Il a également présenté les normes comme une question de responsabilité : dans un environnement numérique saturé, les utilisateurs ont besoin d’avoir confiance dans le fait que les données qui leur parviennent sont crédibles et ne sont pas fournies uniquement à des fins lucratives . Son intervention a ajouté une dimension importante à la discussion en reliant l’accès à l’information aux questions de confiance, de vérification et d’infrastructure numérique .

Selon Angela Busheska, cette initiative a permis de toucher plus de 500 000 personnes afin de les inciter à modifier certains de leurs petits comportements, et cette approche a ensuite été adaptée pour passer de la communication sur le climat à des contextes liés à la santé . Son idée plus générale était que les jeunes peuvent aider à créer le chaînon manquant entre les connaissances expertes et les communautés qui doivent agir en conséquence .

Carlos Montoya Acosta est ensuite revenu sur la question de la confiance dans la communication scientifique numérique à travers des exemples de la vie quotidienne . Il a noté que beaucoup de gens utilisent déjà des applications météorologiques pour décider comment s’habiller, s’ils vont faire du vélo ou s’ils doivent prendre un parapluie, souvent sans se rendre compte que ces décisions simples dépendent d’une infrastructure mondiale d’observations, de modélisation et de partage international de données . Il a soutenu que ce même système compte aussi pour des décisions de planification plus importantes, notamment la montée du niveau de la mer, la construction de routes et les risques agricoles tels que les inondations et les sécheresses . Selon lui, le partage transfrontalier des données, le maintien d’infrastructures robustes et une communication efficace peuvent aider les gens à prendre les bonnes décisions et permettre d’économiser à la fois de l’argent et sauver des vies .

L’intervention ultérieure de Mayicel Benavides Hernandez a pris une tournure plus personnelle et sociale . Elle s’est décrite comme la fille d’un agriculteur de la campagne colombienne et a réfléchi à la manière dont ce parcours l’avait façonnée, même si elle avait autrefois imaginé laisser la vie rurale derrière elle . À partir de cette expérience, elle a soutenu que les jeunes peuvent faire office de pont entre les espaces ruraux et urbains, les générations plus âgées, les nouvelles générations et les nouvelles opportunités . Elle a suggéré que les jeunes ne se contentent pas de porter des outils et des informations ; ils contribuent aussi à les humaniser et à les simplifier afin qu’ils deviennent pertinents et utiles dans la vie des gens .

Clinton Odour a également orienté la discussion au-delà de la sensibilisation et de la portée pour se concentrer sur les résultats . Il a déclaré que l’engagement des jeunes sur les plateformes numériques était souvent évalué à l’aune de la création de contenu et de la taille de l’audience, mais que cela ne suffisait pas . Il a au contraire soutenu que le succès devait être évalué en fonction de la capacité des informations partagées via les réseaux sociaux, les applications ou les tableaux de bord à influencer réellement les décisions, et il a suggéré de mesurer l’impact « à rebours » à partir du résultat souhaité .

La séance de questions-réponses a ensuite approfondi la discussion sur la conception du côté de la demande et la co-création . Stephen Wyber, de l’International Federation of Library Associations, a remis en question les hypothèses fondées sur l’offre en demandant si une attention suffisante était accordée à la demande et à la manière dont la curiosité et l’intérêt sont suscités chez les utilisateurs . Angela Busheska a répondu qu’à l’ère de l’IA générative, il est devenu facile de créer une solution puis de chercher un problème auquel l’adapter, alors qu’une conception efficace devrait partir de principes fondamentaux : identifier un problème réel, parler avec les communautés et déterminer l'intervention la plus modeste et la plus adaptée avant de la déployer à plus grande échelle . Elle a déclaré que les agriculteurs pouvaient rejeter même des outils performants s'ils ne répondaient pas à leurs besoins réels, et que le fait de ne pas comprendre les utilisateurs entraîne une perte de temps, d’argent et d’efforts . Elle a également noté l’intérêt de Quimero à travailler avec les fils et filles d’agriculteurs dans le cadre de l’élargissement de l’adoption . Carlos Montoya Acosta a répondu que la coopération internationale est indispensable pour maintenir des données suffisantes, développer des modèles solides et soutenir les services climatiques . My name is Grecia Piyaka, and I'm joining you for WMO, where I work with on youth engagement and support the WMO Youth Network. It is a pleasure to moderate here this conversation, which brings together young experts and innovators who work across climate science, support artificial intelligence policy, digital technology, agriculture, and entrepreneurship. Today, here, we are trying to explore how can young people help bridge the gap between connecting technical information to real actions in society. Thank you. I'm joining here with an incredible group of intervenants, which I'm very pleased to introduce. Here, from ITU, Clinton Odor from Kenya, a member of ITU's Secretary General's Youth Advisory Board. Machine Learning Engineer at Amini, co -founder at Rhinus Lab, a wildlife conservation startup, and a leader of TinyML Kenya community. Welcome, Clinton. Also, we are joining from FAO, Mayicel Benavides from Colombia, co -founder of Agtech Startup Kimeru, and a finalist of the World Food Forum Innovation Awards from 2027 of this year. And with those results, I think we can kick off this conversation. So to set the scene, we are here joining with a speaker that we're in climate science, agri -food systems, and digital connectivity. So, Carlos, let's start with you. Carlos, from WMO perspective, how we can turn air system data, weather, climate, and water information into actionable tools and services that people and decision makers can actually use.

