EU Council Conclusions on a Framework for a coordinated EU response to hybrid campaigns

The European Council acknowledged that state and non-state actors are increasingly deploying hybrid tactics in a manner that poses threats to the security of the EU. The Council further concluded on the need to develop a framework to coordinate response to such hybrid campaigns.
