Canadian government preventing Apple and Google to work with provinces

The government of Alberta has introduced a contact-tracing app in May 2020. In order to be fully functioning, this app needs an update which requires co-operation from Apple and Google. According to Alberta Premier Jason Kenney, the Canadian federal government has told Google and Apple not to work with provinces on tracing apps. The reason for such a demand is that the federal government is working with both Apple and Google to develop a national contact-tracing app.
