Looking ahead, she said countries should invest not only in infrastructure but also in the quality of the data that supports planning, using tools such as broadband maps, single information points and integrated platforms like CPP . She also stressed that meaningful connectivity should not be measured by kilometres of fibre or numbers of base stations, but by the opportunities it creates for people .

Kelly Ommundsen of the World Economic Forum focused on how partnerships should be designed . She described connectivity as a collective action problem that no single bank, operator or government can solve alone . In her view, effective partnerships require three things: a shared understanding of the problem, alignment of incentives and trust over time . A trusted evidence base helps stakeholders stop debating facts and work on solutions together, while aligned incentives are needed because governments, development banks and operators each have different objectives that must reinforce rather than undermine one another . She also argued that connectivity planning is not a one-off exercise, because markets, populations and technologies change, so partnerships need continuity, shared accountability and repeated engagement . She concluded by stressing that connectivity is a means to outcomes such as education, healthcare, entrepreneurship and economic opportunity . In her later forward-looking recommendation, she urged countries to “institutionalise data-driven partnerships”, arguing that data only becomes valuable when there are systems and capabilities to organise, validate and use it transparently and sustainably . She also linked this to AI and broader digital readiness, saying that trusted data underpins not only connectivity planning but wider digital opportunities .

In the final round, Suardiaz asked each speaker to identify one action that could help countries make smarter connectivity decisions over the next five years . Mathlouthi said the hardest segment of the connectivity challenge still lies ahead and that there is no single solution, only collaboration through shared data, information, designs and supply-chain knowledge . He suggested CPP could evolve into “a social network for infrastructure planning” or a shared platform for exchange and collaboration . He also said CPP can generate practical benchmarks from multiple projects, such as typical labour costs for digging fibre, which can help governments assess operator cost estimates more critically when allocating subsidy funds . He said these benchmarks helped one government review operator margins more carefully and free up funds for broader deployment . Suardiaz reinforced the people-focused dimension of the discussion by noting that technical experts can become too focused on engineering metrics and overlook broader exclusion, including exclusion from emerging technologies such as AI . Moroni added that sectors beyond telecoms, including postal and logistics systems, hold valuable datasets that are often siloed but could improve infrastructure planning and the wider enabling environment for digital services if integrated .

Audience questions focused on sector relevance and data governance . In response to a question about which sectors or industries beyond telecoms might lead CPP use, Mathlouthi said current user groups include development banks, regulators and operators . He said development banks are using CPP within decision-making workflows for loan de-risking in infrastructure, regulators use it for national planning and universal service fund decisions, and operators are being brought into a shared user community . He added that ITU is considering future expansion towards ministries of finance and economy through a module that could estimate GDP and wider economic effects . Moroni responded to the same question by again pointing to postal networks and their role in financial services, e-commerce and e-government .

A second audience question raised concerns about data quality, standards, transparency, safeguarding and sovereignty in CPP . Suardiaz replied that standards are more mature for some infrastructure types than for others, with fibre data more standardised than mobile network data . He said CPP therefore defines its own dictionaries, distinguishes between mandatory and optional parameters and validates whether uploaded datasets contain the required columns and values before they are ingested . Where data is missing, CPP may use averages or estimates, but users can overwrite those assumptions manually when better information is available . Mathlouthi added that the team has already published an open fibre data standard developed with the World Bank and the Internet Society, using an open JSON description and supporting Python scripts, and said the intention is to move towards similar standardisation for other ICT technologies as well . Picking up on Mathlouthi’s analogy, she suggested CPP could become richer and more valuable as more users and institutions contribute to it, evolving from a platform into a broader ecosystem . The closing video reinforced the same message: digital infrastructure is about access to learning, healthcare and opportunity; planning without evidence leaves outcomes to chance; and CPP does not build infrastructure itself, but helps build better decisions so that connectivity can deliver public value .

So before I introduce myself and I introduce the rest of the panel here, I would like to hear some opening remarks from Archana Gulati on behalf of the BDT director. Over to you, Archana. Thank you.

