en avant des actions de sensibilisation ciblées, notamment une coopération avec la Fédération saoudienne d’eSports, les joueurs étant considérés comme un segment remplaçant fréquemment ses appareils . Un autre enjeu opérationnel concernait la confidentialité des données : il a ensuite souligné que la confiance dans l’effacement sécurisé des données était importante pour que les particuliers et les institutions se sentent en sécurité lorsqu’ils restituent leurs appareils .

Dans la discussion ultérieure, Rakan Alsulaim a identifié le partenariat, la confiance et la sensibilisation comme les principaux facteurs de réussite de l’initiative . Il a déclaré que les gens doivent croire que la restitution d'un appareil est sûre, utile et correctement prise en charge, en particulier compte tenu des préoccupations relatives à la confidentialité des données . Il a également relié ce travail à la Saudi Green Initiative et à la stratégie « Circles » de la CST sur la durabilité numérique, et a précisé que la boîte à outils élaborée dans le cadre du projet visait à aider d’autres pays à reproduire les éléments pertinents . En réponse aux questions du public, il a ajouté que l’Arabie saoudite envisage des mesures en amont telles que l’éco-conception et la standardisation des chargeurs, et pas seulement le recyclage en aval . Il a expliqué que les incitations avaient été progressivement supprimées après que le programme avait atteint environ 100 000 appareils et après que le trafic sur le site web et le bouche-à-oreille avaient montré que la sensibilisation était devenue auto-entretenue . Il a également confirmé que l’initiative avait commencé comme projet pilote à Riyad avant d’être étendue à l’échelle nationale, faisant valoir que le pilotage avait permis de révéler les besoins des consommateurs et pouvait éclairer la réglementation ultérieure .

L’expérience du Rwanda, présentée par Janet Umutesi de la RURA, était davantage centrée sur la réglementation et axée sur l’intégration de la responsabilité élargie des producteurs dans le cadre national . Elle a expliqué que l’objectif principal du partenariat était de réviser la réglementation rwandaise sur les déchets électroniques et de rédiger des dispositions pour les produits électriques et électroniques afin d’y intégrer la REP, étant donné qu’environ 20 % seulement des déchets électroniques sont formellement collectés et recyclés . Le système révisé repose à la fois sur la REP et sur une organisation de responsabilité des producteurs, dans le cadre de laquelle les entreprises important des produits électriques et électroniques verseraient une faible redevance à un mécanisme collectif hébergé au sein de la Rwanda ICT Chamber . Janet Umutesi a présenté un vaste réseau d’acteurs impliqués dans le processus, comprenant notamment les producteurs, les entreprises manufacturières, la Rwanda Inspectorate and Competition Authority, la Rwanda Environment Management Authority, la RURA, la Private Sector Federation et sa ICT Chamber, ainsi que le ministère des TIC . Elle a précisé que la RURA serait chargée de fonctions telles que l’homologation et la délivrance de licences pour la collecte et le recyclage, tandis que la ICT Chamber au sein de la Private Sector Federation accueillerait la PRO responsable de la gestion de la redevance REP .

Un thème central de la présentation de Janet Umutesi était la mobilisation des parties prenantes comme condition du succès. Elle a indiqué que la réglementation avait été élaborée au terme d’un long processus d’engagement avec des acteurs tant publics que privés . Elle a précisé que le processus comprenait la création ou l’opérationnalisation d’un mécanisme collectif pour la gestion par le secteur privé des équipements électroniques en fin de vie, à savoir l’organisation rwandaise de responsabilité des producteurs hébergée dans la Private Sector Federation, avec pour objectif de mobiliser 2 500 producteurs d’équipements électroniques . Le renforcement des capacités a été décrit comme un élément clé, avec des ateliers d’harmonisation, des discussions sur la conception du système REP, des réunions sur la durabilité du projet et des réunions bimensuelles avec un groupe central de parties prenantes . Le Rwanda a mobilisé 161 parties prenantes issues de 104 entités, dont 35 parties prenantes uniques provenant de 15 entités du secteur public et 126 parties prenantes uniques provenant de 89 entités du secteur privé . La principale leçon tirée par Janet Umutesi était que l’absence d’une seule partie prenante pertinente peut compliquer la mise en œuvre, d’où son approche consistant à n’exclure personne .

Janet Umutesi a également mis en lumière une idée distinctive de mise en œuvre : l’intégration des processus liés à la REP dans la plateforme numérique rwandaise Irembo . Le plan consiste à regrouper en un seul endroit les autorisations commerciales pour le secteur des équipements électriques et électroniques, l’enregistrement des produits et l’adhésion automatique à la PR, afin de réduire les coûts, raccourcir les délais de transaction, accroître la collaboration et renforcer l’application de la réglementation . En parallèle, elle a insisté sur le fait que la réglementation ne représente qu’une partie des avancées et que le Rwanda a encore besoin d’un appui pour rendre opérationnelle la PRO et passer à une mise en œuvre complète . Lorsque Vanessa Gray a demandé plus tard ce qui avait aidé à mobiliser le secteur privé, Janet Umutesi a répondu que l’essentiel était de ne pas le traiter comme distinct des efforts gouvernementaux, mais comme un partenaire invité à participer à chaque processus public de consultation et de décision . Lors de la séance de questions-réponses, elle a reconnu que l’introduction d’une redevance pour les producteurs avait été l’un des plus grands défis, car tout nouveau coût imposé aux entreprises est politiquement et commercialement sensible . Elle a également noté qu’une consultation large, bien que nécessaire, peut ralentir la finalisation de la réglementation .

La première séance de questions-réponses a élargi la discussion à la prévention, à l’informalité, au financement et à la mise en œuvre. Un participant du régulateur français Arcep a soutenu que « le meilleur déchet électronique est celui que nous ne produisons pas » et a demandé si l’éco-conception et les téléphones reconditionnés faisaient partie du programme, ce qui a conduit Rakan Alsulaim à confirmer que la prévention et la standardisation sont envisagées en parallèle de la collecte et du recyclage . Des participants du Sénégal ont exprimé des préoccupations concernant le secteur informel, décrivant des passagers clandestins qui collectent des appareils en dehors des circuits formels puis polluent des zones reculées, et ont demandé comment ces acteurs peuvent être associés et quel modèle économique peut soutenir les systèmes formels . En réponse, les intervenants ont mis l’accent sur une large mobilisation des parties prenantes, même si les réponses étaient plus concrètes sur la coordination du secteur formel et la sensibilisation que sur un modèle détaillé d’intégration des acteurs informels. Vanessa Gray a insisté sur le fait que le secteur informel devrait être inclus dans les discussions sur les nouveaux systèmes, et Janet Umutesi a déclaré que la base de production informelle relativement limitée du Rwanda, combinée à la mobilisation via la Private Sector Federation, rendrait cet engagement plus gérable . Noémie Pralat a ajouté que l’une des contributions pratiques du projet au Rwanda et en Zambie avait été d’aider à concevoir des outils de gouvernance et de financement pour les PRO, et que ce travail visait à garantir qu’une fois les règlements publiés officiellement, les organisations seraient prêtes pour la mise en œuvre avec des documents de gouvernance et des méthodes de calcul de redevances producteur raisonnables .

Cette même séance de questions-réponses a également fait émerger des enseignements opérationnels sur les incitations, la société civile et les obstacles à la mise en œuvre. À la question de savoir quand les incitations devraient cesser, Rakan Alsulaim a répondu que l’Arabie saoudite y avait mis fin après avoir atteint environ 100 000 appareils, car la sensibilisation était devenue suffisamment forte pour soutenir la participation sans récompenses continues . Un autre participant a interrogé les intervenants sur l’engagement de la société civile et sur les principaux défis de mise en œuvre . Janet Umutesi a répondu que le Rwanda associe une Consumer Protection Association indépendante à chaque processus réglementaire, montrant ainsi que la société civile a une place permanente dans la consultation . S’agissant des obstacles à la mise en œuvre, Rakan Alsulaim a indiqué que le principal défi en Arabie saoudite était la sensibilisation et l’obtention de la confiance du public dans l’initiative . Janet Umutesi a identifié l’introduction de la redevance et les retards causés par une consultation approfondie comme les principales difficultés du Rwanda . Vanessa Gray a ajouté une réflexion institutionnelle du côté de l’UIT, affirmant que certains régulateurs ne considèrent toujours pas les déchets électroniques comme relevant de leur mandat, de sorte qu’accroître la sensibilisation au rôle des régulateurs des télécommunications fait aussi partie du travail du projet .

Un participant de l’Ouganda a ensuite demandé si les pays devraient recourir à des projets pilotes avant de passer à la réglementation . Rakan Alsulaim a fortement soutenu cet enchaînement et a indiqué que l’Arabie saoudite avait effectivement commencé par un projet pilote à Riyad, ce qui avait permis de révéler les besoins pratiques avant l’extension et pouvait éclairer la réglementation ultérieure . Janet Umutesi a ajouté qu’au Rwanda, une vingtaine d’entreprises intéressées s’étaient manifestées comme champions, constituant une première base de mobilisation . Une dernière intervention du Kenya a suggéré que la formation technique et d’ingénierie pour la collecte et le démantèlement constitue également un défi et a proposé la réalité virtuelle comme outil de formation . Vanessa Gray a salué cette remarque et a clos le segment en soulignant le fort intérêt manifesté par les participants et la pertinence de ces questions pour les pays envisageant une reproduction de l’expérience .

