The Berlin Declaration builds on top of the Tallinn Declaration on eGovernment to further strengthen the EU Member States’ commitment to bringing forth digital transformation by having their public administration play a pioneering role. The Berlin Declaration centres on European values, fundamental rights, and the centrality of digital public services by setting out seven principles:

  1. Validity and respect of fundamental rights and democratic values
  2. Social participation and digital inclusion
  3. Empowerment and digital literacy
  4. Trust and security in digital government interactions
  5. Digital sovereignty and interoperability
  6. Human-centred systems and innovative technologies in the public sector
  7. A resilient and sustainable digital society
