Opening remarks highlighted concrete outcomes already achieved through the partnership in the three beneficiary countries . In Rwanda, the project updated e-waste regulations to strengthen producer responsibility, created the country’s first electronic producers’ compliance scheme, and worked through a producer responsibility organisation housed in the Rwanda ICT chamber . Janet Umutesi stressed that broad stakeholder engagement, including public authorities and the private sector, was essential to drafting the regulation and preparing implementation, with 161 stakeholders from 104 entities involved . She also said Rwanda plans to integrate key EPR processes into the Irembo digital platform and still needs partner support to move from regulation to implementation .
Saudi Arabia’s contribution centred on the 'Recycle Your Device' initiative as a practical model that can complement regulation by encouraging collection, repair and recycling . Rakan Alsulaim stated that the initiative has recycled more than 400,000 devices worth over 120 million Saudi riyals, relied on more than 14 partners, and used delivery apps, awareness campaigns and early incentives to drive participation . He argued that partnership, public trust and awareness were the key success factors, and linked the work to Saudi strategies on digital sustainability, including the Saudi Green Initiative and CST’s 'Circles' strategy . In response to audience questions, speakers also discussed eco-design, standardisation, the informal sector, business models and the use of pilots or phased approaches to test systems before wider rollout .
The later sessions showed that Paraguay and Zambia are at different but significant stages of system development . Paraguay has drafted its first dedicated decree on e-waste management under extended producer responsibility and completed studies on management costs, financing and stakeholder capacity-building . Zambia, which already had environmental legislation and EPR rules for plastics, used the project to develop e-waste-specific regulations, financing models, system design tools, manuals and a potential producer responsibility organisation through the ICT Association of Zambia . Across the event, participants repeatedly concluded that effective e-waste management depends on high-level government commitment, coordination between ICT and environmental regulators, producer responsibility, public awareness and collaboration across the value chain, with the project presented as a model other countries may adapt .

Vanessa Gray opened the session by describing e-waste as the fastest-growing waste stream globally and presenting the event as a direct reflection of the ITU-CST collaboration. She said the project shows how global partnerships can translate into country-level action on regulation and circular economy, and she highlighted Paraguay, Rwanda and Zambia as beneficiary countries testing and implementing national e-waste frameworks .
In the opening remarks, Abdulaziz Altamra of CST placed the issue within Saudi Arabia’s Vision 2030, presenting sustainability as a national priority embedded in digital transformation . He argued that only 20% of electronic devices are currently recycled globally and described this as both an environmental risk and an untapped economic opportunity . He said CST and ITU had worked together on circular economy initiatives and on strengthening e-waste management in Zambia and Paraguay, presenting this as an example of the practical partnership the sector needs . He emphasised that e-waste is not only an environmental challenge but also an ESG issue requiring clear regulation, financing models, producer and importer participation, and coordination between governments, regulators, industry and international organisations . He presented the project as evidence that countries can move from planning to implementation through regulatory updates, national guidelines, cost assessments and producer responsibility frameworks, and invited others to apply the lessons more widely .
Archana Gulati, speaking on behalf of the ITU Telecommunication Development Bureau Director, reinforced the urgency of the problem by linking digital transformation to the proliferation of electronic devices and rising toxic waste . She cited global figures of 62 million tonnes of e-waste generated annually, with less than a quarter collected and recycled . She said the partnership had engaged the governments of Rwanda, Zambia and Paraguay, as well as producers and importers of electronics in those countries, to support a coordinated approach to e-waste management . In Rwanda, she said, the project updated e-waste regulations, clarified the responsibilities of producers and developed a sustainable financing approach, leading to Rwanda’s first producer compliance scheme . In Zambia, she said the project estimated total e-waste management costs, informed proposals on producer responsibility, developed draft guidelines and a compliance manual for the ICT sector, and identified a legal entity to support implementation . In Paraguay, she highlighted the preparation of the country’s first full draft decree on e-waste management under extended producer responsibility, together with national guidelines and an extensive cost assessment to inform fee proposals . She presented these outputs as proof that the e-waste problem is difficult but not intractable and that solutions can be transferred elsewhere .