Après la pause, la session est passée à un panel modéré par Noémie Pralat, qui a déplacé la discussion des études de cas nationales vers une perspective plus large allant « de la politique à la pratique » . Elle a expliqué que l’objectif était de combler l’écart fréquent entre les engagements et ce qui se passe réellement sur le terrain en écoutant des parties prenantes tout au long de la chaîne de valeur, notamment l’industrie, les achats, la réglementation internationale et les infrastructures de prestation de services .

Jean Cox-Kearns de Lenovo a soutenu que la circularité commence dès la conception des produits et que l’électronique devrait être comprise comme ayant un potentiel d’usages multiples avant de devenir finalement un déchet . Carolien van Brunschot du Global Electronics Council a centré son intervention sur les achats publics et privés comme levier majeur . Francesca Cenni du Secrétariat de la Convention de Bâle a introduit la dimension juridique internationale . Elle a expliqué que la Convention de Bâle réglemente à la fois les déchets électroniques dangereux et non dangereux et repose sur deux piliers : la gestion écologiquement rationnelle et le contrôle des mouvements transfrontières au moyen d’une procédure de consentement préalable en connaissance de cause . Elle a souligné que les pays ont besoin de systèmes d’autorisation et de cadres nationaux clairs afin que tous les acteurs, y compris le secteur informel, puissent opérer d’une manière qui protège la santé et l’environnement . Elle a également averti que les pays doivent définir avec soin le statut des équipements électriques et électroniques usagés destinés à la réparation, au reconditionnement ou à l’analyse des défaillances, car si ces flux sont traités de manière trop rigide comme des déchets, la circularité pourrait être inutilement entravée . Yaxuan Chen de l’Union postale universelle a offert une perspective opérationnelle centrée sur les réseaux postaux en tant qu’infrastructure de logistique inverse pour les systèmes de déchets électroniques . Elle a soutenu que les services postaux disposent déjà de vastes réseaux physiques et numériques, d’une portée de service universel et d’une expérience en logistique directe, et qu’ils possèdent donc une capacité inexploitéе à gérer les flux inverses d’appareils, de données et de finances . Elle a cité la Thaïlande, où Thailand Post a travaillé avec l’opérateur télécom AIS pour mettre en place un hub de déchets électroniques doté de 3 000 points de dépôt et d’un vaste réseau de parties prenantes, ainsi que la Norvège, où le réseau postal a soutenu la collecte, l’enregistrement et le redéploiement rapide d’appareils scolaires . Vanessa Gray a ensuite repris la modération pour le dernier segment consacré aux pays, centré sur le Paraguay et la Zambie . Ángel González-Mongelós a expliqué qu’en vertu de la législation paraguayenne existante, les déchets électroniques sont classés comme déchets solides nécessitant une manipulation spéciale, le ministère de l’Environnement (MADES) étant chargé de son application . Il a indiqué qu’un cadre juridique spécifique est en cours d’élaboration pour la gestion des déchets d’équipements électriques et électroniques au titre de la responsabilité élargie des producteurs . Il a estimé que le Paraguay génère 57 000 tonnes de déchets électroniques, soit l’équivalent de 8,4 kilogrammes par personne . Le travail du projet au Paraguay comprenait la préparation d’une nouvelle politique de gestion des déchets fondée sur les principes de la REP, d’une réglementation, de lignes directrices nationales sur la REP, de processus de consultation et de validation, d’une étude de financement et d’activités de renforcement des capacités . Il a également décrit la structure de gouvernance proposée reliant le ministère de l’Environnement, d’autres agences et les parties prenantes, et a précisé que le projet avait calculé le coût net total de la gestion des déchets électroniques en 2025 à 215 450 euros et présenté également un chiffre de 14,26 dollars par tonne . Les responsabilités, a-t-il dit, doivent être partagées entre les parties prenantes, chaque acteur étant responsable d’une étape définie de la gestion des déchets électroniques . Pour la suite, il a identifié comme prochaines tâches l’approbation formelle du cadre juridique, une socialisation plus large auprès des producteurs et des associations professionnelles, les modalités de financement et la poursuite du renforcement des capacités . Interrogé plus tard sur les réalisations, il a déclaré que la plus importante avait été de créer une compréhension commune du défi des déchets électroniques parmi les parties prenantes au Paraguay .

Kawana Mutti a ensuite décrit l’expérience de la Zambie comme celle de la construction d’un système plus complet à partir d’une base juridique partielle . La Zambie dispose déjà d’un Environmental Management Act et de règles sur la REP, mais Kawana Mutti a indiqué que ces règles existantes se concentrent principalement sur les plastiques plutôt que sur les déchets électroniques, de sorte qu’une réglementation spécifique sur les déchets électroniques est nécessaire . La Zambie a commencé les consultations fin 2023 avec les institutions gouvernementales, puis les a étendues au secteur privé, évoluant progressivement vers la planification de la mise en œuvre, le financement et la formation des producteurs . Un résultat notable a été l’identification de l’ICT Association of Zambia comme PRO volontaire potentielle, reflétant la décision de commencer par le secteur des TIC avant de tenter un système plus large . Dans la discussion finale, Vanessa Gray a rassemblé les enseignements transversaux de la journée. My name is Vanessa Gray and I am the head of climate change and emergency telecommunications of the ITU Telecommunication Development Bureau's department. And this session is a direct reflection of the ITU CST collaboration and action showcasing how global partnerships translate into action. And especially country level regulatory change on e -waste and circular economy. And it illustrates how policy, regulation and security. And stakeholder engagement are essential pillars. to address the fastest growing waste stream globally, which is e-waste. And the session highlights the experiences of three beneficiary countries of the CSD-ITU project. That's for Paraguay, Rwanda, and Zambia, which are testing and implementing national regulatory frameworks for e -waste management. Thank you, Vanessa, Distinguished Representative of the International Telecommunication Union, esteemed Vice President. Thank you, Mr. President. It is a great pleasure to join you today in this important session, which reflects our shared commitment to addressing one of the most pressing sustainability challenges of the digital age, which is electronic waste. In Saudi Arabia, under Vision 2030 and the leadership of His Royal Highness Mohammed bin Salman, sustainability has become a national priority woven into different and various sectors of our development agenda, including digital economy as one of the most important sectors. As we accelerate our digital transformation, we are equally committed to ensuring this growth is responsible, resource efficient. At the Communications -Based Technology Commission, we believe that sustainability cannot be achieved in isolation. It requires collaboration, shared responsibility and practical partnership that turns ambition into measurable impact. Globally, only 20% of electronic devices are being recycled today, a gap that represents both serious environmental risk and a significant untapped economic opportunity. Closing it will require stronger international cooperation and innovative financing and, in the same time, shared technical expertise. This belief is at the heart of our partnership with the International Telecommunication Union. Together with the ITU, we have worked hand-in-hand on joint circular economy initiatives, strengthened e -waste management around Zambia and Paraguay, and this collaboration reflects exactly a kind of practical partnership that our sector needs. This project also comes as a part of Kingdom Saudi Arabia's effort to promote responsible digital transformation and contribute to the development of a new digital economy. This is a global sustainability objective. As a digital technology continues in expansion, we must ensure that device infrastructure and system enabling this transformation are managed responsibly through their full life cycle. E-waste is not only an environmental challenge, it is also an environmental, social and governance challenge. It requires a clear regulation, sustainable financing models, achieved participation from procedures and importers, and strong coordination between government, regulators, industry and international organization. Through this initiative, we have seen how targeted cooperation can help countries move from planning to implementation. Whether through updating regulation, developing national guidelines, assessing management costs. or supporting procedure responsibility framework, this project has demonstrated the practical progress. is possible when partners work together hand in hand with a shared purpose. In our today's session and in the same discussion, it will show an opportunity, and this opportunity is not only reflect what has been achieved, but also explore how these lessons can be scaled and adapted in other markets and other countries. The experience of Rwanda, Zambia and Paraguay shows that e -waste management system can be strengthened through the right combination. Good afternoon everybody I will deliver these remarks on behalf of the Director of the ITU Telecommunication Development Bureau Dr. Cosmos Lakisan Zavazava. Unfortunately he has other parallel pressing official engagements and is unable to join us in this session Your Excellency Mr. Altamira Acting Deputy Governor for Strategy and Digitization at the Communications, Space and Technology Commission or the CST Kingdom of Saudi Arabia Esteemed Partners Ladies and Gentlemen It is my pleasure to address this session on an important issue that is too often neglected, and to celebrate the success of a partnership between ITU and the Saudi Arabian Communications, Space and Technology Commission, one that is pioneering new approaches to e -waste management across the globe. As you all know, the digital transformation of our economies and societies has resulted in the proliferation of electronic devices. Many people own and use multiple devices, and because of the rapid development of new technologies, we are seeing a concomitant surge in the amount of e -waste, leading to the release of toxic substances that both harm the environment and human health. According to the Global E -Waste Monitoring, the world is generating 62 million tons of e -waste per year, but we are collecting and recycling less than a quarter of this. That is why ITU and CST are working together to develop solutions and to support governments in building e -waste management systems. This partnership has engaged the governments of Rwanda, Zambia and Paraguay, as well as producers and importers of electronics in these countries to ensure a joint -up approach to managing e -waste. In Rwanda, the project has updated the government regulations on managing e -waste, better reflecting the role and the responsibility of electronic producers and laying out an approach to sustainably finance e -waste management. This has led to the development of Rwanda's first electronic producers compliance scheme, ensuring that producers play a key role in the take -back of unwanted devices. In Zambia, the project has estimated the total cost of managing e -waste, leading to proposals for appropriate producer responsibilities and the implementation of a new technology. The project has been supported by the Rwanda E-Waste Management System, which has been supported by the Rwanda E-Waste Management System, it has also developed a draft set of guidelines and a manual for ICT sector compliance with e-waste regulations and identified a legal entity to serve as the driving force behind the implementation of legal requirements for producers. In Paraguay, the project has prepared the country's first full draft decree on governing e-waste management under the principles of extended producer responsibility and developed national guidelines to support the implementation of the decree. It has also conducted a very extensive assessment of the cost of managing e -waste in Paraguay, as in Zambia, informing proposals for appropriate producer fee. This successful partnership has not only made great strides towards dealing with the problem of e -waste in the three countries concerned, but has also shown that the problem is not only in the three countries concerned, but is not intractable by demonstrating solutions that can be adopted in other countries. countries. The global volume of e-waste generated is expected to reach 82 million tons by 2030. Efficient e-waste management is crucial to reduce environmental harm and conserve valuable resources for future generations. ITU and the Communications, Space, and Technology Commission of the Kingdom of Saudi Arabia have joined forces to assist the governments of Paraguay, Rwanda and Zambia to develop and implement robust national regulatory frameworks for e -waste management. The project aims to create a circular economy for electronics where resources are maximized and environmental impacts are minimized. At TST, we recognize that digital transformation and sustainability must go hand in hand. Creating a circular economy for electronics is important in view of the continuous growth of the ICT sector. ITU supports its member states to adopt sustainable practices that significantly reduce e -waste and its environmental impact. Under the project, a circular economy toolkit was published providing actionable steps for policymakers, businesses and the public to take towards sustainable e -waste management. Through the combined efforts of ITU, TST and the governments of Paraguay, Rwanda and Zambia, the project has been paid saving the way for a sustainable future by enabling more effective regulatory frameworks, supporting the transition to a circular economy for electronics. By better regulating e-waste, we can significantly reduce environmental harm and resource depletion. Thank you very much. And just to highlight, I mentioned the two sessions, and we will have time for questions and answers after each session. And also, we have an online audience, so also opportunities for the people joining online to ask some questions. We saw the video, and I just want to highlight that throughout these activities, we've engaged a significant number of stakeholders. Through CSD support and with the three countries, a total of 484 unique stakeholders. from 278 unique entities across the three beneficiary countries of Paraguay, Rwanda, and Zambia were involved. I think this also really highlights the complexity of these systems and the effort that needs to go into developing and implementing e-waste regulation. Now I would like to request Rakan Alsulaim from CST to take the stage to present first the case of tackling e-waste in the Kingdom of Saudi Arabia. Rakan, the floor is yours.

