State of the Union 2016: EU telecoms rules

The European Commission is proposing an ambitious overhaul of EU telecoms rules. This was announced during President Jean-Claude Juncker’s State of the Union 2016 address. The Commission presented a WiFi4EU programme, 5G Action Plan, and Electronic Communications Code. The WiFi4EU programme will support all interested local authorities in deploying free Wi-Fi connections in and around public buildings, health centres, parks or squares; Eur120 million will be dedicated for this initiative. The 5G Action Plan foresees a common EU calendar for a coordinated 5G commercial launch in 2020. The Electronic Communications Code should help build future networks. The code includes an increased competition and predictability for investments, stronger consumer protection, a safer online environment for users and fairer rules for all players, and a better use of radio frequencies.
