Use of proxy avoidance tools restricted in Russia

The BBC reports that a new law which restricts the use of proxy avoidance tools, including virtual private networks (VPNs) and anonymisers came into force on November 1 in Russia. According to the article, this raises the concern that it will become more difficult for netziens to avoid Internet censorship. However there are different nuances to this law, for example, from similar laws in China, and how this affects VPNs and ISPs, not just end-users.
