The Digital Agenda of Paraguay (Agenda Digital de Paraguay) is a comprehensive national strategy aimed at leveraging information and communication technologies (ICT) to drive digital transformation across the country. Spearheaded by the Ministry of Information and Communication Technologies (MITIC), this initiative seeks to modernise public administration, enhance citizen services, and foster economic development through digital means.
Overview
Initiated in 2011 with the approval of the National ICT Master Plan (Decree No. 7706), Paraguay’s digital transformation journey has evolved over the years. In 2018, the country secured a $130 million loan from the Inter-American Development Bank (IDB) to implement the Digital Agenda Support Program (Project PR-L1153), which is set to run until 2025. This program serves as the action plan for Paraguay’s Digital Transformation Strategy, aligning with the broader National Development Plan 2030.
Strategic pillars
The Digital Agenda is structured around four key components:
- Digital government: Aiming to create a transparent, efficient, and citizen-centric public administration by digitising services and processes.
- Digital economy: Promoting the adoption of digital technologies among businesses, encouraging digital entrepreneurship, and developing a workforce skilled in ICT.
- Digital connectivity: Ensuring widespread access to high-speed internet and quality telecommunications services to bridge the digital divide.
- Institutional strengthening: Enhancing the operational capacity of public institutions through the integration of ICT, thereby improving service delivery and governance.
Key initiatives
- Digital identity and citizen portal: The government launched a unified portal, paraguay.gov.py, enabling citizens to access over 200 online services. As of August 2022, more than 400,000 individuals had registered for digital identities, facilitating seamless interactions with state entities.
- Educational connectivity: Efforts are underway to provide schools with the necessary infrastructure, including internet connectivity and digital tools, to integrate ICT into education.
- Open innovation and sectoral projects: The Digital Agenda supports co-financed projects aimed at digital transformation across various sectors, fostering innovation and improving public services.
