Carolina Anselmino focused on education, noting that 2.2 billion people remain unconnected, that women and girls make up much of this group, and that half of the world’s six million schools are still offline . She added that 119 million girls are out of school and that girls in crisis settings are 2.5 times more likely than boys to be excluded, arguing that connectivity alone will not solve the problem . Drawing on Nigeria’s digital ID expansion, she suggested schools could become an entry point for identity systems and stressed that education data systems must track gender-disaggregated data so girls are not rendered invisible in policy . The session closed with calls to action to collaborate on inclusive DPI design, join the Women in GovTech and education technical working groups, improve access to data and measurement, and use mobile gender-gap evidence, while audience contributions also pointed to schools, libraries and post offices as anchor institutions for accessing DPI when people lack personal devices .

Krisstina Rao introduced CoDevelop Fund as a non-profit working with almost 50 countries across Latin America and the Caribbean, Africa and Asia to accelerate DPI, and framed the discussion around how these systems could be made more accessible to women and girls . She opened with an interactive brainstorming exercise built around a fictional girl, Maria, who was not in school, to draw out the barriers behind exclusion .
Participants immediately highlighted that Maria’s situation could stem from multiple, overlapping causes. Suggestions included women’s status in society , period poverty and lack of economic or physical access to sanitary products , and broader structural factors including geography, demographics, religion and culture . Another participant pointed to the absence of nearby schools, poor educational quality, safety risks during travel, and inadequate washrooms or private spaces for menstruating girls . A partly inaudible intervention from David from Liberia was later paraphrased by Rao as raising systemic barriers affecting girls in impoverished communities, especially around basic services and access, in African and other low- and middle-income settings .
The brainstorm also brought out the limits of infrastructure-only approaches. One participant argued that government service provision does not by itself ensure enforcement, compliance or actual use, and warned against assuming that one-time provision automatically leads to uptake . They stressed that there is no one-size-fits-all approach: use depends on change management, people understanding the value of the service, becoming comfortable with it, and systems being co-created and iterated with communities rather than delivered only from the top down .
Rao then linked these barriers to the panel’s broader framing of DPI. She argued that the same reasons Maria cannot get to school are likely to affect her access to health services, transport, licences and other forms of government support later on . Rather than treating these as isolated failures in separate ministries, she described them as horizontal barriers that recur across sectors . In that context, she said, “a digital public infrastructure is the answer”, while also adding that it is not the only way . Her point was that governments have often digitised services vertically, one by one, whereas DPI aims to create a shared layer through which the same person can be served across multiple services . Rao briefly gave payments as one example of where DPI can support women and girls, noting that digital payments can reduce friction in accessing money and banking and can improve market access for female entrepreneurs .
Kathleen Ziemann then introduced the GovStack perspective. She explained that she co-leads the Global Programme on Digital Transformation at GIZ and that GovStack is a DPI initiative funded by Germany, Estonia, ITU, DAI and others, already implemented in 25 countries, with work spanning identity, payments and data exchange building blocks . Her core argument was that digital systems can reproduce the same gender biases found in physical infrastructure if they are designed without women’s needs in mind . Using the analogy of city planning, she described how many cities were built by male engineers and therefore often failed to account for women’s safety, mobility and caregiving realities; she warned that DPI can fail in similar ways if only technical teams shape it .
Ziemann argued that women should be directly involved in building these systems. She described GovStack’s Women in GovTech Challenge, which brings female developers together with women in public service to receive mentorship and prototype digital public services . She also emphasised a community-based approach, saying that women often understand what is missing in cities, municipalities and public services because of their day-to-day roles in supporting families and communities . Her examples included work in Brazil on proof-of-address certification, where lack of documentation blocked women’s access to social protection, healthcare and other services, and a Bogotá example in which an accessible chatbot, “Bogota Listens”, was developed so people could report basic infrastructure needs to the city . Rao endorsed this point, saying that when systems are designed from users’ lived experience, women bring insights that others may overlook .
Carolina Anselmino shifted the discussion to education and connectivity. Speaking from the ITU’s GIGA initiative, she explained that GIGA is a joint ITU-UNICEF programme working to connect every school in the world to the internet . She highlighted the scale of exclusion: 2.2 billion people remain unconnected, many of them women and girls; half of the world’s six million schools are still offline; and around 500 million students remain unconnected . She added that 119 million girls are still out of school and that in crisis settings girls are 2.5 times more likely than boys to be excluded from education . Her main point was that connectivity is necessary but not sufficient, because even universal school connectivity would not by itself resolve the deeper patterns of exclusion facing girls .
Anselmino then suggested that schools could serve as an entry point into wider digital systems. Referring to Nigeria’s digital ID expansion, she said enrolment had tripled within four years, with women enrolling in higher numbers than men and children’s enrolment rising from 750,000 to 17 million . This led her to ask whether schools could become a route into digital identity and help governments “track that girls exist” in public systems . She stressed that this depends on whether education management information systems collect gender-disaggregated data, because girls remain invisible if systems do not distinguish them from boys . She also described ITU’s Charter for Public Digital Learning Platform, developed with UNESCO and UNICEF, as a seven-principle framework to guide countries in building or procuring inclusive, interoperable and trustworthy digital learning platforms without vendor lock-in . She noted that ITU is now translating these principles into technical specifications, including around registries and verifiable credentials, because principles alone do not move implementation forward .