After the opening remarks, the workshop moved into its first substantive segment. Vanessa Gray situated it within the project’s broader purpose: supporting countries to develop and implement e-waste policies aligned with circular economy principles, with extended producer responsibility as a key focus . A project video added a forward-looking global frame by warning that e-waste volumes may reach 82 million tonnes by 2030 and by describing the ITU-CST work as part of a wider effort to create a circular economy for electronics . The video also said a circular economy toolkit had been published with practical steps for policymakers, businesses and the public . Gray further highlighted the scale of engagement across the project: 484 unique stakeholders from 278 entities across the three beneficiary countries .
A major practical case study came from Rakan Alsulaim of CST, who presented Saudi Arabia’s “Recycle Your Device” initiative as a quick-win model that can complement formal regulation or even precede it . He argued that countries do not need to wait for full regulations before beginning to address e-waste, and described the initiative as a way to give individuals and public institutions an opportunity to donate unused devices for repair, reuse or recycling . He explained that the programme, launched in 2022 in partnership with the Ministry of Communications and the national waste authority, responded to gaps in e-waste management, low awareness and the tendency for old devices to remain unused in homes . By the time of the session, he said the initiative had recycled more than 400,000 devices with an estimated value of over 120 million riyal, working through more than 14 partners .
Alsulaim also described how the initiative worked in practice. CST organised the ecosystem and governance but relied on partners, including delivery apps, to collect devices from homes and move them to recycling points . He described the four pillars of the initiative as assessment, planning and governance, implementation, and monitoring and refining . Early incentives were used in 2022 to encourage participation and build visibility, but these were later withdrawn as public awareness improved . He stressed that convenience mattered: many people did not want to travel to drop-off points, especially with larger devices, so home collection proved more effective . He also highlighted targeted outreach, including cooperation with the Saudi eSports Federation because gamers were seen as a segment that replaces devices frequently . A further operational issue was data privacy: he later noted that confidence in secure data erasure was important if individuals and institutions were to feel safe returning devices .
In later discussion, Alsulaim identified partnership, trust and awareness as the core success factors behind the initiative . He said people must believe that returning a device is safe, meaningful and properly handled, especially given data privacy concerns . He also linked the work to the Saudi Green Initiative and CST’s “Circles” strategy on digital sustainability, and said the toolkit developed through the project was intended to help other countries replicate relevant elements . In response to audience questions, he added that Saudi Arabia is considering upstream measures such as eco-design and charger standardisation, not just downstream recycling . He explained that incentives were phased out after the programme reached around 100,000 devices and after website traffic and word of mouth suggested that awareness had become self-sustaining . He also confirmed that the initiative started as a pilot in Riyadh before scaling nationally, arguing that piloting helped reveal consumer needs and could inform later regulation .
Rwanda’s experience, presented by Janet Umutesi from RURA, was more regulation-centred and focused on embedding extended producer responsibility into the national framework . She explained that the main goal of the partnership was to revise Rwanda’s e-waste regulation and draft provisions for electrical and electronic products in order to incorporate EPR, given that only about 20% of e-waste is formally collected and recycled . The revised system centres on both EPR and a producer responsibility organisation, under which companies importing electrical and electronic products would pay a small fee into a collective mechanism housed within the Rwanda ICT Chamber . Umutesi outlined a broad network of actors involved in the process, including producers, manufacturing companies, the Rwanda Inspectorate and Competition Authority, the Rwanda Environment Management Authority, RURA, the Private Sector Federation and its ICT Chamber, and the Ministry of ICT . She said RURA would be responsible for functions such as type approval and collection and recycling licensing, while the ICT Chamber within the Private Sector Federation would host the PRO responsible for managing the EPR fee .