Good morning, everybody. I will deliver these remarks on behalf of the director of the ITU Telecommunication Development Bureau, Dr. Cosmos Lakisan Zavazava. Unfortunately, he has other pressing parallel official engagements and is not able to join this session. I hope you can hear me well. Excellencies, distinguished colleagues. Partners and guests, it is a pleasure to welcome you to this panel discussion on the Connectivity Planning Platform. As you know, significant progress has been made in expanding digital infrastructure and services, but an estimated 2 .2 billion people around the world remain unconnected. Closing this gap is one of the defining challenges of our time. But connecting the unconnected is not simply a question of building more infrastructure, as if that in itself connects people. As networks expand and digital demand grows, decisions about where, how, and when to invest become increasingly complex. Governments, regulators, operators, development partners, and investors all need reliable evidence to understand where the gaps exist, to identify underserved communities, and prioritize resources where they can have the greatest impact. That is why data, one of the most important enablers of meaningful connectivity. When transformed into actionable insights, data helps decision makers move beyond assumptions and towards evidence -based planning. It allows stakeholders to better understand the connectivity landscape, assess different technology and investment options, and develop targeted strategies that maximize both impact and sustainability. The connectivity planning platform was developed by ITU to support exactly this objective. It was launched by the director of the BDT at the Global Symposium for Regulators in May to supplement ITU's new digital readiness framework. The platform brings together information on population distribution, network coverage, infrastructure assets, connectivity demand and other key indicators, and thus provides a comprehensive view of connectivity ecosystem. It does enable stakeholders to make more informed decisions, strengthen coordination, and direct investments where they are most needed. There could be no better illustration of how the value of data lies not merely in its collection, but in its ability to improve outcomes. Better data leads to better planning, better planning leads to better investment decisions, and better decisions help accelerate progress towards universal and meaningful connectivity. Today's panel brings together experts and practitioners working in the field. They are using data -driven approaches to support connectivity planning and digital transformation. I look forward to hearing their experiences and lessons learned, and perspectives on how we can continue turning data into decisions that help connect the unconnected. Thank you. I work at Ericsson, heading up a program about digital education called Connect2Learn, and as well teaming up with ITU in the co -development of the connectivity planning platform. Okay, so as Archana mentioned, today's session is about demonstrating how data, which has to be trusted, collaboration, we'll be talking about those partnerships I just mentioned, we're co -developing with ITU, the CPP, and it's super important when we mix both private and public institutions. And finally, evidence -based planning. All three are super important to enable countries to make smarter connectivity decisions. Those decisions will help to prioritise investments, and those investments ultimately will accelerate what we want, which is universal and meaningful connectivity, right? So that's a little bit the whole idea. The idea behind the connectivity planning platform. So from data, we can get better evidence. From better evidence, we can take better decisions. meaning better investments and from there better connectivity that's a little bit the the narrative that we're discussing a little bit today so we're going to break down the whole issue into smaller areas and maybe we can start with data which is sort of the foundation for not only for cpp but for many other areas and places where decisions need to be taken right so data has to be accurate has to be trusted and is sort of the foundation always for for better planning so i can start maybe with you nino online what is your view how does evidence and and data support

