Niger’s National Cybersecurity Strategy (2023–2027) is a comprehensive framework designed to ensure a sustainable and effective digital transformation while bolstering confidence in information and communication technologies (ICT). Adopted by the government on 27 December 2022, this strategy outlines key objectives and initiatives to enhance the nation’s cybersecurity posture.
Strategic objectives
The strategy focuses on four main objectives:
- Enhancing legislative and institutional frameworks: Strengthening laws, regulations, and institutions to protect digital users.
- Securing critical national infrastructure: Building the capacity of operational structures and human resources to safeguard essential infrastructures.
- Building trust in ICT usage: Developing mechanisms to prevent, detect, and address cyberattacks, thereby improving security and user confidence.
- Promoting cybersecurity partnerships: Enhancing national, regional, and international cooperation through public-private and public-public partnerships.
Implementation Measures
To achieve these objectives, the strategy includes the establishment of:
- National Cybersecurity Center (CNAC): A dedicated institution that oversees and coordinates cybersecurity efforts.
- Central Digital Investigation Laboratory: A facility equipped to conduct thorough digital investigations and support law enforcement in cyber-related cases.
Alignment with regional and international frameworks
The strategy aligns with Niger’s 2022–2026 socioeconomic development program, the ECOWAS regional cybersecurity and cybercrime strategy, and the African Union Convention on Cyber Security and Personal Data Protection, ensuring coherence with broader regional and international cybersecurity efforts.