A central theme in Umutesi’s presentation was stakeholder mobilisation as a condition of success. She said the regulation had been developed through a long process of engagement with both government and private-sector actors . She said the process included establishing or operationalising a collective mechanism for private-sector management of end-of-life electronics, the Rwanda producer responsibility organisation housed in the Private Sector Federation, with the aim of mobilising 2,500 electronics producers . Capacity-building was described as a key component, with harmonisation workshops, EPR system design discussions, project sustainability meetings and bi-weekly meetings with a core stakeholder group . Rwanda involved 161 stakeholders from 104 entities, including 35 unique stakeholders from 15 public-sector entities and 126 unique stakeholders from 89 private-sector entities . Umutesi’s main lesson was that missing even one relevant stakeholder can make implementation difficult, so her approach was to leave no one behind .
Umutesi also highlighted a distinctive implementation idea: integrating EPR-related processes into Rwanda’s Irembo digital platform . The plan is to combine business permits for the electrical and electronic equipment sector, product registration and automatic PR membership in one place, in order to reduce costs, shorten transaction times, increase collaboration and strengthen enforcement . At the same time, she stressed that regulation is only one part of the achievement and that Rwanda still needs support to operationalise the PRO and move to full implementation . When Vanessa Gray later asked what had helped mobilise the private sector, Umutesi said the key was not to treat it as separate from government efforts but as a partner invited into every public engagement and decision process . In the Q&A, she acknowledged that introducing a producer fee had been one of the biggest challenges, because any new cost imposed on businesses is politically and commercially sensitive . She also noted that broad consultation, while necessary, can slow down finalisation of the regulation .
The first Q&A widened the discussion to prevention, informality, financing and implementation. A participant from the French regulator Arcep argued that “the best e-waste is the e-waste we don’t produce” and asked whether eco-design and refurbished phones were part of the agenda, prompting Alsulaim to confirm that prevention and standardisation are being considered alongside collection and recycling . Participants from Senegal raised concerns about the informal sector, describing free riders who collect devices outside formal channels and then pollute remote areas, and asked how such actors can be engaged and what business model can support formal systems . In response, the speakers emphasised broad stakeholder engagement, though the answers were more concrete on formal-sector coordination and awareness than on a detailed model for integrating informal actors. Gray stressed that the informal sector should be included in discussions on new systems, and Umutesi said Rwanda’s relatively limited informal production base, together with mobilisation through the Private Sector Federation, would make engagement more manageable . Noémie Pralat added that one of the project’s practical contributions in Rwanda and Zambia had been to help design governance and financing tools for PROs, and that this work was intended to ensure that once regulations were gazetted, the organisations would be ready for implementation with governance documents and methods for calculating reasonable producer fees .
The same Q&A also surfaced operational lessons about incentives, civil society and implementation barriers. When asked when incentives should stop, Alsulaim said Saudi Arabia ended them after reaching around 100,000 devices because awareness had become strong enough to sustain participation without continued rewards . Another participant asked about civil society engagement and the main implementation challenges . Umutesi replied that Rwanda involves an independent Consumer Protection Association in every regulatory process, showing that civil society has a standing place in consultation . On implementation barriers, Alsulaim said the main challenge in Saudi Arabia was awareness and gaining people’s trust in the initiative . Umutesi identified fee introduction and delays caused by extensive consultation as Rwanda’s central difficulties . Vanessa Gray added an institutional reflection from the ITU side, saying that some regulators still do not see e-waste as part of their mandate, so increasing awareness of telecom regulators’ role is itself part of the project’s work .
A participant from Uganda then asked whether countries should use pilots before moving to regulation . Alsulaim strongly supported that sequencing and said Saudi Arabia had indeed begun with a pilot in Riyadh, which helped reveal practical needs before expansion and could inform later regulation . Umutesi added that Rwanda had around 20 interested companies that had come forward as champions, providing an early base of engagement . A final intervention from Kenya suggested that technical and engineering training for collection and dismantling is also a challenge and proposed virtual reality as a training tool . Gray welcomed the point and closed the segment by stressing the strong interest shown by participants and the relevance of these questions for countries considering replication .
