BEREC opens a tender procedure for net neutrality measurement tool

The Body of European Regulators for Electronic Communications (BEREC) announced the launch of an open tender procedure for the development and implementation of a net neutrality measurement tool. The main objectives of this procedure is to develop, implement, test and validate a Net Neutrality Measurement Tool; and to provide support services to the BEREC Office and National Regulatory Authorities (NRAs). The open source software measurement tool is aimed to monitor the Quality of Service (QoS) of Internet Access Services (IAS), such as speed and delay, as well as aspects of traffic management, such as the blocking and throttling of Internet-based applications, ports blocking, etc. The deliverable will also include a reference implementation of the tool and a BEREC Portal for publication of measurement results from the tool. It will be a reference for NRAs, which may opt-in and deploy the solution, either in full or by adopting certain modules and functions.​