Thank you, Vanessa. And ladies and gentlemen, we are happy today to end this journey. It was an amazing journey with three years to build this regulation and policy in these three countries. And in our presentation, we will be presenting the case of e -waste in the Kingdom of Saudi Arabia. Thank you. An idea of even if you don't have a regulation and policy in your country, we can do a quick win initiative like what we did in the Kingdom of Saudi Arabia that solved the e -waste and give an opportunity to individual and also for the public sector to donate their devices and make benefits of it. So in the Kingdom of Saudi Arabia, we announced Recycle Your Device initiative, one of the initiative that it's handling the e-waste management. And also we did a lot when it comes to this initiative starting from 2022 until today. And we do some guidelines to help other countries also to build it. We have. A lot of materials that can be used and to announce this in your country. also. So we all know the challenge of the e-waste globally as Vanessa said it's just 22 % have been recycled and this challenge can be turned into opportunity and that's why we believe on that and we do this project with the ITU. All of you know the challenges related to the e -waste when it comes to lack of e waste management specification awareness and maybe a lot of us donate or give back their clothes but until now we are facing a problem with the devices it's not treated as as we expected and we need a solid move to solve this issue and as I mentioned before we do this initiative with the collaboration with Ministry of Ministry of Communication and also with Mawan who's handling the waste management in the kingdom. This initiative actually supports the SDGs and also making an economic impact and also environmental and social because this is a non-profit initiative. As an example, we donate these devices. We have a lot of devices in our home that we are not using yet or we change it to a new one and we leave it at our corridors or anywhere and we believe we can make benefits of it even with recycling or repairing them. We end with this result from until today. We have recycled more than 400,000 devices which more than 120 million riyal and we are proud of making this with the collaboration with the SDGs. More than 14. partner in the kingdom, delivery apps and awareness and a lot of, name it, a lot of partners that we know and how we target these segments. For example, we partner with eSport Federation in the kingdom because we want to target the gamers because we believe that a lot of e-waste coming from the gamers and they change their devices a lot, maybe two or more in the same year. We move with this approach and there is a lot of detail behind it and maybe I can share with all of you the guideline to build this initiative with these four pillars. We moving from assessment, planning and governance, we handling all the initiative with the stakeholders but we do not do anything. We do not do anything related to operation. We rely on . for example, delivery apps to collect the devices from the individual and then move it to a place for recycling. So we do all this ecosystem and we make sure everything is moving right. The implementation part, where we list everything that we are doing, maybe we do some award for donators in the beginning of the initiative, and now we are not offering anything. But as a beginning, in 2022, we needed to do something to make them do it and recognize it. And also for the monitoring and refining, it's always good to understand where your mistakes are and understand the behavior of your nation and then fixing them. For example, in the Kingdom, was the delivery app the best solution for the delivery of the devices? For the individual, they don't want to move to a drop -off point. They wish and have big devices, so they want someone to take it from home, and it was a great work we did with the delivery apps. Good afternoon, everyone. Thank you very much, Vanessa, for having us. I will take you through the journey towards the implementation of the E-West policy and regulation for a circular economy that is in partnership with the ITU and the Kingdom of Saudi Arabia. I was earlier talking to Al-Sula about the, I was mentioning government of Saudi Arabia. He corrected me. It's the Kingdom of Saudi Arabia. So the main focus actually of the partnership was to revise the regulations governing e-waste in Rwanda and the draft electronic and electrical products. So basically the main objective was to include the principle of the EPR, the extended producer responsibility, because currently 20% of e-waste is reported as formally collected and recycled. That means that 80% of the collected, the 80% is not collected and recycled. So that's a big problem. We can go to slide three. Yeah, thank you. So the regulation, as I mentioned, is mainly focusing on the extended producer responsibility, the EPR, and the producer responsibility organization, the PRO. Normally the content of the regulation is that the companies that are importing electrical and electronic devices will pay a small fee to the producer responsibility organization which is under the Rwanda ICT chamber. So the development of this regulation mainly has been a long process where we engaged different stakeholders including the government and the private sector to come up with the drafts regulation and the producer responsibility PRO governance structure in Rwanda. We have different the stakeholders I was mentioning, we have new producers and these new producers include manufacturing companies and this one's given a license by the Rwanda, the RICA, the Rwanda Inspectorate and Competition Authority that is engaged in issuing electrical and electronic equipment license. We also have REMA, which is the Rwanda Environment Management Authority that deals with all environmental and safety issues in this process. Of course, we have RURA that has been actively engaged in this regulation, in the revision of the regulation, the Rwanda Utilities Regulatory Authority that will deal with type approval and collection and recycling license, providing the collection and type approval recycling license. We also have the private sector, the private sector federation. It has different chambers. And among the chambers, we have the ICT chamber, where we have the producer responsibility organization, PRO, that will manage the extended production. user responsibility fee. So practically all these are the stakeholders that are engaged in this regulation. And of course, we have the Ministry of ICT that mainly deals with the policies. So in mobilizing the private sector, we engaged, like I mentioned, different stakeholders. And there's this mechanism for private sector to collectively manage end -of -life electronics, the REPRO, which is the Rwanda EOS Producer Responsibility Organization. And this is housed in the Private Sector Federation. And the PRO, the producer, the PRO aims to mobilize 2 ,500 producers. of electronics in Rwanda. So practically, this will be the first exercise is to mobilize the producers in Rwanda. So throughout all these processes, I can say there was discussions on the PRO membership, where the first decision -making framework and digital service to monitor EPR compliance was all discussed about. So we also had, during this engagement, we had capacity building. And of course, this was a key component of the project that brought together public stakeholders and industry representatives for sustainable engagement on the EPR. So all these are different meetings that were held way back in 24, October, November, March 25, October 25 as well, harmonizing workshops of regulations, EPR system design, and project sustainability discussions. And of course, we also had bi-weekly meetings with core groups of stakeholders throughout the project. So practically, there was an engagement of over 161 stakeholders from 104 entities, and this brought 35 unique stakeholders from 15 unique entities within the public sector. 126 unique stakeholders from 89 unique entities within the private sector. What I can say here is that we engage stakeholders because we believe that engaging even whoever you think as a stakeholder is very important because every time you miss a stakeholder in this engagement, in this process, sometimes it really becomes difficult in the implementation process. So we believe highly in stakeholder engagement and engagement. Yes. So I'll talk about uniqueness in Rwanda because we intend to incorporate the services in, we have a digital platform that is called Irembo. If my translation is correct, Irembo means, it means the gateway, but it's a platform that we incorporate most of the services. So we aim to combine three EPR processes into the Irembo platform. And these will be business permits to deal with the EE sector, producer product registration for certain products. EEE products, automatic PR membership. And this is, the main aim is to reduce costs. reduce transaction time, increase collaboration and improve enforcement during the process. So what I can generally say is that going forward we still have tasks ahead that will include of course assuming the cost of collecting and managing e -waste because all producers and importers have to register with the producer responsibility organization which is the PRO. Of course what I can say is that Rura will oversee the management of this EPR in partnership with the producer responsibility organization and we also note of course that even though we are closing this project, almost coming to an end of this project, we still need support from partners to successfully implement the producer responsibility organization because regulation is one part, is one achievement, but implementation is always a key milestone during this partnership. Rwanda would like to take this opportunity as well to thank the ITU secretariat, the BDT, and everyone who was involved in the implementation of this project, namely Mr. Garam Bell. Today he's not around, but we really want to thank Garam. I think there was not a day that I would not receive a message from Garam following up on the regulation. We thank him. We thank Rwanda. Thank you very much Janet, that's a great overview and that's a lot of stakeholders to engage and again I think highlights the complexity of the system and really the importance of government initiatives and to bring everyone on board you mentioned the importance of consultations and actually so if there's questions please this is the time to ask them I already have one question for you Janet. Rwanda has made strong progress on EPR and establishing the producer responsibility organization which obviously has a key role and the development of the EPR and the development of the EPR And what do you think, from your experience, what have been sort of the key success factors in mobilizing the private sector, making sure that the private sector comes on board and works with different stakeholders?
Janet Umutesi
Thank you, Vanessa. Like I said before, the strategy is always engaging the private sector. I think what I can mention in Rwanda, we've always tried not to make a distinction with the private sector because we believe they are our partners at the end of the day. So we engage them in every single government or public sector engagement. There's no engagement. What I know is that there's nothing that has been put on the table where we don't engage. The private sector. So we involve them. We engage them. We make sure they're on board. We make sure they're on the table. because we believe by engaging them is how you bring everyone on board. We don't leave anyone behind. Thank you.

