The paper tackles trends in emerging technologies such as big data, robotics, and Internet of things (IoT), and identifies challenges, namely, the lack of infrastructure, a trained and skilled workforce, scalability, and funding faced by developing countries. It then goes on to propose a strategic framework for responding to the 4th industrial revolution, which focuses on capacity building, technology incubations, scientific development, and policy-making.