Thank you, Grecia. Good afternoon, everyone. So I come from WMO, which is the World Meteorological Organization, where the UN agency is in charge of coordinating the 193 countries and territories to share data and science in climate, weather, and water. So in terms of like to answer your question, to communicate the science, to communicate the information, in WMO we have different initiatives and different groups. So one of the most visible will be the state of the climate reports, which is like an annual assessment of what we do in different levels of the climate state in the world. So for that, we do different tools. So we have the report, which is the scientific part of the research. But apart from that, we do, for example, an story map. Which is an interactive website where people can see like the key messages. They can see pictures, videos, go to links. So this StoryMaps is like a tool that we're using to communicate the science easier for different audiences apart from the scientists, right? So we want decision makers, we want community leaders, we want companies to understand the information that we are presenting and to make sure that they are able to use this information. So we made a survey last year to 9 ,500 people asking about what do they think about the state of the climate report. And 97 % said that they got a lot better understanding of the state of the climate. And 94 % said that they were more inspired to take action. So this shows us that definitely if we try to translate it. Scientific information, the technical information to the language, the formats that people can easily access, that is very helpful for us. Another short example is that WMO won these awards with the United Nations 2 .0 Innovation Awards with PrimeWeb. So this is like a platform that was created within WMO and NORCAT, which is part of the Norwegian Refugee Council. So basically, this is like a platform where African countries can show the climate and weather information in an easier way for their citizens, for their companies. So WMO won these two prizes, the People's Choice Award and the Scale Up Excellence Award. Right now. We have multiple supporters in different parts. So we have, for example, 10 students at the Polytechnic University in Singapore supporting us to build this model. So we are working on different ways, different tools to approach to different audiences. Thank you.

Now, turning to agriculture and food security, we have Magizel. Magizel, how can agricultural market, climate, and agri -food system information can be harnessed to develop practical digital tools and services?

Thank you for your question, Grecia, and nice to meet you. Greetings from Colombia. I work with Quimero, an platform right now, who is trained to be the infrastructure that organizes agriculture production data from smallholder farmers in Colombia to give this information to agro -industries, institutions, or the same government who need to find, where are the... located the farmers, or where are the products? So I guess that more than information, the most important thing that we as young people have to think is how to show the information of an easy way to my small farmers, for example. Because right now there are a lot of platforms, websites or data science bases that show a lot of information. But smallholder farmers don't have access to those platforms. So our skill or our power has to be in how to show that information of an easy way. For example, we in Cameroon show the prices of the products that farmers are selling in the moment. We show that information throughout. Our WhatsApp chatbot. We send reports weekly of the prices, and we help the farmers to know what is the minimum price that they will send their products to recover all the money that they put in their growth of the products. So I guess the structuring of the data is very important right now. Collect the data for farmers and give the information to be available for the day you will be available to take decisions and have a voice in the supply chain. Because, you know, if farmers don't have access to real information, they can take a lot of decisions important for them.

From a reading digital connectivity perspective, we have Clinton. Clinton. How can meaningful connectivity, digital standards, and inclusive digital access enable young people to communicate more effectively on climate issues?