Rao expanded on this by arguing that schools are often the first institutional infrastructure that children, especially girls, encounter in a digital society . She said schools generate important information about when girls enter and leave school, what support they need, what they study, and how education systems connect to other services such as vaccinations and school meal schemes . Together with Anselmino’s remarks, this positioned schools as a practical entry point into wider public systems, a point later broadened by Kevin Hernandez to include other public access institutions as well .
Soheib Nunhuck of the GSMA introduced a complementary argument: that a layer below most DPI discussions is meaningful mobile connectivity . While debates often start with identity, payments and data exchange, he argued that women and girls cannot use any of these systems without mobile access . In his view, the first digital infrastructure many women encounter is not an ID system or payment rail but a mobile handset connected to a network . He therefore presented connectivity as foundational to participation in DPI-enabled services .
Nunhuck supported this with GSMA mobile gender gap figures. He said that 1.5 billion women across low- and middle-income countries use mobile internet and that 18 million women came online in the previous year . At the same time, around 810 million women still do not use mobile internet, women are 12 per cent less likely than men to use mobile internet, 13 per cent less likely to use a smartphone, and 7 per cent less likely to own a mobile phone . He stressed that these gaps matter because they shape access to identity systems, financial services and other digital opportunities . He also argued that the main barriers are increasingly affordability of smartphones and data, digital skills and confidence, online safety and security, and whether services are actually relevant to women’s lives .
Balasubramanyam Pattath then brought in a measurement perspective. He introduced the Global Development Network’s Inclusivity Measurement Programme, funded by CoDevelop, which aims to assess the effects of digital transformation through the lens of inclusion . He argued that if the panel wants to know whether DPI is helping women and girls, inclusion has to be understood as more than simple enrolment or access . He described women’s inclusion as multifactorial and intersectional, and outlined a “survey plus” approach that will be implemented through five national research teams, using a questionnaire scaled from earlier work in Mongolia and Malawi . The survey will examine household conditions, access to mobile phones and internet, infrastructure and reception, whether DPI exists, whether people are enrolled in and use it, and whether it contributes to trust, agency, belonging, participation and rights .
Pattath added that inclusion should be understood not only as access to systems but also as a sense of belonging in society, participation in its activities and effective enjoyment of rights . He said the programme is designed to build on rather than duplicate existing surveys such as those from GSMA and ITU, while extending them with questions on DPI and inclusivity . He also argued for combining household surveys with other forms of data, including metadata, administrative data and “exhaust data”, so that governments can identify where inclusion happens, where bottlenecks emerge and why .
In a later synthesis, Rao pointed to several opportunities that remain unevenly realised. She said women can and should be involved in designing digital systems, but this still does not happen consistently . She also said there is poor understanding not just of what data is available, but where it is beneficial and how it should actually be used for policymaking and decision-making . She returned to schools as a critical touchpoint for girls’ first interaction with digital systems and suggested that what is learned there should shape later DPI design .
Audience interventions broadened the discussion. Kevin Hernandez from the Universal Postal Union argued that many DPI discussions assume people have personal devices, when in practice public access may matter more for less connected groups . He suggested treating schools, libraries and post offices as anchor institutions that can provide access points for communities . His examples included post offices serving as Aadhaar enrolment centres in India, post offices in other countries acting as places where people access digital payments underpinned by DPI, and postal systems supporting digital addressing . This added a practical corrective to the discussion by highlighting the continued importance of trusted physical access points.
Another audience member, Fatma Ghayyour, noted that digital inclusion also affects participation in physical society and asked how policymakers should work with incomplete, contradictory and fragmented data . Pattath replied that his programme works with strong local researchers who have policy connections, and that it aims both to gather data and to support advocacy for releasing government-held data and combining different sources into a workable minimum set of variables .
The session ended quickly because of time pressure, with a rapid round of invitations and a brief reference to Sahana’s point in the chat about the “culture and household layer of sensitivity” in women’s and girls’ digital inclusion . Rao invited participants to engage with CoDevelop’s Agenda Fund for work on making digital services more inclusive for women and girls . Ziemann encouraged people to join the Women in GovTech Challenge session . Anselmino invited participation in technical working groups on registries and verifiable credentials so that gender-disaggregated data, cybersecurity and safety are built into education-related specifications . Pattath welcomed collaboration on data access, measurement frameworks and modular survey tools . Nunhuck pointed participants to the GSMA Mobile Gender Gap report and webinar .
Several common themes emerged across the discussion. Speakers and participants repeatedly described women’s and girls’ exclusion as shaped by overlapping barriers including poverty, social norms, infrastructure gaps, safety, sanitation, affordability, digital skills and relevance . They also returned to a few shared implementation concerns: DPI should work across services rather than in isolated silos ; infrastructure alone does not guarantee uptake ; women need to help shape systems if those systems are to reflect their realities ; schools and other public institutions can act as entry points into wider systems ; connectivity is foundational ; and better gender-disaggregated, context-sensitive data is needed for policy and design .
A recurring theme was that DPI for women and girls is not only a technical question. The discussion tied together system design, education, mobile access, public institutions and measurement, while stressing that inclusion depends on whether these systems are built around women’s lived realities and supported by usable evidence . Rather than ending with a single solution, the session pointed to a practical agenda: involve women in design, strengthen meaningful access through both mobile and public institutions, use schools and other trusted entry points, improve gender-sensitive data, and keep linking technical architecture to social and institutional realities .
The knowledge base supports this broader framing. It notes that educational exclusion is driven by complex, interrelated factors including affordability, poor health and nutrition, and gender-based norms, and that there is probably no single set of policy prescriptions suitable for all countries [S29] and [S108].