All right. Great. Thank you. First of all, thank you very much. It's a pleasure to join you from Georgia and I'm sending my best regards to sunny Geneva. I've heard that the weather is really nice there currently after surviving the heat wave. So I'll be speaking about Georgia's perspective, of course, and I would like to start by underlining that for Georgia, connectivity is a strategic enabler of our broader digital transformation and our ambition to position the country as a regional digital hub linking Europe and Asia. And at Comcom, we see evidence as the foundation of connectivity policy planning and as a foundation. of effective regulation in general. Decisions on broadband deployment, infrastructure investment and digital inclusion should be, of course, based on reliable data, not assumptions. And in Georgia, at COMCOM, but in Georgia in general, we are implementing several initiatives that strengthen this evidence base. COMCOM, we as the regulator for telecommunications, are working on developing a national broadband map, which will provide a comprehensive picture of broadband availability across the country. We have also established a single information point, but are working on further fine -tuning this instrument, and it will be bringing together information on existing physical infrastructure to facilitate network deployment, improve transparency, and of course, reduce the deployment costs. And these initiatives I mentioned, they complement the flagship Logging Georgia project, which is being implemented by the Comcom. And this is a project that is being implemented by the government of Georgia with the support of the World Bank and the European Investment Bank, and it aims to expand high -speed broadband. broadband infrastructure, particularly in underserved and rural areas. And to maximize the impact of such investments, it is, of course, very important to understand not only where the infrastructure exists today, but also where the greatest needs and opportunities lie. And this is why our cooperation with the International Telecommunications Union has been particularly valuable. And COMCOM was very honored to be among the regulators to participate in the testing phase of the connectivity planning platform. It allowed us to provide practical regulatory feedback, but also some technical feedback, while at the same time we had the possibility to explore how integrated data sets can support smarter national planning. And platforms such as CPP help us, help the regulators and the governments, move beyond fragmented information by bringing multi - data sets together into one analytical framework. This creates, of course, a common understanding among regulators, ministries, operators, development partners, making coordination easier and policy decisions, therefore, more transparent. And as a result, trusted evidence strengthens public policy. It increases, of course, investor confidence, and we believe it helps ensure that connectivity investments generate the greatest possible social and economic impact.

Thank you very much, Nina. That was great. All right. Maybe, Walid, I'm continuing here with you. Nina touched on data sets. We've been having a lot of discussions about different types of data sets that the connectivity planning platform is using, right? Could be. Could be. infrastructure data sets such as radio sites, fiber nodes, could be the terrain to see if we have line of sight, the population density to understand where's the highest demand. It could be, yeah, a lot of different sources of information and data, right? And my question to you then is how does CPP help countries to bring all these different sources of information together?

Thank you, Gonzalo, and good morning, esteemed colleagues. First of all, it's a pleasure to be here within this panel to talk about our work within ITU and particularly the CPP. So data is the key, as we just heard from Nini. It can change, make or break, the business case. And when we try to dig into the different data sets, we found ourselves into like a data operations situation. So DataOps is quite critical to support all the CPP visualization and dashboard and insights. So when we started looking at the infrastructure data, we realized that there are many issues across the different operators and across the different practitioners. First of all, data is not necessarily validated. So the data quality is not always in place. So meaning, for example, if we look at the location of a government office, Most often than not, we find that in the ocean or in some areas that didn't make any sense Outside the boundaries of the jurisdiction or outside the boundaries of the country And this is just a simple example of a lat -long piece of data that hasn't been captured correctly Of course, the problem is deeper than that Of course, describing where the fiber line is, where the fiber node is, where the particular tower What are the attributes of that tower, what kind of antennas are on that tower, etc. So the problem is across all the different pieces of infrastructure So we need a data validation pipeline, which we implemented So if you sign up for your CPP account, CPP comes with A data validation pipeline, which we implemented And a free back -end data validation platform. So we developed many algorithms to look at the data and validate it automatically. So you can bring in your data in CPP and upload it. And on the back -end of that, all the validation work will be done for you. And the data will be cleaned. You will see clearly which ones are validated, which ones need further investigation, et cetera. So that's one piece, which is data quality. After the data quality, the other interesting challenge that we witnessed is the exchange of the different pieces of information across operators, across countries, across different institutions in the same government, from the regulator to the other ministries, et cetera. So we quickly found ourselves. We were in a situation where we needed. We needed to be able to get the data. to define dictionaries and kind of harmonize the way we describe the infrastructure. Operator A can describe a tower with its antennas and its power supply, et cetera, in a certain way. Operator B can do it in a different way, and that prevents them from being able to exchange the information seamlessly. So, CPP has implemented dictionaries that harmonize and present clear definitions of how you describe every piece of infrastructure. That comes in also baked within your CPP account. So, there are ways and algorithms to do the validation, make sure that the data is harmonized and described in the same way across the different practitioners and the different, the different users of CPP. So these are multiple touch points on the DataOps pipeline that we tackle in CPP and that we hope to solve.

