China’s payment & clearing association, governed by China’s central bank, has cautioned against the use of OpenAI’s ChatGPT and similar AI tools, citing risks such as ‘cross-border data leaks.’

The association advised payment industry staff to comply with laws and rules when using such tools and not to upload confidential information related to the country and finance industry.

Even though residents of China are not allowed to create OpenAI accounts, some are using virtual private networks and foreign phone numbers to circumvent the restrictions and gain access to the chatbot, with many companies integrating the technology into their products and offering competing solutions.
