In 2019, Russia proposed a cybercrime treaty in the Third Committee, facing opposition from EU states, the US, and Canada. The resolution passed in the General Assembly with 79 votes in favor, 60 against, and 33 abstentions. Both sides launched lobbying efforts targeting undecided countries. While Russia claimed support from non-Western nations, the pro-Budapest group noted the narrow margin.