Thank you very much, Walid. Those were some very interesting points and challenges that we've been discussing since the beginning, right? Data validation, data harmonization, those are absolutely critical points, right? It reminds me of this visual of the Lego pieces. When you have them all, you know, you open your Lego set and everything is mixed. But then you can sort of start distinguishing by type of piece or by color. And you need to do that before you start building. And then ultimately you can sort of build your masterpiece, right? That's a little bit the foundational work we're doing with CPP today. And all right, so we covered that part, how, you know, data is the foundation. But then let's move on. Let's move into the next step, right, which is, okay. how do we turn evidence based on the data into decisions, right? And maybe, Juan, we can hear from you about how can information from existing public infrastructure enrich national connectivity planning? Thanks.

Brilliant. Thank you so much. And thank you to ITU for the kind invitation. So I think actually Nidhi mentioned something that resonates perfectly with what we are advancing with the CPP team. She actually mentioned that they are mapping existing physical infrastructure in order to reduce the digital infrastructure deployment costs. So that's basically exactly what we from the Universal Postal Union are doing with the CPP. And we started this work a couple of years. Ago, we went for. all this, let's say, data pipeline, we are now working towards developing a more comprehensive collaboration framework in which we will not only look at concrete deployment at a country level, but we will also be working in data integration, which was also one of the key points that were mentioned here. Just to mention one concrete case in which we actually leverage the data in order to inform digital infrastructure deployment is that in one country we were working with the government and they wanted to connect exactly 10 post offices. And so we work with the CPP team in order to do this, let's say, initial estimates on how these 10 points of interest can actually be connected and also, let's say, what the estimated cost to connect them would be. And this is not just about, let's say, connecting these points of interest. It is about actually extending the digital infrastructure network in order to bring communities online. So from this experience, what was very interesting was maybe two key points. One was that the evidence actually helped us inform the procurement process because we had a very, let's say, well -informed estimate on the cost of this deployment. So that was very important. And one additional point also was that through the evidence provided by the CPP, we could also estimate maybe how many, let's say, members of the community we would be able to connect. We could also reinforce the case for how much socioeconomic benefit these deployments could actually bring. which leads to the point that actually also Nini mentioned. So it's not about actually only reducing the deployment cost, but it's also about, let's say, reducing the investment risk. And we also do that, and I want to reinforce this point on the importance of the cross -sectoral collaboration in order to not only reduce investment costs, but also reduce the investment risks. And we have been working on this to see exactly how, well, from our side, the postal infrastructure can actually facilitate demand aggregation, but also ensuring that when we deploy connectivity, we actually facilitate access to meaningful digital services. Yeah, maybe. Actually, I'm very, very glad to see that the points all of the speakers raise resonates very well with what we have been thinking about in the background while developing the different initiatives. And maybe what I would like to add is that one important lesson from Georgia, which I can share with you, would be that for us, and I'm sure this would resonate with many of the speakers, or people sitting in the room, is that the connectivity is not solely a telecommunication. issue. And successful implementation requires cooperation between many, many different actors like regulators, ministries, infrastructure owners, local authorities, operators, international partners. And what we have seen throughout this last period is that data provides the common language for this cooperation. And when everyone works from the same evidence, planning becomes more coordinated, investment becomes more efficient, and this everything makes the implementation significantly easier. And this is exactly why working on such integrated tools are so valuable. And they help countries and partners strengthen both their technical capacity and their inter -institutional cooperation as well. Thank you.