After the break, the session moved into a panel moderated by Noémie Pralat, who shifted the discussion from country case studies to a broader “policy to practice” perspective . She explained that the aim was to bridge the frequent gap between commitments and what actually happens on the ground by hearing from stakeholders across the value chain, including industry, procurement, international regulation and service-delivery infrastructure .
Jean Cox-Kearns of Lenovo argued that circularity begins at product design and that electronics should be understood as having potential for multiple uses before they eventually become waste . She emphasised durability, repairability, upgrading and reuse, and said Lenovo works on modularity, ease of repair and collaboration with organisations such as iFixit and SERI to assess repairability and support standards for recyclers and refurbishers .
Carolien van Brunschot from the Global Electronics Council focused on procurement as a major lever . She argued that purchasers, especially public purchasers, can steer demand towards greener products because procurement represents a large share of GDP . She recommended recognised Type 1 ecolabels such as EPEAT to help procurement officers translate sustainability concerns into practical, third-party-verified criteria . She said sustainable procurement should ask three lifecycle questions: what products are made of, how they can be used for as long as possible, and what happens to them after first life . This includes attention to recycled content, durability, software support, repair services, battery life, interoperability, reuse pathways and secure take-back . She also noted growing demand for refurbished products and highlighted the proposed “EPEAT Renew” label for refurbished ICT notebooks .
Francesca Cenni of the Basel Convention Secretariat introduced the international legal layer . She explained that the Basel Convention regulates both hazardous and non-hazardous e-waste and rests on two pillars: environmentally sound management and control of transboundary movements through a prior informed consent procedure . She stressed that countries need permitting systems and clear national frameworks so all actors, including the informal sector, can operate in ways that protect health and the environment . She also warned that countries must carefully define the status of used electrical and electronic equipment intended for repair, refurbishment or failure analysis, because if these flows are treated too rigidly as waste, circularity may be obstructed unnecessarily . She framed the Basel Convention as both an environmental safeguard and a practical governance framework requiring coordination between national competent authorities and, where relevant, neighbouring countries .
Yaxuan Shen from the Universal Postal Union offered an operational perspective centred on postal networks as reverse-logistics infrastructure for e-waste systems . She argued that posts already possess large physical and digital networks, universal service reach and experience with forward logistics, and therefore have untapped capacity to manage reverse flows of devices, data and finance . She cited Thailand, where Thailand Post worked with telecom operator AIS to build an e-waste hub with 3,000 drop points and a broad stakeholder network, and Norway, where the postal network supported collection, registration and rapid redeployment of school devices . Her broader point was that viable reverse value chains require not only transport but also information and financial flows connecting customers, repairers, refurbishers, recyclers and manufacturers . She concluded that EPR and other regulatory frameworks can help scale this kind of involvement by creating incentives, roles and sufficient collection volumes .
Vanessa Gray then resumed moderation for the final country segment, which focused on Paraguay and Zambia . Ángel González-Mongelós explained that under existing Paraguayan legislation, e-waste is classified as solid waste requiring special handling, with the Ministry of the Environment (MADES) responsible for enforcement . He said a dedicated legal framework is being developed for e-waste management of electrical and electronic equipment under extended producer responsibility . He gave an estimate that Paraguay generates 57,000 tonnes of e-waste, equivalent to 8.4 kilograms per person . The project’s work in Paraguay included preparation of a new waste-management policy based on EPR principles, a regulation, national EPR guidelines, consultation and validation processes, a financing study and capacity-building . He also described the proposed governance structure linking the environment ministry, other agencies and stakeholders, and said the project calculated the total net cost of e-waste management in 2025 at 215,450 euros and also presented a figure of 14.26 dollars per tonne . Responsibilities, he said, are to be shared across stakeholders, with each actor responsible for a defined stage of e-waste management . Looking ahead, he identified the next tasks as formal endorsement of the legal framework, wider socialisation with producers and industry associations, financing arrangements and continued capacity-building . When later asked about achievements, he said the biggest one was creating a common understanding of the e-waste challenge among stakeholders in Paraguay .
