India’s telecom regulator exploring models for free data

India’s telecom regulator is exploring options to provide free Internet without violating net neutrality rules. Trai’s Consultation Paper on Free Data explores three models: a toll-free platform for users where browsing will be free; a scheme in which consumers prepay for the service but are then reimbursed; and applications that offer users ‘recharge’ incentives. A pre-consultation paper is expected to be released by the end of the month.