Thank you very much, Nini. All right. Let's move on then to another of my favorite topics. I could also elaborate on it for a while based on my own experience and the collaboration we are having with the International Telecommunications Union. But I'd rather hear from someone else, in this case, Kelly, and the experience from the World Economic Forum as well about partnerships that enable action. So I'd very much like to hear from you. What is it that makes partnership most effective in digital infrastructure planning? Over to you, Kelly.
Kelly Ommundsen
Thank you so much. And just echoing my colleagues, thank you to the ITU for convening us. And we're thrilled to be here discussing this. I was, in fact, in Ankara and was there live when you launched the CPP. So it's very nice to see this journey. We've had many conversations in the leading months. So it's really exciting to see this come to life. So on your point about partnerships, ultimately, connectivity, as we heard from Nini, it's a collective action problem. There's no one. bank. There's no one operator. There's no one government who's going to solve this challenge by themselves. So how do we work together and build the right kind of partnerships in order to make this a living reality? And so at the World Economic Forum, that's really our bread and butter. And so I would perhaps point out really three sort of core characteristics that makes for a good partnership. So one, do we have a shared understanding of the problem? And I think Nini pointed this out quite well, too often times we're working from different data sets. And therefore, this leads to different assumptions and also different priorities. And so when we have a trusted evidence base, when we have the same kind of language, which Waleed was speaking to in terms of how do you discuss a tower? How do you discuss the right kinds of inputs? Therefore, we can stop moving from debating the facts. And in fact, what are we talking about? What are we trying to solve for? And we can actually start working on solving the challenge together. So it's super important. in terms of getting the fundamentals, getting the basics right. Secondly, partnerships work best when incentives are aligned. So we know that governments, they want inclusive development. If you look at some of the big multinational development banks, they want to be able to have measurable impacts. And, of course, the operators, in order to operate in the long term, need sustainable investment. They need something to be commercially viable. And we can pull any of these one levers, but we find the most successful partnerships are when actually we're finding things that hit the sweet spot. Where can we all come together and where can we have these things mutually reinforce one another? And so how do we have the right kinds of alignments around the key incentives that it's going to make this sustainable over the long term? Third, partnerships are really hard and they require trust and they require continuity over time. So connectivity planning, it's not a one off exercise. It's not that you can use the CPP once and you've checked the box and now you've solved the challenge. In fact, we know that, of course. In life, it's very dynamic that markets. evolve, populations change, there's all sorts of new technology that comes out all the time. And the strongest collaborations are built around this continuous dialogue, this shared accountability, and this trust that we build over time. And so that's why CPP is so valuable, because it doesn't replace policy or investment decisions. In fact, it provides that common evidence base that really helps partners to prioritize, it helps them to coordinate, and it helps them to move forward together. Because as we've heard, and it's been repeated by almost all of my colleagues, and I'm really heartened to hear that connectivity, it's not just about infrastructure. That is the base. And of course, that is the core. But ultimately, it's a means to an end. Connectivity is about enabling education, it's about enabling healthcare, entrepreneurship, economic opportunity, and partnerships succeed when we keep those core objectives at the center. And really, what are the challenges that we're trying to solve for. And so we keep our goals in mind, and we use this as an incredible tool for us to all align and get on board. I think that's where we'll see the greatest partnerships, and that's where we'll see the most meaningful progress.

Thank you very much, Kelly. Those were some very good points that resonate well with us. So shared understanding of the problem, definitely finding that sweet spot, right, making sure incentives are aligned, and that trust that you need to build, that shared accountability, that continuous dialogue. I mean, they're absolutely points that I vouch for. That's awesome. Camila, do we have the video available, or shall we? Yeah, awesome. So before I close up, then I'm going to ask a question. Maybe all of you want to answer on it. If not, we can start with whoever wants to break their eyes first. But I would like to hear from you if there's one single action that you can identify that you think could help countries to make smarter connectivity decisions, let's say, over the next five years, for instance. Who wants to start? Waleed, I see that you're looking at me there.

