EU telecom regulators produce guidelines on implementing net neutrality

BEREC, a body comprising of the EU’s 28 telecom regulators, published draft guidelines on the implementation of new net neutrality rules. The EU agreed on new net neutrality rules last year, yet these rules allow for certain grey areas, for example when it comes to zero rating, ‘leaving regulators in a bind‘. BEREC’s guidelines now state that regulators should make the decision of whether zero-rating is allowed ‘depending on the market share of both the operator and the company providing the free content.’ The draft will be open for comments of stakeholders until 18 July.
