Development key theme during WSIS+10

As can be read in the WSIS+10 Summary Report, development was one of the underlying themes at the WSIS+10 conference, last week in New York. Almost all policy statements referred to the important connection between WSIS outcomes and the Sustainable Development Agenda. Other development themes were also amply raised:

  • Many digital divides were mentioned, mainly between developed and developing states, rural and urban areas, and men and women, as well as the inclusion of vulnerable groups, such as the elderly, the disabled, or cultural minorities.
  • The importance of access was agreed upon, although countries noticed different prerequisites, ranging from an emphasis on infrastructure to the need for an enabling environment.
  • Discussion on capacity development took two main directions: traditional development assistance and the creation of a culture of cybersecurity. Education plays a role in both.