Kawana Mutti then described Zambia’s experience as one of building a more complete system from a partial legal base . Zambia already has an Environmental Management Act and EPR rules, but Mutti said these existing rules focus mainly on plastics rather than e-waste, so dedicated e-waste regulations are needed . He cited data from the Global E-Waste Monitor 2024 showing that Zambia generated around 23,000 tonnes of e-waste, about 1.1 kilograms per person, and argued that while the numbers may appear modest, they indicate a growing problem that should be addressed early . He explained that the project supported Zambia across four areas: policy, financing, system design and implementation . This included drafting e-waste EPR regulations, conducting financing studies and producer-fee estimates, mapping how money, information and materials should flow through the system, and developing manuals and guidelines for producer responsibility organisations .
Mutti stressed that collaboration is needed not only internationally but also within countries, especially between the environmental regulator and the ICT regulator . In Zambia’s case, because most electronic equipment is imported, importers would have to become the legal “producers” under EPR and assume the cost of collection, transport and environmentally sound disposal . He presented this as a context-specific adaptation of producer responsibility to a market with limited domestic manufacturing . On costs, he argued that although producer fees may look high at first, they need not rise exponentially as more producers and importers join the system . Capacity-building, he said, was essential because regulations alone are insufficient unless stakeholders understand them and are prepared for implementation . Zambia began consultations in late 2023 with government institutions and then expanded them to the private sector, moving gradually into implementation planning, financing and producer training . A notable output was the identification of the ICT Association of Zambia as a potential voluntary PRO, reflecting the decision to start with the ICT sector before attempting a broader system . He also said Zambia had engaged 186 stakeholders from 112 entities .
Mutti further outlined steps to embed e-waste obligations into ordinary ICT sector governance . These included considering licence conditions that would require ICT licensees to provide drop-off points, accept e-waste regardless of brand, report on volumes and work with licensed recyclers . He repeatedly returned to awareness as a practical factor, noting that citizens often ask where they should physically take unwanted devices, which shows that collection systems must be visible and understandable . As the way forward, he highlighted continued consultations, stronger roles for ICT dealers and mobile-device actors, and continued capacity-building on the operational and financial mechanics of EPR .
In the final discussion, Vanessa Gray drew together the day’s cross-cutting lessons. She emphasised the importance of involving key actors such as ICT producers, environmental agencies, telecom regulators and communities . She highlighted EPR as a central principle, while stressing that it must be adapted to national market structures, such as Zambia’s importer-led market . She also argued that countries should build on existing frameworks rather than start from nothing, for example by extending existing EPR or waste rules into the e-waste domain . From the ITU perspective, she again underscored the need for high-level political engagement: unless governments decide that e-waste legislation is a priority, wider mobilisation is much harder . She also suggested the importance of follow-up, including checking after a year how far implementation had progressed in the supported countries .
The session closed on an optimistic and explicitly replicable note. Rakan Alsulaim thanked participants and said the workshop should not be the endpoint; instead, he encouraged them to use the project toolkit, scan the QR code and draw on the documented use cases for adaptation in their own countries . Noémie Pralat added that participants could receive the presentations by submitting their contact details, reinforcing the event’s function as a knowledge-sharing platform as much as a reporting exercise . The closing also pointed participants to a QR code linking to the project journey and toolkit intended for replication in other countries . Overall, the discussion presented the ITU-CST project as a model of practical international cooperation combining regulation, financing, awareness, operational experimentation and broader circular-economy thinking. At the same time, the discussion made clear that key challenges remain, especially integrating informal actors, securing sustainable financing, expanding awareness and collection systems, and moving from draft frameworks to implementation .
