The ‘5G For Romania’ Strategy
June 2019
Strategies and Action Plans
The 5G Strategy for Romania lays out a detailed plan for the deployment and integration of 5G technology into the country’s infrastructure and economy. It highlights the transformative potential of 5G in enabling Romania to strengthen its technological and economic competitiveness while improving the quality of life for its citizens.
Vision
- Boost economic transformation: Leverage 5G to foster industrial applications such as connected vehicles, smart agriculture, and advanced healthcare.
- Improve community life: Increase the competitiveness of Romania’s products and services and enhance daily connectivity for citizens.
Objectives
- Rapid deployment: Launch 5G services quickly, achieving coverage in urban areas and along transport routes by 2025.
- Reducing deployment barriers: Streamline regulatory frameworks and infrastructure requirements to accelerate development.
- Promoting new applications: Encourage innovation through pilot projects and collaboration among key stakeholders.
Romania’s strategy emphasises leveraging 5G technology to facilitate the country’s transition into the Fourth Industrial Revolution. It recognises 5G as more than just a communication improvement—it is seen as a foundational technology for innovations such as connected vehicles, precision agriculture, industrial robotics, and remote healthcare.
Key actions outlined in the strategy include optimising spectrum allocation for smooth operation by assigning bands like 700 MHz and 3.4–3.8 GHz. A major focus is placed on preparing physical and digital infrastructures by enhancing fiber-optic networks and ensuring compatibility with small-cell technology to support the higher capacity demands of 5G.
To support the rollout, Romania aims to update its legislative framework. This involves simplifying the approval processes for construction permits and harmonising regulations with EU standards. Additionally, 5G will be integrated into public safety and emergency systems by 2025, enhancing disaster relief capabilities.
The implementation plan includes an action roadmap with clearly defined phases. Financial requirements are estimated at €2.3 billion, and progress will be closely monitored through benchmarks and evaluation mechanisms. By encouraging public-private partnerships, the strategy also aims to foster innovation and experimentation in the application of 5G across industries.
The strategy anticipates a significant impact from 5G. It is expected to create thousands of jobs and boost productivity in sectors such as healthcare, logistics, and manufacturing. The adoption of 5G will also promote the use of IoT devices and automation in agriculture, energy, and public services, further enhancing Romania’s competitiveness on the global stage.
Through strategic planning, collaborative partnerships, and robust implementation efforts, Romania seeks to position itself as a leader in digital connectivity, aligning its vision with the goals of the European Gigabit Society.