Thank you. Maybe one more question. So in terms of not just Rwanda, but in terms of the region, do you see any links to what's happening in neighboring countries or in the region or lessons learned for other countries in the region?
Janet Umutesi
I might not have enough information. I have not done a lot of research in other regions. But I see when you start something as good as that, I think other regions can learn from you. And I think, like I said, you will not go alone because we have neighboring countries. We have. our neighbors and we do a sell we do transactions we do I'm sure there could be some electronic gadgets that could enter Rwanda maybe from say our neighbors neighboring countries Kenya, Uganda, Tanzania and all those other regions around us so I believe by starting and showing other regions that it can be done we can learn from each other.
Vanessa Gray
Maybe following this event and the project you'll have other neighboring countries reach out for you know for information sharing and to see what what has happened. Rakan a question for you based on the initiatives from Kingdom of Saudi Arabia on e -waste on the take back system and the project takeaways you What do you believe are the key elements of a successful regulatory framework that can be applied to other countries or globally?
Rakan Alsulaim
Actually, what is the success of this initiative was the partners. So working with the public and government is the key of making this success. A lot of awareness and also give confidence to the one who giving their devices that it's safe, that it's making an impact. It's always a key for such an initiative that's its nonprofit. So that's what I believe it's the key success. of this initiative.

And maybe one last question. How does the project and the collaboration with ITU align with Saudi Arabia's broader vision on digital sustainability and circular economy leadership? You also already mentioned, you know, it's part of the program, but, you know, how does this exactly align and what are sort of future plans?
Rakan Alsulaim
Yeah, actually, it's very aligned. The Kingdom have a strategy, specific strategies for sustainability and supporting even others, which is the Saudi Green Initiative. And also we have on CST a strategy, we name it Circles, where we focus more on the digital sustainability and how we can enhance the sustainability practices in the Kingdom and also with our partners. And that's why we do this initiative with the ITU and we are so proud of the success and it will not end here as we all agree and also we did the toolkit because we believe this alert can be shown to the other countries and we have a lot of cases that will help others to also get the benefits of it and also we will complete working in maybe circular economy and other sustainability stuff in the future. Okay, actually we are focusing on the e -waste on what I presented for recyclable device but as a national why do we focus also with the eco-design with the chargers and all these things to make it more standardized not using different charges for different devices. So even this we take it into consideration to minimize even the entrance of these devices and also to make sure we minimize the e-waste before it comes an e-waste. So also we take this into consideration for standardization and regulation.

Actually, the engagement, actually, it's done by announcing and make sure we bring everyone that we may interrupt with. For example, we have an entity for the waste in general in the kingdom. So we make sure that we are aligning with their regulation and all these things. And also the possibility and understanding the individual needs. So there is a lot, maybe we put regulation on paper, but you cannot execute it. So that's why we built this initiative to make sure even individual, it's end with the result. So we engage with, as I mentioned, different entities, maybe the eSports when you hear about it, it's maybe it's not interrupting. But we believe because the community of gamers that is producing a lot of e-waste, we engage with them and we try to find a way to have an awareness and also to have a journey with them on their devices. And that's what we believe on.
Janet Umutesi
I think for us. Sorry. Well, what I can say in Rwanda for us, like I said, I mentioned in the in the presentation. We have the council that is under the Private Sector Federation that aims to mobilize over 2 ,500 producers of electronics in Rwanda. But of course, they will also engage in mobilizing even the informal sector. But what I can say, we don't have a big informal sector when it comes to production of the electronics. I think that way we will not have a big issue in mobilizing them. And of course, putting that, the Private Sector Federation, getting all the stakeholders, including the private sector, will be helping us in mobilizing even the informal sectors. Because all I know is that in most... African countries, developing countries, we have a very huge informal sector, and it would be really difficult to engage those ones. So it's a very big exercise that will help us to, when we mobilize all of them, I believe it.
Vanessa Gray
Just before we go to the other questions, because there was also a question on the business model, but just on the informal sector, I think key, again, in our discussions and when we have these meetings and within the project, it's always to engage every single stakeholder. That includes the informal sector to see how they can be integrated into the new system, and that's really key. Maybe I'll just pass the floor also to Noémie, because you were talking about the informal sector. We were very involved in this project, also for the business model and the financing tools that are prepared and where we provide support for the pros.

Thank you, Vanessa. I think you had a question specific to the business model, especially also on the financing, and that was one of the key elements that we tried developing and supporting the stakeholders in Rwanda with, and also in Zambia. We'll hear about it later in today's session. The goal is to, as soon as the regulations are gazetted, that the producer responsibility organization is equipped with all of the tools to be fully ready for implementation, right? And so when looking at the business model, it included a whole thought around and work around the governance structure. So first, governance statute, governance mechanism of this producer responsibility organization. Which may be living governance documents as well in the future, but also on the financing and business model side, tools to calculate the fees that we've mentioned. what's a reasonable amount.
Janet Umutesi
So, like I mentioned as well earlier, also there's this awareness, making people aware about not... Okay, for Rwanda, what we do, of course, we have registered. Everyone who wants to go into the business has to register. They are regulated. They are followed up. And we engage every single government entity, be it the Rwanda Revenue Authority for the taxes, the Ministry of Economic and Finance. There are so many stakeholders that we engage in all that to the extent that people are aware that you just have to have a license to operate. I think that's very important to consider to engage everyone as well, even the government entities to come together.

Yes, thank you. My name is Babacar, and I'm also from Senegal. And I'm working on a startup named Arcovira, basically trying to enable ERP in Senegal. And why this question is important, because most of the E -waste are basically taken by free riders, and they don't follow the regular way. They just take it out of scrums, or they go into remote areas and asking for it. People are giving them, and then they are ending up bringing them into remote areas and polluting the soil and the atmosphere. So my question is for Rakan, because he talked about incentive at some point of the project. And I want to know. So when to stop it? What is the milestone? When did you decide to stop giving incentives to people that are bringing a waste?
Rakan Alsulaim
Actually, in the beginning, maybe we needed to have incentives. And when we reached to around 100 ,000 devices, we stopped the incentives because we believe that we reach to what we need from the awareness. And there are a lot of people visiting our website, more than a million in about a quarter. So we believe this awareness is reached to the people and the voice of customer, you and your friend maybe knowing about this initiative. So we stopped the incentives because also it was a cost for our partners, but we do it in response. We do it in a responsible way.

So as my countrymate said earlier, we dismantle electronic devices, but we do not have any management system for that, and we have no regulation, neither. So just quick questions. I heard about engaging the government, engaging anybody, but is there specific engagement from civil society? Because I haven't heard from that, from your two communications. The other question is, what are the main challenges that you faced during implementing that project? Thank you.

so actually on our initiative maybe I will leave it for specific for regulation and policy but in our initiative we engage anyone that can contribute in the initiative even if they don't have a part for example for the awareness or for the incentives or for the logistics we make sure also to engage anyone for their devices also so we have a lot of donation and giving devices from public sector so anyone in the company that storing a lot of devices that they don't need We make sure also to collect it and we have the opportunity to have it. Even if they have secret things or data, also we make sure that we are having a lot of mechanism and devices to delete everything in the devices because the sensitivity of the devices, it's the data privacy. And we make sure that this challenge has been addressed. So anyone be confident of giving their devices. So that's what we did.