Okay, thank you for the question. Yeah, so we have talked about WMO offering data to the farmers or the people so that they can be able to make sense out of it. We also talked about platforms for disseminating that information. But one thing that we usually forget, we still have an infrastructure gap in which this information is supposed to reach the people. So ITU is working on quite a lot of things around that problem, specifically in terms of coming up with standards to make sure that connectivity, specifically digital connectivity, is affordable and accessible to everyone. And when it comes to standards specifically, for the environmental data that we're talking about here. Beyond just standards, most people usually think that standards is all about regulation, but standards usually bring a level of accountability in terms of the information that's being passed to people because you will find a situation whereby everybody is now providing data, like the way myself has just mentioned, that there's quite a lot of platforms that provide data. But how do we make sure that that data is credible? How do we put those data providers into account to make sure that they are following the rules that have been set to make sure that the data that they are offering to people at the end of the day is useful to them and not just data that's been created out of capitalistic gains for people to make profits. So how do we make sure we are helping the farmers so that people themselves are not just offering data for the sake of offering data? Thank you.

Absolutely. In my opinion, I think in 2026, we have granular data on almost everything. And yet sometimes we still cannot answer too many questions. So what does this piece of information mean for me? And what do I do about it? How do I act upon it?

So from the WMO side, I think that the information exists and is robust. Thank you so much for all our intervenants. I think this is a great opener to debrief a bit on each one of the questions that I will post following. And I think starting off with Angela, I would like to ask you, how can young people help translate technical information into language, visual, and formats that different audiences can truly understand, trust, and use?
Angela Busheska
Thank you so much for the question. We've heard in the previous round so many examples of you doing amazing initiatives. In my experience, I think the most important thing is not about just simplifying. It's breaking down something that is very strong, providing a link to the communities, and after that, giving them a tangible way to move towards action. So, for example, my own initiatives and how I started into being a climate activist was that we had a huge air pollution in the capital city of Skopje, of North Macedonia. And the problem with this pollution is that people were seeing it for 18 years. We also, it was a well -known fact that 8 ,000 people each year died as a result of this pollution. The problem was we had no idea what to do for such a huge problem. After that, we realized that, okay, fast fashion factories are in this city, and they're causing this pollution. Again, it still felt like a huge problem. Then our initiative broke down, okay, you are buying things every single day. this is how it is linked to the fast fashion factory, which is how it is linked to the pollution. And then people started taking action because we provided a tangible way between what is happening in their shopping carts with what is happening in our city with how after that we are losing so many people in our community. On a similar level, we managed to replicate what we did in North Macedonia in so many other different countries. We managed to reach over 500 ,000 people to change some small behavior. It was for climate. We managed to do something very similar on today for health. When it comes to human health, we have so many information. We have the human genome. Wearables are measuring every single heartbeat of our lives. We are measuring our medical records, and yet we still have no idea what to do with them. So what we do now is all this information, we get the help of the technology, we are building models, so that we are providing people, this is where you are, this is some likely diseases that you might have, and these are some actions that you might take. So now a person feels empowered to take those actions, better themselves, and after that go and provide better for their community. I feel like this model, when you are taking some small action that is linked to a larger cause, is very linked to themselves, which after that helps a community on scale. To your question on how can young people do this, I feel like the experts were always there and providing us with this information. But we are now building this link, and that will be the difference between something that is just scrolled by and something that people can take action on.

Amazing, Angela. I think this is a great example of how local action can scale to global action. And moving to the conversation, Carlos, what makes digital science communication trustworthy in 2026? The source, the format, the platform, the standards behind it, the community, what it is.

well that's that's a very good question and also a tough one i think all of these elements are very important uh so we can deliver the message as angela was saying uh just uh like a like a small example like how many of you use uh like the weather app to choose what are you gonna wear today or if you're gonna ride your bike or your umbrella can you raise your hand yeah most of us we we do we do use the like information uh to take our own decisions uh this is like a very simple thing and for that we need infrastructure all over the world we need countries to cooperate and share information on precipitation temperature uh in africa in asia so we can build like better models to predict how it's gonna be the weather today in europe so uh like that we also want like countries to uh know like if certain place might be like vulnerable for sea level rise. So maybe they shouldn't build like a road in that specific place or a city. We need to be able to support like farmers to know like if there is going to be a flood, if there is going to be a drought coming soon, when to pick up their crops so we can save them like the money, the investments that they do. And if you think this in a bigger scale, like having the right information and communicating it in the right way can save millions of dollars, but also of lives. So for us, like I think all these elements, the platform, the robustness of the information, the way we give it to people so

So moving a bit with the conversation, Magiselle, how can digital tools help connect urban and rural youth, improve access to timely and practical climate and agricultural information for rural communities, and support more inclusive, resilient, and sustainable agri -food system transformation?

