The Agenda Digital 2030 is a strategic framework developed by the Dominican Republic to drive digital transformation and economic growth through technology. It aims to enhance governance, connectivity, digital education, cybersecurity, and economic development. Below is a detailed breakdown of the agenda:
1. Vision and objectives
The agenda seeks to:
- Improve the quality of life through digital inclusion.
- Accelerate economic recovery post-COVID-19.
- Enhance productivity and national competitiveness.
- Promote digital skills for better employment opportunities.
- Foster transparency and public engagement.
2. Key strategic pillars
The agenda is structured into five main axes and two transversal areas:
A. Governance and regulatory framework
- Develop legal and institutional mechanisms for digital transformation.
- Improve coordination between government entities.
- Strengthen data protection and cybersecurity regulations.
- Promote digital rights and citizen participation.
B. Connectivity and access
- Expand broadband access across the country.
- Reduce the digital divide between urban and rural areas.
- Ensure affordability of internet and digital devices.
- Enhance infrastructure for digital inclusion.
C. Digital government
- Modernise public services through technology.
- Improve administrative efficiency and transparency.
- Enable digital identity and interoperability among government agencies.
- Strengthen e-governance and open data initiatives.
D. Digital education and skills development
- Integrate digital tools into education at all levels.
- Promote digital literacy and lifelong learning.
- Upgrade ICT curricula in universities and vocational training.
- Support research and innovation in technology.
E. Digital economy
- Encourage digital entrepreneurship and startups.
- Develop the financial technology (fintech) sector.
- Expand e-commerce adoption and digital payment solutions.
- Facilitate innovation in the private sector.
3. Transversal areas
- Cybersecurity – Implement robust security measures to protect critical infrastructure, personal data, and digital transactions.
- Technological Innovation – Support research and adoption of emerging technologies such as AI, blockchain, and IoT.
4. Implementation and monitoring
- The agenda is managed by the Digital Transformation Cabinet, which includes government, private sector, academia, and civil society.
- Performance is tracked through key indicators such as internet penetration, digital literacy rates, and e-government services.
- The strategy is aligned with international frameworks, including UN Sustainable Development Goals (SDGs) and regional digital strategies.
