Third committee of the UN passes 8 resolutions including the draft Cybercrime Convention

UN’s third committee passed 8 resolutions to the UNGA for voting including the Cybercrime Convention among others.

The third committee of the UN passed 8 resolutions, including the draft resolution “UN Convention against Cybercrime” (A/78/986). The resolution was approved without a vote, as amended, and will open for signature in Hanoi in 2025 and later at UN Headquarters in New York until 31 December 2026. Key points include:

  • Encouraging Rapid Ratification: The General Assembly urges States and regional organizations to sign and ratify the Convention promptly for its swift entry into force.
  • Technological Updates: The Conference of States Parties is tasked with monitoring technological developments in cybercrime and recommending actions.
  • Protocol Negotiations: The Ad Hoc Committee will continue drafting a protocol addressing additional cybercrime offenses.
  • Human Rights Concerns: Some delegations warned the Convention should not justify human rights abuses or suppress freedoms under the guise of cybercrime enforcement.