So for the specific civil society, we have, because I will speak because in rural we have a department specifically for consumer protection. But we also have the Consumer Protection Association that's independent that we normally engage them in every single regulation when it comes to all the regulations that are approved they are engaged as a Consumer Protection Association so we engage everyone from that it's a big one, the Consumer Association it's a very huge one that comes in every single regulation every single regulation every single engagement they are always invited to take part so on that part that's what I can say that's how we engage the civil society from our side. Actually if you ask about the project that we have done or with the ITU maybe I leave it to Vanessa about the ITU project but when it comes to our initiative which is Recycle Your Device initiative the main challenge was the awareness and making the people know about the initiative and gain their trust and with our partners with the incentives programs and with all these things we beat this challenge and we hope that we make it on a global level in the next coming years.

For the challenge we had specifically was the introduction of a fee because like I mentioned in the presentation we originally had a regulation and the main objective was to review and add a fee. So, of course, you all know that if you add something, specifically when it comes to money, and, of course, for the producers, all those people who are in business, it's always daunting to introduce anything that has a cost brings in challenges. So that was one of the challenges. And, of course, also delays, because engaging stakeholders as well brings in delays. When it comes to the implementation and finalization of the regulation, those are the main ones I can say were main during the implementation process. Thank you.

Maybe just from the ITU side, I think what we often see is that, and Janet mentioned, Aurora has taken a very role, and that's what we need. From the ITU side, in some cases regulators would say, well, you know, there's no real role for regulators on e-waste. It's not a topic that's on the agenda. And so this is something that, you know, from our perspective is a challenge and something we're trying to change. So just increasing the awareness about the role of the telecommunication regulators of, you know, sort of our constituency here at ITU and that once we have that and we have engagement from the government, I think then, you know, it's much easier then to engage the stakeholders and to build these kind of projects and to move forward on e-waste legislation. Thank you very much, Engineer Rakan from the Kingdom of Saudi Arabia and Janet from Rura. I'm from Uganda. I work with a regulator, and we have been running an e-waste collection pilot project since 2025. And so I was interested in the issue of incentivizing people to bring their devices and had a question around that, although it was preempted by my colleague from Senegal, in how sustainable does it get. But also the general question I have is that in the two initiatives, did you have like pilot models where you pilot something, test it before you duplicate it? Yes. To inform learnings, because that's what we decided to do, to first pilot in the capital city and suburbs. The collection points and working with the different stakeholders, and that will then inform even the regulation. So do you see a sort of linkage between the initiative in the Kingdom of Saudi Arabia and the initiative of doing the regulation so that you inform each other? Because some of the fees, for example, and the practices and business models that come from the EPR will cascade downwards to the end users in terms of cost. So do you see linkages in that? Yes, we do see that. Then one other thing that we have found is that we already have people, small traders in the informal areas that repair phones, for example. They're already repairing these phones, not as e -waste. Your phone gets a problem, you take it there. And so it was while we were running the project, we found them to be a new segment because they're earning money. And so I don't know if you had some surprises. Were there any surprises in running the initiatives? Initiatives and new angles you had to see? so that they don't feel like they are going to be closed down, for example, because you're running a campaign? Thank you.

Thank you for your question. Actually, for the initiative, you say it very right. We started with the pilot, and we believe it's a good approach to start with the initiative and then you draft the regulation because you will understand more what's the needs and understand the individual needs and also the public sector needs. It's another approach to start with. And as you said, we start with the pilot in one city in the kingdom, which is Riyadh, and now it's around all the kingdom. So it was a great journey. We learned a lot from it. When it comes to the incentives, we focus with our partners, for example, as a regulator for the telecom sector. We partnership with the telecom provider. And one of the incentives actually giving gigabytes as an Internet for anyone donating the devices. Or if you want from the delivery app an incentive, you can select one of the incentives that we provide through our partners. And so each of these companies actually have their own social responsibility and allocated budget for it. And we go with them from this side to covering these incentives through this budget. It's not that much, but we tried to give the individual with what they have already with minimum cost. That they can offer. And that's how actually we're handling the energy. initiative. Great. We have developed a project on what we call virtual reality, where you can use a virtual platform to train people how to do those kinds of jobs. Thank you good afternoon to all of you. Thank you for joining this session. Thank you for joining this panel on From Policy to Practice, Public and Private Sector Perspectives. This is the second segment of our session today following the two presentations from Rwanda and from the Kingdom of Saudi Arabia. My name is Noemi Pralat. I work on the circular economy program here at the ITU and I've been very involved as part of the project team working in Paraguay, Rwanda and Zambia throughout this project. This segment of the session aims to bridge this gap that we've heard of in the first segment of this session and that we often encounter when working on EOS management. We have policies, we have commitments and frameworks in place. But how do these actually translate into implementation on the ground? And so I have the pleasure to have four amazing panelists with me today to showcase different perspectives, different stakeholders, which are all working towards the same objective, right? In the context of e-waste management, we have this question about how do these actually translate on the ground? And it's a critical question. So while global frameworks are evolving, practical solutions, they require coordination across industry, across regulators, service providers, and also sometimes new actors in this space. And so today we have this panel representing these perspectives. So let me briefly introduce our intervenants. First of all, Miss Jean Cox-Kearns, Product End-of-Life Management Engineers representing Lenovo. Carolien van Brunschot, Director of Purchaser and Supplier Engagement at the Global Electronics Council. Ms. Francesca Cenni, Program Officer representing the Secretariat of the Basel Convention and Ms. Yaxuan Chen, Sustainability Services Expert at the Universal Postal Union. Thank you all for joining this panel today. And to start, I'd like to ground us in the theme. We often talk about environmental, sustainable, governance, commitments, circularity and sustainability. But how do we translate these goals into real-world systems for managing e-waste that remains complex? So with that in mind, let's explore how each of their perspectives and sectors are turning commitments into practice. Jean, I'll start with the perspective of Lenovo. ITU has had the opportunity to engage with Lenovo through initiatives such as the 360, Circle Summit, which aims to bring together supply chain actors around sustainability. Could you please introduce what you do at Lenovo? And, you know, when we move from dialogue to implementation, there's that key question, which is, what does circularity look like in practice for products at the end of life? How do upstream design decisions translate into these better outcomes when those devices eventually become e-waste?
Jean Cox-Kearns
Thank you. Yes. So in Lenovo, we are always looking at the top. It's so what I love in that sort of statement that you made is how you talk about the word eventually when product eventually becomes a waste. And I would love to hear that term used so much more when we talk about electronics, because electronics don't just go out and have a first use. They rarely do have a first use and then become waste. And this is where all the informal sectors come into play, no matter where where they are based and whether they're looking to run a profitable refurbishment business. Or whether they're looking to just feed a family through through salvaging material. So at Lenovo, we are consistently looking at the design of our products. So it all always starts with design, what we're doing with the products, how modular we're making them, how easy we're making them to repair, to be durable, the durability of the products, the ability to upgrade them. Ensuring we have kind of the right product for the right use. And we're always looking to improve what we're doing. And we work with organizations like iFixit, that's probably one that's been heard of here, to assess our products for things like repairability and usability. and we work with organizations like seri who run the or two standard which is a standard for recyclers or refurbishment companies to certify to and seri have a mission at the moment which they call 1035 so by 2035 products will be in use for 10 years um and and it's very hard to commit to something like that because there's lots of things that influence it in terms of the the market for spare parts and um the market even just for repair and how software works and all of that um but our goal is that our products should last long be suitable for one two or three uses or more and then when they eventually come to recycling you that they're easy to dismantle it's easy to recover the materials from those systems and capture those materials back in to the supply chain for reuse.

Well, thank you very much, Jean. That's a very useful reminder about how early stage decisions shape end of life outcomes. I think shifting the lens slightly upstream towards procurement decisions, we also have Carolien on the panel. We've heard of the industry perspective to work on product design and lifecycle, but the purchasing of electronics also has a critical role in shaping demand, right? So you work at the Global Electronics Council, would be pleased to hear about what you do, of course. From this perspective, what should organizations be doing at the procurement stage to ensure sustainability? How can we deal with e -waste before it's even generated?

