Costa Rican lawmakers use ChatGPT to draft AI regulation bill

Costa Rican legislators have leveraged ChatGPT to compose draft legislation aimed at governing AI systems within the country. The bill advocates for the establishment of a dedicated institution responsible for overseeing AI regulation, guided by principles such as accountability, explainability, bias prevention, and safeguarding human rights. Although the bill has garnered favourable responses, some lawmakers have voiced criticism due to its lack of specific references to fundamental rights and international conventions. Taking cues from the European Union’s AI Act, countries in Latin America are increasingly engaging in discussions or enacting laws to regulate AI, with a particular emphasis on addressing bias and discrimination in AI systems.
