The Lisbon Declaration, as a part of the 2030 Digital Compass, is an initiative launched by the Portuguese Presidency of the Council of the European Union that aims to contribute to the ongoing discussion on digital principles. The Lisbon Declaration builds on the Tallinn Declaration and the Berlin Declaration and focuses on three domains:

  1. Upholding human rights, ethical values and democratic participation in the context of the digital era;
  2. Promoting multi-stakeholder and wider international cooperation in the digital context;
  3. Recognising the importance of green and digital technologies.