Thank you, Naomie. So, yes, my name is Carolien, and I work with purchasers as well as the electronic supply chain for the Global Electronics Council. Thank you to ITU for the invitation to speak here. Thank you for asking me these two questions that are a good illustration of how multifaceted and complex sustainable procurement can be. After all, something made sustainably does not inherently mean that it will not end up as e -waste, just as a device that does feed back into the value chain at its end of life was not necessarily guaranteed to be a sustainably made product. But I agree with you that, of course, both of these questions are very important if we want to build a healthy and sustainable industry. Even though purchasers do not design or make anything, they don't collect, they don't refurbish things, they do play a very important role in the lifecycle of a product. As noted by the Oxford Climate Policy Monitor of 2025, the annual review, there is a tremendous power in public procurement. Last year, public procurement represents 13 to 20 percent of GDP across countries and an estimated 15 percent of global emissions. As an example of market leverage, new rules in the Philippines aim to steer over 52 billion US dollars a year in government purchasing towards greener options, signaling that there's a real demand at a national scale. So how can governments put these policies into practice? It is no secret to this audience that sustainability is a complex field with many topics, subtopics like chemicals, climate, governance. pollution, water, human rights, just to name a few. All with a variety of regulations, frameworks, standards, targets, and even for seasoned sustainability professionals, it can sometimes be still overwhelming. let alone for procurement officers that are no specialists in the field. Yet, they are expected to purchase sustainably. Type 1 ecolabels, such as EPIT, they are developed to help purchasers to get a grip on all these topics that are important to them without requiring them to become a field expert. It's often referred to as an easy button that can cover all topics relevant to the purchasing institution. My organization, the Global Electronics Council, or GEC, which is the NGO that has owned EPIT since its inception in 2006, has an ambitious goal for 2050. 100 % sustainable electronics for everyone, everywhere. Working towards this goal, it launched EPIT 2 .0 just in December last year. EPIT's 90 criteria are now organized around four impact areas, climate change, circularity, chemicals, and responsible supply chains. For example, the global energy sector, In addition to broadening the scope of these sustainability subtopics, the criteria now also go deeper into the supply chain, demanding more engagement with tier 1, 2, 3 and even 4 suppliers. By using the EPIT ecolabel during the procurement of ICT, purchasers leaned on the expertise of hundreds of industry and sustainability experts and professionals, who not only developed the criteria to push the industry to become increasingly more sustainable, but who also verify the brands that claim to comply with these criteria through third -party verification during what is called the conformity assurance process. So my answer to your first question, what should organizations be doing at procurement stage to ensure sustainability, is to allow recognized type 1 ecolabels such as EPIT to guide you, to help you determine your procurement criteria, and then to guarantee that the IT devices that you tender are verified, by a third party, to comply with these ecolabel criteria. Avoiding e -waste, however, does ask for additional focus. I can break it down in a couple of considerations, as well as the cross -functional collaborations required within the procuring organization. A helpful framework for me is based on the circular transition indicators from WVCSD, which is now absorbed into the global circularity protocol. And it starts with three key questions spanning the full lifecycle of a product. First of all, what are my procured products made of? Secondly, what can we do to ensure that we use them for as long as possible? And lastly, ultimately, what happens after these devices no longer serve our organization? I'll start with one. What was this product made of? By prioritizing products that came from second or third life materials and components, they create a market pool and the incentive for manufacturers to build their products from circular materials and material streams. For example, through the demand of increasing levels of recycled content for plastics, metals, and critical materials in tenders. This puts a value on what was previously considered waste and supports the business case for collecting and harvesting parts and materials out of discarded electronics. Other than influencing the materials devices are made of, the rest of the lifecycle can also be influenced by procurement decisions. What can we do to ensure that we use them as long as possible? These include considerations on firmware, operating system updates, durability, lifetime of batteries, battery software and interoperability. It also asks for physical design considerations such as design for repair and reuse, plastics designed for recycling, software parts pairing, as well as the availability of services for repair and parts replacement. Some of these considerations, they go beyond the purchase phase. And cover also the use phase of the product. So these procurement decisions require close collaboration with the organization's ICT departments and use base. Ultimately, and I promise I'll end quickly, ultimately, which may be unintuitive for procurement officers to think of, but what happens to our devices after they no longer serve us? Also, this obviously requires close collaboration with other parts of the organization, notably with your ICT department. How do our products, how are our products repurposed after their first life with us? What does that require in terms of secure data deletion? Are there provisions for product feedback? EP's Sustainable Use of Resources module covers all these considerations. Manufacturers have to demonstrate their products are based on the criteria to third -party conformity assurance agencies, which in their turn are trained and audited by GEC. EP delivers on two unique features over other similar labels. One is the EP's performance. It's a tool designed to help organizations measure the environmental and financial impacts of their sustainable purchasing decisions related to electronics. And secondly, the EP online registry, which was designed to be a comparative procurement decision support tool, actively helping purchasers identify and compare products closest to their prioritized procurement criteria. Lastly, and then I'll give the word back to you. Lastly, I'd like to point out one interesting new development in this context of circular ICT. We see an increasing demand for refurbished products in government tenders. EP has recently published a proposal for EP Renew, the first ecolabel for refurbished ICT notebook computers. We are now processing the feedback from public consultation that closed just a week ago, and the updated version will be published next week. You can consider applying to join the technical committee tasked with the development of the criteria as either a voting member or even as an observer by completing the application links on the EP net on the website. With that. I conclude my recommendations. Please feel free to reach out if you have any other questions.

Thank you very much, Carolien. I don't know if I'll be able to sleep tonight because this is so much information to process and so much we can do in terms of demand-side decisions which can influence sustainability outcomes across that value chain. And we've heard eco-labels, of course, and a lot of fantastic ideas about how we can turn that demand -side as also a source of sustainability in action. I'd be interested to turn to my colleague Francesca Ceni at the Basel Convention Secretariat on the policy and regulatory environment which provides the overarching framework for all of these efforts. Under the Basel Convention framework, Francesca, e -waste is increasingly being regulated as hazardous waste. You know, we've had recent strengthening of provisions since January 2025, if I'm not mistaken. What does it mean in practice for countries and stakeholders trying to implement circular approaches? And especially, how can stakeholders navigate these regulations while still being enabled to have efficient and sustainable e -waste management systems?
Francesca Cenni
Thank you. So, first of all, perhaps you are not familiar with the Basel Convention. The Convention regulates the transboundary movements of hazardous and other waste, and e -waste can be hazardous or non -hazardous. So, both are regulated by the Basel Convention. The Basel Convention has two pillars. The environmentally sound management of e -waste, including the prevention. The environmental protection of the environment. the prevention of degeneration, and the control of transboundary movements of hazardous and other waste with a prior informed consent procedure, where every state involved in the transboundary movement needs to provide a written consent to the movement. So it's very cumbersome to move hazardous and other waste under the Convention. But it depends. It depends on how national regulations are enacted. For example, it is very important to work on the prevention side, to allow repair and refurbishment at the national level according to the Basel Convention. So it is necessary to enact systems which allow companies and private sector entities and also individuals. Informal actors to act to collect the product. and to repair them. Again, under the Basel Convention, environmental sound management is a very important pillar. What does it mean? It means that the waste is managed in a way that doesn't affect negatively human health and the environment. To do so, the Convention provides a framework and all the criteria that should be respected at the national level to arrive to this very, very big goal. And in particular, it requires that there is a permitting system. All the actors should be permitted. Also, the informal sector should be involved and considered in a pathway towards working in a protected manner so that human health and the health of the people is not affected. And then coming back to the question, the transboundary movements of e -waste. For this, it is very important to interact with the Basel -competent authority and see how the country is complying with these new stringent requirements by which every shipment of hazardous and non -hazardous waste is actually covered by the Prime Inform Consent. And for a country, it is very important to also regulate, and for you as actors to understand, how the country regulates the movement of e -equipment which is used and needs to be repaired or traversed for failure analysis. At the national level, it is necessary to regulate the status of this fraction of e -equipment. This is because some countries are excluding the use of e -equipment. this fraction from the prime phone consent procedure exactly to allow repair and refurbishment among countries and the movement of parts and so that it is easy to prolong the life of e -equipment and to keep the products in the market and in use space as long as possible. So these are the principles of the Basel Convention and because the work is based on transboundary movement of hazardous and other waste and e -waste can be bought with the other countries around and close by to see if there are recycling facilities if one country can just collect or dismantle, recycle in another country, or prepare for recycling, for example, in one country and export in another country, and see how the countries work together and the Basel -competent authorities work together to ensure these movements with the prime form consent procedure or without, if there are the exceptions that I previously mentioned.

And you are working indeed on a fine line between environmental protection and operational feasibility, right? As a final perspective on this final panel today, we also have a promising perspective that's emerging in e -waste management systems. I see Yaxu and Lasing. We often think of e -waste systems as involving governments, producers, recyclers, but there's also a collaboration that the ITU has been exploring with the Universal Postal Union, which is an interesting opportunity engaging postal operators, postal networks, to contribute to e -waste management systems. And I'd be interested to ask, so that you can also talk to the audience about why postal operators have a role to play in e -waste management, and also how this can be a scalable model for both service delivery and new business opportunities. Yaxuan, please, over to you.

