The Jordanian Digital Inclusion Policy 2025 is a national policy developed by the Ministry of Digital Economy and Entrepreneurship (MoDEE) to ensure that all individuals in Jordan, regardless of their location, socioeconomic status, age, gender, or abilities, have equitable access to and participation in the digital ecosystem. This policy builds on Jordan’s National Digital Transformation Strategy 2021–2025 and aligns with broader goals of economic modernisation, public sector reform, and international development frameworks like the UN sustainable development goals.

Policy foundations and principles

The policy is grounded in principles of digital equity, justice, and rights, with a strong focus on vulnerable groups such as persons with disabilities (PWDs), the elderly, women, youth in rural areas, and low-income populations. It promotes the view that digital inclusion is not just about connectivity, but also about skills, affordability, accessibility, and active participation in a digital society.

Objectives

The main goals are to:

  • Ensure fair and inclusive access to digital government services
  • Close the digital divide between urban and rural areas
  • Improve digital skills and training across the population
  • Create economic opportunities, particularly in underserved regions

Strategic pillars

The policy is implemented through five interconnected pillars:

  1. Legislative and regulatory environment: Modernising laws to support digital transformation, including regulation of blockchain, digital identity, and universal service obligations.
  2. Infrastructure, accessibility, and connectivity: Expanding digital infrastructure to underserved areas, supporting shared network infrastructure, and ensuring broadband affordability.
  3. Digital services and social entrepreneurship: Enhancing digital government services, supporting startups and entrepreneurship through Future Stations, and promoting e-participation.
  4. Digital skills: Providing tiered digital literacy programs tailored to different communities, integrating digital education into schools, and enabling financial and digital literacy.
  5. Awareness, culture, and protection: Promoting digital awareness through campaigns and accessible materials, particularly for PWDs and the elderly, while fostering trust in digital platforms.

Implementation and monitoring

All government authorities are tasked with executing the policy. MoDEE leads implementation, monitoring, and updates in collaboration with other ministries, private sector partners, NGOs, and international donors. Future Stations play a central role in local community engagement, training, and service delivery.

This policy represents Jordan’s commitment to building an inclusive digital society that leaves no one behind, promotes social and economic equity, and supports sustainable national development through technology.
