The Europol Innovation Lab published its first report on the impact of ChatGPT on law enforcement. The report addressed the potential misuse of large language models (LLMs), such as the ChatGPT, and provided recommendations for their prevention.

The Europol Innovation Lab aims to assist the European law enforcement community in developing innovative solutions for their investigation with the help of emerging technologies. In response to the development of the Artificial Intelligence (AI) chatbot, ChatGPT, the Europol Innovation Lab published a report on its potential misuse. The report states that the AI chatbot is being used for fraud, impersonation, and social engineering, while it is found that ‘the safeguards preventing ChatGPT from providing potentially malicious code only work if the model understands what it is doing.’

As such, it is recommended that awareness of the misuse of large language models (LLMs), such as the ChatGPT, is raised among law enforcement agencies. Additionally, law enforcement officers should be trained on how to effectively use AI models, while also exploring possibilities of customizing LLMs to the need of law enforcement agencies.