Thank you so much, Noémie. And then also, it's already very interesting to see the country presentation and also my co -panelists here. Indeed, I heard all these wonderful initiatives, some recurring terms, of course, having been the need to enhance, for example, the collection infrastructure, having better data insights regarding the use of devices. Indeed, here, we come here to represent, of course, a postal network, and to considering a potential solution proposal from our network is to possibility to view the postal network as infrastructure that connects the customers, repairers, refurbishers, recyclers, and manufacturers through services that allow the material, data, and finance flow backwards to close the loop. Okay, I put forward the answer to your question first, but without giving explanation yet, here it is. So, the global postal community consists of over 670 ,000 postal offices, 4 .6 million postal employees, millions of vehicles and digital assets. In fact, serving two -thirds of international e -commerce small parcel. having 2 .3 billion postal accounts. We also reach the most remote areas of the world using our universal services. This basically means we have been, in the past century, very good in dealing with forward logistics. And we can also have the capacity to deal with the reverse one. Usually when I talk about this topic, reaching this figure and this number, there is kind of like an aha moment among the audience. Why haven't I think about postal network before? Okay, very quickly, UPU is Universal Postal Union Specialized Union Agency for Postal Policy and Regulatory Issues. When we are dealing with the global postal networks, the green transformation and the modernization process, this one important topic is suggesting the postal network to also contributing to systemic change. And that is the UPU. And that is the UPU. And that is the UPU. And that is the UPU. And that is the UPU. And that is the UPU. And that is the UPU. And that is the UPU. That also means for many posts, they consider developing reverse logistics is actually a win -win solution. I have a few examples. For example, in Thailand, in collaboration with international telecommunication operator AIS, the Thailand post has built an e -waste hub that targeting like 1 million devices by deploying 3 ,000 job points and reach over 600, 200, I think it's 250 stakeholders in the network, as well as developing consumer incentive programs. We do understand the post is making a revenue in this context without revealing yet how much it is. It is very interesting to see that the post, without yet considering the overall, as it is, is making a revenue in this context without revealing yet how much it is. Another enabling context is diving into this potential business opportunity and environment. development business model that is potentially further scalable, but I will come back to the scaling point later on. Another example is in WorldWay through the CPL educational program, which this program is about filling the digital gap by providing the school kids one digital device during the school time. What has happened is WorldWay Post has been able to collect the device, register the device with the student series number, and then redeploy the ones that need repellment within three days. That basically means the post is becoming a giant repell hub. At the same time, keeping over 600 ,000 devices in productive status in WorldWay. So you see, they are very interesting B2B and B2G business model is already emerging. Very often, you ask, what is the best way to get the device to work? how those business model can be viable in the long term. For long term, like from our observation, it has becoming clear, is when we talk about the reverse value chain, the important part is how do we actually generate value from this reverse process that requires, different from forward one, usually we say value addition from step by step. But indeed in reverse process, you have to connect with different stakeholders so that you can discover the value in it. And the key here is not only about moving the logistics, it's also about having the data and finance to move together. So that for example, for the repalers and refurbishers, they understand what is actually floating in this network, so that they can access to, for example, component devices, do the upcycling among other things. And for the post network, the more engagement different stakeholders is, the more volume it becomes. So in short, the business model to become viable is not just limited to one category of services. It's usually a combination of flow that embed into the services to make it happen. When we ask our post operators, okay, you are doing it, how do you see the possibility to scale it up? It's very interesting to hear the answer to connect back to the presentation of country presenters and also co -panelists here. It's indeed that level of engagement in the regulatory enhancement. It's very interesting to see when the regulators getting this like EPR system together, they're actually putting the upstream and downstream potential client group together. They are generating the incentives for better volume, for better participation. Okay. So for scaling up, yes, the regulatory enhancement, but also maybe early engagement or post network, please. Thank you, Yaxuan, for explaining how postal operators are emerging stakeholders in the waste management space. Thank you to all of our panelists for your contributions. I'm quite mindful of the time, and so I'll quickly summarize the contributions. But what we've heard today is that we have perspectives which reinforce that moving from policy to practices. And it requires coordination across the value chain, alignment between regulation and implementation, and innovation in engaging these new stakeholders. Of course, there's no single one -size -fits -all solution, but there's a clear need for those collaborative approaches that bring together public and private stakeholders. So thank you to our panelists and to all of you for your attention. I hope you're very inspired by those perspectives going forward and in your policy space. And I think, you know, again, thanks to the panelists and really good also to see these linkages between, you know, what's happening more at the global level in the different stakeholders perspectives and. And very important, I think, again, to highlight, you know, the complexity of these systems and the importance to engage the opportunities we have by engaging different stakeholders. So we are now moving to the second country perspective segment with presentations from Paraguay and Zambia, the other two countries that, besides Rwanda, we supported through this project. And I would now like to pass the floor to Mr. Ángel González-Mongelós, who is head of the international department at Conatel, the telecommunication regulator from Paraguay. The floor is yours.

Thank you for giving me the floor. Good afternoon. Well, this is a perspective of Paraguay. And I would like to thank you for your participation in this presentation. First, primary legislation classifies e -waste as solid waste requiring special handling, law on integrated solid waste, regulatory decree, and resolutions. MADES, the Ministry of the Environment, is responsible for enforcing this regulation. A dedicated legal framework is being developed to establish both consumer management system for EEE and apply extending producers' responsibility. In Paraguay, 57 ,000 tons and 8 .4 kilograms of e -waste are generated. The project focus, the project team prepare a new policy for waste. management based on the ERP principle, this normativa to regulate waste management, national EPR guideline, consulting and validating, financing study and capacity and engagement. The proposed system, we can see how MADES and other government agencies and stakeholders interact. EY's management cost, total net cost of EY's management cost, total net cost of EY's management in 2025 was calculated 215 ,450 euros. point by one dollar which corresponds to fourteen point twenty six dollar per ton engagement and capacity building a key component of the project included building capacity of government official and capacitating electronics producers about the anticipated new regulations to needless Paraguay aims to implement core responsibility for a waste management a generator of a waste is responsible along with the relevant authorities for the of preventive of corrected action to restore the environment. Each stakeholder is expected to assume responsibility for a specific stage of e -waste management. Implementation is conducted through sectorial agreements which establish shared but differentiated responsibilities. Taking project lesson forward, the project created an initial network of stakeholders towards formal endorsement of the legal framework, further socialization of the draft normativa with producers and industry associations, putting into reality striker financing models that are used to support the development of e -waste management. based on the requirements in the regulation and studies findings. Continued capacity building on roles and responsibilities that are defined in the regulation and explained in the guidelines. Thank you.

Thank you so much. And it's great to see the progress in Paraguay and the fully drafted regulation that's ready for public consultation. I think that's really a great success story from this project. We'll have time afterwards for some questions. But first I would like to give the floor to Mr. Kawanna Mutti, who is the Executive Assistant of the Zambian Information and Communications Technology Authority, SICTA.

Thank you so much, Vanessa. And good afternoon, everyone. I thank ladies and gentlemen, colleagues. First and foremost, I'm greatly honored to be here, to have the opportunity to speak on this very important topic. I'm here on behalf of the Zambia Information and Communication Technology Authority, ZICTA, who's the ICT regulator in Zambia. And before I begin my presentation, I would like to express our sincere appreciation to the International Telecommunications Union, as well as the Communications Space and Technology Commission of the Kingdom of Saudi Arabia for their invaluable support to not only Zambia, but also the other partner countries through the project developing and implementing e -waste policy and regulation for a circular economy. I think this initiative, for me, came at an opportune time. I think from the discussions we've had today, we can clearly see that e -waste is indeed a challenge. Digital transformation is something that's happening. It's bringing about many benefits and remarkable opportunities for economic development, innovation, social inclusion. But it has also brought about a challenge that needs to be addressed. And I'm really grateful to be part of this discussion because we're really, really hearing what the challenges are and maybe what needs to be done next to move forward. My presentation today will just give you an overview of what Zambia has done through this partnership with ITU and CEST. But I think before we begin, if we can move to the first slide. Okay. Before we begin, I think it's important to at least understand Zambia's current position in terms of where we stand. As a country, we already have a legal foundation through the Environmental Management Act, number 12 of 2011. We also have EPR regulations. But those EPR regulations that are currently in place focus more on plastic and not E -waste. So, yes, we have some form of regulations, but those regulations were not sufficient. They needed to be enhanced. So the government is therefore developing specific regulations, which are e -waste management regulations, as well as APR regulations specific to e -waste. These regulations will clearly define responsibilities for everyone involved. And just to paint a picture of how serious it is, I mean, the numbers might be small when you look at Zambia's figures, but the Global E -Waste Monitor of 2024 reports that Zambia generated about 23 ,000 tons of e -waste, or approximately 1 .1 kilogram per person, which sounds minuscule, but for a country like ours, it's an indicator that there is a problem that's about to start that needs to be addressed. So the project was very, very important for us. Next slide, please. What did the project focus on? The project focused on putting together building blocks, and these building blocks really focused on four key areas. policy, financing, system design, and implementation. Under policy, it supported the draft e -waste EPR regulations. Under financing, it financed a study on financing aspects of e -waste management and also helped us estimate the cost of producer fees. System design, it mapped how money, information, and materials would flow. It also clarified roles for producers, recyclers, and regulators. And when it came to implementation, it helped us develop manuals and guidelines for producer responsibility organizations. It supported the creation of a voluntary industry -led ICT sector EPR scheme, and it also identified a potential PRO. I think I'll pause there briefly. We've heard about how do you get regulators in the ICT sector a little bit more involved. What you find in most countries, in the case of Zambia, for instance, we have an environmental regulator, and then you have the ICT regulator. So how do you collaborate? I think collaboration, what we've seen from the ITU as well as CST, collaboration is coming at international level, but it should also expand to a regional level and also at national level. So between the environmental regulator in the country and the ICT regulator, there was need for collaboration to try and find a way to make e -waste management work. So that may be one of the challenges certain countries will face in terms of how do you build an effective framework with the environmental management agencies in your respective countries. Next slide, please. So the proposed system, similar to the other images we've seen today, I think, in terms of what our scheme is focusing on, it explains the principle behind extended producer responsibility. Currently, almost all electronic equipment... ...in Zambia is imported. Under the EPR, the importers will become legal producers. they will now assume the cost of handling this e -waste. Previously, they import, but they're not responsible. Their focus was just to sell, and they were not really worried about what happened to the device at end of life. So their responsibility will also ensure they contribute to the cost of managing e -waste. Those costs include setting up a collection system, transporting the waste, and also ensuring environmentally friendly disposal mechanisms or disposal of that e -waste. The importance of this is that those introducing products onto the market will bear some financial responsibility. I think that's a very important point to raise. Next slide, please. As far as the cost, I think it's similar to what Paraguay, my colleague from Paraguay, has presented, and also Rwanda. There is a cost, but it's basic. Being passed on to the producers, right? And for us, we notice that it's slightly gross. but we believe that even though the cost, if more waste is generated in the ecosystem or in the scheme, you may have more producers or importers of e -waste. So that cost will also more or less reduce. It won't continuously grow. So there's an opportunity for more growth in terms of how many producers or importers do you have in the country. The cost, we don't see the cost being exponentially high. The next slide, please. Capacity building, I think, is just a bedrock of collaboration. Building regulations alone is not enough. People must understand them, right? And how do you get people to understand them? You have to engage different stakeholders. And that's really what we did in Zambia. Developing regulations was only one part of the work. Equally important was preparing stakeholders for what we were bringing to the market or what we were discussing. Beginning in late 2023, consultation started with government institutions. The engagement then expanded to private sector. As the framework matured, discussions moved to implementation planning, financing, and producer training. Most recently, we identified the ICT Association of Zambia as a potential voluntary producer responsibility organization. In Zambia, what you have is a lot of people who are in the ICT sector are part of these organizations. So whether you work in the banking sector but you're in ICTs, you're part of this organization. Whether you're a dealer and you import products, you're part of this organization. So we felt that maybe the opportunity in terms of having a PRO laid in specifically that ICT organization. And we want to focus on our sector alone first because that's the space that we regulate. It's very hard for us to speak of PROs in the medical field or in agriculture or other sectors. As an ICT regulator, we believe that what was important was to start small. I think there was a comment from Uganda in terms of a pilot. So it's not necessarily a pilot, but it's to start small and focus on our sector first and see what can we do in the ICT sector, which is one of the greatest contributors of e -waste, because most of the products that are imported are mobile phones, computers, right? Yes, medical devices and TV screens and monitors do come into the country, but we know that the ICT sector is crucial. So we identified this organization as a potential PRO. In terms of the stakeholder engagements, the numbers, we engaged a total of 186 stakeholders from about 112 different entities. But the question about community groups or social empowerment groups, they're part and parcel of the discussion. Any regulations or any laws or anything that we develop must go through a consultation process, and we continue to undertake that consultation. Next slide, please. The uniqueness. The next steps is embedding sustainability. The next steps is embedding sustainability into normal ICT business operations. We've had discussions around the potential of considering new license provisions in the ICT sector. Potential areas where these provisions can be included might be collection in terms of licensees providing a drop -off point for e -waste. If you're a licensee in the country, should you also be responsible for making sure that there's a drop -off point for e -waste to be dropped off? Accept e -waste regardless of the brand. Licensees should be able to take any brand or product in terms of e -waste. Compliance, there might be a reporting requirement in terms of their volumes, maybe not to us, maybe to the environmental regulating body in terms of what type of volumes are they seeing in terms of e -waste. And work with recyclers. Maybe there might be a requirement for a licensee to actually officially say, sign an agreement with a licensed recycler in the country. And then, of course, awareness, education. I like the example that was provided by CST in terms of an incentive where a lot of people heard about the incentive. That incentive indirectly raised awareness on the topic, right? So I think awareness is key if we're looking at how do you actually solve this e -waste problem, this need for awareness in terms of what can I do, where do I take the devices. We hear it very frequently in Zambia where people say, well, you've said there's a problem about e -waste, but where do we take the device? Where do we drop it off? So I think awareness is very important. Next slide, please. The way forward. A strong foundation has been established, and as a country, we continue to build upon it. First, consultations will continue as the regulations move towards formal adoption. Second, industry champions, particularly in the ICT sector, such as ICT dealers and mobile manufacturers. Third, the government will continue to support the development of the technology that is being used to develop the technology. Fourth, the government will continue to support the development of the technology Fifth, the government will continue to support the development of the technology will play a leading role in demonstrating successful implementation. Third, again, I highlight capacity building. We'll continue to help stakeholders understand both the operational process as well as the financing mechanisms under the EPR system. And I think with that, I'll end there. Thank you very much.

