Philippines: House of Representatives approve prohibiting child sexual abuse

The House of Representatives in Philippines has approved a bill that prohibits all forms of sexual abuse or exploitation of children. The House Bill 10703 or the “Anti-Sexual Abuse or Exploitation of Children” was unanimoulsy approved by the lower chamber, amending Republic Act No. 9775 or The Anti-Child Pornography Act of 2009.

Measures introduced in this bill include, requirement of internet intermediaries and other internet service providers or payment service providers to block, take down or remove websites that facilitate offenses against children; create an inter-agency body that will supersede the inter-agency council on anti-child pornography to addres child sexual abuse both offline and online.

For reconciling both versions of Congress’ upper and lower chambers, a bicameral conference committee will be formed, comprising of Deputy Speaker Michael Romero, representatives Cheryl Deloso-Montalla, Yedda Maria Romualdez, Evelina Escudero, Lawrence Fortun, Joy Myra Tambuntin and Arlene Brosas.
