EU Cyber Diplomacy Toolbox

The Cyber Diplomacy Toolbox (DPT) is a framework developed for a joint EU diplomatic response to malicious cyber activities. It would cover issues such as conflict prevention, the mitigation of cybersecurity threats and greater stability in international relations.

Potential EU diplomatic responses include the full range of measures within the Common Foreign and Security Policy, even restrictive measures if deemed necessary. Such responses would also be proportionate to the scope, scale, duration, intensity, complexity, sophistication and impact of the cyber activity.