Okay. I want to start with my own story. I'm a farmer's daughter. All my life, I've been in the countryside from Colombia. And my biggest dream was go out from the countryside and find a new career totally different from the countryside or from the farmers. So in the way, I just find that it was on my own life, all my entire life, my parents had been... They told me about how to grow the produce, how to be happy there also. So... So I guess me or all these young people can be a bridge between those lost dreams and those dreams that have been in our life with us. And so we can put all the tools, all the experience and all the knowledge that we have improved or encouraged on our lives to be available for those that can have opportunities or have less opportunities than us. I see young people like a bridge. I guess a bridge between older generations, new generations and new opportunities that can be in rural communities and urban systems in other countries, for example. And bringing all these new tools or new solutions in an accessible and useful way to give them to people who need. Because I guess it is not just about finding opportunities or bridge opportunities. I guess it is about simplifying these opportunities, simplifying information and making it human, empathic and relevant for those people who need.

Moving forward to the conversation. Clinton, how can youth create digital tools, platforms on climate matters like AI, apps, social media groups or even data dashboards? go beyond just creating this awareness to truly creating lasting impact?

Yeah, I think that's a very good question because when we think about youth specifically on social media, I think the first thing that surely comes to our mind is content creation for the sake of reaching many people. But at the end of the day, we should know that it's not just about creating content that reaches a million people or 50 million people, but it's a matter of making sure the information that you are sending or the information you are sharing in the social media platforms, for example, are being used to make decisions. So how can we measure success backwards rather than from reach, but how can we start collecting that feedback to make sure that we are using this digital platform in a useful manner for the people that will be consuming those information?

Yeah, I can start us off. Just some idea, especially in today's age of generative AI, I feel like it's very easy to create a solution and after that go on and search for a problem because it's just like a fast way to put out something. Something that really helped in my research in the past years is, I know this term is shown a lot, but building from the first principles upward, like finding a problem, going and talking to community and finding the minimal thing that's correct and after that building up front because if we start with like a flat, a solution that sells but nobody really wants it, it has like a very short term limit. Yeah, thank you. That's a very good question. I feel that from – so within WMO, I also work at the World Climate Research Program, which is, like, the research part of the World Meteorological Organization on Climate. And for us, one of the biggest challenges is precisely translating this, like, very complex technical information to the language that, like, users can understand. And that's why we've been trying to develop, like, these new tools, trying to use social media to see, like, how people perceive it. But, like, what I think is very challenging is that most of the time, climate change is not really, like, a very positive topic. Like, things that are happening, might happen, are not necessarily very positive. And regarding all the other – all the things that are happening in the world right now, we have to communicate people. We have to show them, like, inform them. without creating panic, without making them trying to avoid hear about us. We know that people, governments, companies have a lot of trouble, and we want to show them the information as an opportunity to prepare for challenges, maybe finding opportunities through, like, what's happening. But it is always a challenge to balance the language and to measure, like, how they are perceiving what we're trying to say.

Just to chime in on that as well, I think the biggest problem that we usually have, mostly as technologies when developing, like, a solution for specific problems, is that we're usually so obsessed on the capabilities that we are bringing to the users. I think it is just some time whereby we need to start thinking about the outcome first. For example, what do we want to enable? At the end of the day, then start working backwards. So having the users as part of the early stages when you're trying to define the problem rather than you creating, like, a solution and just expecting that's going to solve, like, somebody's problem.

when to grow or when to hold back to grow. And one thing that happened is that they told us, actually, they don't need that because they can just predict weather from looking at the skies. If they see clouds, they know that it's going to rain. And if they don't see clouds, they know that it might not rain at the end of the day. So since then, I think what you've been doing is that for any solution that you are bringing to these people, the first thing that you surely do is share our proposals and make sure that we are designing for the right case, gathering a lot of feedback from the start when you're trying to design the problem, even before you start, for example, writing any code to facilitate that specific bit, like an application or anything else that you are using to dissipate that information. Anyone else? Anybody else first?