Thank you so much so much information and um you know great great feedback on on the project um also like the fact that you know you highlighted the figures um from the global e-waste monitor just on in terms of the you know amount of e-waste and that it's um you know it's even if it doesn't sound like a huge amount right now i mean these numbers are going up because you know technology is spreading more and more people are adopting um digital technologies and so it's you know now is the time to look look at this also um really appreciate the fact you know this again this comes up all the time the stakeholder engagement but especially working also with the environmental agency the telecom regulator needs to work with the environment agency and this is something of course at the international level at it we replicate um you know by working with the united nations environment program so really really important And finally, also this importers becoming producers. So every country is different. And in Zambia, there's not a big local market, so it's importations. And so the regulations and the system needs to adapt to that. I'm now opening up the floor for questions. There were a lot of questions before. Please don't be shy. Also, looking at the online, I don't see any questions. I mean, I have. a few questions so maybe while people in the room warm up um we have a few minutes left so please again if you have questions um come forward um but i already have um maybe starting with um with Zambia um you mentioned you know of course the the importance of working with the environment in um agency but also so the ict sector um in Zambia how you know how do you make sure that they are sort of they take a proactive role in terms of epr because that's you know it's really important how to do you actually engage them how do you also you know just in terms of identifying the different players that are relevant in this process how you know how do you go about this?

Thank you very much for your question Vanessa um in terms of how do the how do we the regulator make sure that the environmental regulator is also at the table or just all stakeholders more the private sector, the producers or even, for example, you mentioned the importers, how to identify, how do you work to get that engagement? So as a regulator of the ICT sector, we not only give licenses to the mobile network operators, but we also give a dealer certificate to the dealers. Anybody who's dealing in mobile devices has a dealer certificate. So in a way, we have a registry of anybody dealing with these devices. So it gives us a bird's eye view in terms of the scope of players that are in the market. And again, there is a benefit for you to be one of the licensed or certified dealers because, again, people feel a little bit more comfortable in terms of confident purchasing products from you as opposed to not being registered with ZICTA. So it's a win -win situation. So I think. the opportunities to actually bring these dealers on board and probably give them a certificate so that you are aware of who's playing in the market and those are more or less your importers. I hope that answers your question.

Just a follow -up maybe on that. So did you see any gaps in that list that, you know, sort of importers or dealers that were not part of that list and then you managed to bring them to us?

So that brings us to the regulatory environment. So as a regulator, of course, we have compliance activities. So during compliance inspections, you may find dealers that are not certified and at that point, compliance enforcement takes place. In most cases, I think it brings us back to the contributions from Senegal in terms of the informal dealers and so forth. I think one challenge we see on the African continent is the influx of second-hand devices. And there are movements the mass flows of second -hand devices and how do you regulate those because not every second -hand device comes through a border point an official point so you will find them on the market you will find them in the streets you will find them on social media so it's really at the end of the day i think it's more awareness about the challenges because again some of these devices are not being sold by a certified dealer may not be type approved so they may pose a risk they may be counterfeit devices and so forth so they're more aware consumers are about the risk of buying devices from non -certified dealers i think the goal is to try and discourage that and then that will now clean up the database in terms of who's actually dealing with devices. Thank you thank you i believe the biggest achievement was building a common understanding of the e-waste challenge in Paraguay this project brought together all relevant stakeholders and provided clear recommendations for the future.

So you know exactly what what to do. Any questions from the store sorry i'll highlight just a few things that i think came across from the discussions today, both the panel but also the country presentations. And I'm sure I'm going to miss a few, but things that I heard especially is, you know, critical importance of stakeholder engagement. And there we heard a lot. We talked a lot about sort of the ICT industry, the ICT producers to engage them. Of course, also the environment agency, the coordination, the cooperation between the telecommunication regulator and the environment agency, and also the communities, basically the people who have the tools, who have the devices and where we need to make sure that these people bring these back to recycling points. So this awareness raising amongst the communities is very, very important. Also, I think what came across, of course, critical importance of EPR, so the role of the producers in the entire lifecycle, whether those are the producers in the countries or those are the producers from outside the country. And I think very important and interesting from Zikta, you know, the need to have that information on who that is, of course, to engage these stakeholders and make sure that they are actively, proactively involved in the EPR regulation. I also heard quite a bit on, and this goes back to the fact that every country is different, is to build on what is there already. We don't start from scratch. We look at the regulations that are in place. We just heard, for example, in some countries, EPR is actually already there, but it's more on plastic. It's not for e -waste. So how does that, how do we need to adapt this? What do we need to do in terms of the regulations? And then probably maybe from the ITU perspective, one very, very critical point is just we need high -level engagement. We need governments to decide that e -waste legislation is a topic that they want to address. Without that, it will be very, very difficult for us to support and for us to get also the engagement from all these different stakeholders. So very, very important. And, of course, maybe last point, we, of course, need to have some support in terms of financing this support from the ITU side. And this will now take me back to you, Rakan, for the closing. And just taking this opportunity again, I think, you know, we heard so much about the difference that the CST ITU project has made. a lot of success and a lot of interest also from other countries. So, of course, we hope that we can continue this engagement with CST and that we can rely on your support. And with this, I would like to ask you to join us for the closing remarks. The knowledge base supports the underlying need for such reforms by noting that Rwanda's 2018 e-waste regulation lacked financing mechanisms and full obligations, which weakened implementation and enforcement [S57]. This adds useful context for why updated regulation and compliance mechanisms were necessary.

The knowledge base includes a closely related regional example showing how e-waste legislation can be developed through multi-stakeholder working groups and adopted by presidential decree under an extended producer responsibility framework [S94].
