The Commission on Crime Prevention and Criminal Justice (CCPCJ) resolution updates the mandate of the Intergovernmental Expert Group (IEG) restarting the expert group meeting (EMG) on cybercrime. Essentially, the CCPCJ guides the activities in the field of crime prevention and criminal justice, and it is the governing body of the UN Office on Drugs and Crime (UNDOC).

Russia has sought to advance a UN cybercrime treaty since the 2010 UN Crime Congress in Brazil, challenging the Budapest Convention’s dominance. Despite initial efforts through the CCPCJ’s EGM, divisions persisted between pro-convention allies and Western nations opposing a new treaty. The 2013 UNODC cybercrime study suggested a new convention but faced significant resistance, stalling EGM meetings until 2017. Pro-Budapest countries delayed further progress with procedural tactics and a prolonged working plan.