Okay, I want to tell you In Qimero we are all young people We have four young people Four guys And we are two women who are the co -founders So at the first time when we started to pilot To validate our problem We built all the solutions between my parents Between the farmers directly who needed the solution We started with asking them What do you need? What do you want? What are your biggest problems in the moment? How much is available to pay someone for your products? All the necessary things for this Because I guess if you know the problem If you try to understand the problem Between the... First of all, persons related with your solution, it could be easier to be the better solution or to pilot again and again with them. So we start with this way to pilot and we have implemented in all the building of the actual solution that we have. Because farmers are very special, I would say, users. Because if you say, I give this tool for you and they could say, but I don't need it, I don't want it, it will be very amazing. But if it isn't needed for me, I am going to use it. I am not going to use it and you can lose time, money and too much. Things that will be very important to understand before that you give all the information. And we want to implement our solution to in another part, starting with daughters or son farmers, because we have understanding that if you pay all the family and all the growth familiar group in give or receive the solution that you give them, it could be easier because it will be a tool for your enterprise family and your enterprise countryside or growth.

Yeah, I'll be quick. Just wanted to mention very, very similar to your story. Something that we had a chance to work on was deforestation and to predict. like actually to see back in history where deforestation happened in a certain place. And something to understand for this is looking at a lot of satellite pictures. We were sitting at a lab, a lot of people who really had not a lot of contact with how deforestation looks like or what is happening on stage at the time. So we connected with a couple of people who have lived, who either had an accident and had their forest burned or people whose forests were stolen were turned into farms. And after that, we're talking to them, trying to understand the soil, trying to understand every single small thing so that after that, we are able to turn all of this information into variables and models. Because otherwise, no matter how much literature you read, you're not able to understand how does the soil change after deforestation. And it just leads to false solutions.

That's a very interesting question. Thank you so much. So definitely international cooperation is very, very important. So we can still have enough data. We can make good models. We also need finance, as you mentioned, to make sure that the countries have the sensors so we can get that data. We need the people that can manage the sensors. We need to have the professionals to do that, and that is a challenge in many, many parts of the world. So I think that it's very, very important what you're raising here. One of the main things that, like, we should do is definitely raise this. worry and trying to like integrate other parts of um the chain into into like these solutions so for example uh at wmo at the world meteorological at the wcrp the world climate research program we're trying to get uh also uh partnerships or support with foundations with companies that are my they they use our information for free right because as long as we are a unorganization we have to produce the information for everyone so every country every person can use it but like if we don't have the resources to produce that then like the most vulnerable people are always the ones who are going to suffer the most so we need to make sure that like we can have more data more information and that we can still have in the highest standards on this like robustness of information so we can advance on our objectives for for example early warnings for all i don't know if you if you know what is an early warning can you raise your hand if you know what is an early warning okay most of the people know an early warning is is basically like um an alert to tell people that something can happen so they can prepare before that happens so if there's gonna be a flood or a fire like countries should be able to tell their citizens that hey you need to leave or you need to protect your house in this way or you need to uh i don't know build something so uh if we are able to like keep having the tools the resources and we are able to like find this cooperation now not only within the countries but also with the private sector and other actors uh we we will be more successful on like providing the services information and the tools so people can take the right decisions on time someone would like to add on

Just a small note on the security. I had just a small collaboration with Ocean Data, and I feel like just because it's very fragile, a lot of countries are trying to make sure that it doesn't end into the wrong hands. So every single time when we work with a country, we have to make sure that we are using it for a certain purpose, as Carlos mentioned. So security would be a huge part to take in mind.

The knowledge base confirms that WMO has 193 member states and territories and that it is a UN specialised agency dedicated to international cooperation and coordination on weather, climate, water, and related Earth system data exchange [S106]. It also notes WMO facilitates the free and unrestricted exchange of such data and information [S110].

This is consistent with broader material in the knowledge base stressing the importance of understandable and accessible communication of science for public trust and action [S24]. WMO-related material also highlights the full value chain from observation and modelling to warnings and communication to the public, including via phones and computers [S18].