I mean, obviously, our primary driver and goal is to achieve universal meaningful connectivity by 2030, according to the SDGs. But, I mean, we know that the last part is the hardest to connect. And it is quite... It is quite challenging and we're trying to come together. There's no silver bullet. There won't be one single solution to kind of like bridge the digital divide here. So it has to be a collaborative effort, bringing all the partners together, having the same kind of marketplace for exchanging data, for exchanging information, for being able to exchange designs, supply chain numbers, et cetera. So one of the things that CPP is bringing forward here is that collaboration spirit, leveraging kind of, I would say, like a social network for infrastructure planning where we could opt to share a certain number of data or share insights out of that data, creating that marketplace, creating that spirit of exchanging information to help reduce the risk for these high -risk investment cases. So the other piece is also... So the CPP can bring forward these insights based on all the information that is being collected. So I can just give you an example. For the cost of labor to dig fiber, we're able to tell on average where that number sits because we're collecting information from various projects, from different partners that are submitting their information through their projects within CPP. So that gives us an idea about what does make sense and what does not. We've got instances where operators were asking for a much higher margin than what was expected, and the government was going to use universal service funds to subsidize that kind of deployment so we could... We came in and we were able to kind of like support. the government in making the decision about like the budget and reducing the risk for this so that we can free up more funds to expend and deploy more so yeah so i hope like we can create kind of a meta or a facebook for like infrastructure mapping kind of like coming all together i think that's the only way we can hopefully achieve universal connectivity

yeah thank you very much and i uh before i answer give you my position to that my view i like like the metaphor of Facebook for telecommunication maps. So I think it's a very catchy phrase. And next time I think about CPP or I talk about CPP to my colleagues or partners, I'll definitely use that. So thanks for that, Valit. I think it's a very good short explanation for it. So as for looking ahead, I believe it's very important also from Georgian perspective to invest not only in digital infrastructure for the next period, but also in the quality of data that supports infrastructure planning. Because as we agreed on and as all of the speakers mentioned, data is a common language. And it's very important. And that this language and the data is of high quality. And in addition, strong... tools that were mentioned, such as broadband maps, single information points, and integrated planning platforms like CPP, combined with close cooperation between regulators, governments, industry, and international partners like the ITU, will enable smarter decisions and more efficient investments. And one thing I also would like to mention, and I think Kelly very, very well outlined it, what we are speaking about while we talk about meaningful connectivity, it's important to note that meaningful connectivity is not measured by kilometers of fiber or by the number of base stations. What we speak about here is about the opportunities that the connectivity creates. It's for people. Thank you.

That's a very good point as well, right? Many of us are engineers here in the room, and then we tend to look into those numbers and those metrics while... And, you know, we should never forget the ultimate goal and what we're after here, which is the impact, right? And these days, the digital divide we're seeing is becoming just even greater when, you know, we're restricting access to, let's say, disrupting technologies such as AI to people who are not connected. So maybe that should be our lightning guide at all times. All right. Before I move on with some closing remarks, we're about to just I want to hear from Kelly or Juan. If they want to add anything, any other remarks, something that it's on your mind that you want to share on any of the topics we covered here today or.

Yeah, sure. So maybe just connecting a few of those threads, if I had to pick one priority, it's institutionalizing data driven partnerships. I mean, we know that every country and every company is generating more data than ever before, and that's only going to increase. But how do we actually turn that data into something that is able? To guide decisions that are transparent. Transparent. coordinated and actionable. If you have a bunch of data, but you don't have a way to organize it, if you don't have a way to validate it, then it's not going to be meaningful and useful. So when we think about the infrastructure, I also want us to take a step back and think about what is the other kind of enabling infrastructure, the softer pieces that we also need to be thinking about. So it's great to be investing in the subsea cables or in the satellites, but how are we also thinking about institutions, capabilities, skill, and the governance that actually enables the governments to be able to use this kind of data in a way that's going to be sustainable over time? So I would love us to think about this data -driven investment in really a holistic way. And we're going to be talking a lot this week, and you just mentioned it at the first time in the panel is around AI. And this is, of course, an important part of the conversation because when we talk about connectivity, we're not just talking about the basic. We're hoping to use it to be able to connect us to all sorts of other kinds of services and AI, of course, being a big one. But in order to have AI, you need good data. None of these frontier foundational models are going to work if you don't have high -quality trusted data. So really thinking at the core that CPP is really enabling countries to help unleash an entire value chain of potential opportunities. So I think it's really exciting. And for us to be able to keep this data -driven and partnership piece together is, if I could wave my magic wand.

And I think that I would add to it. So you have just mentioned this holistic approach. So I would reinforce the importance of actually tackling these issues from a cross -sectoral perspective, not only when it comes to data. Of course, we from the, let's say, the postal or wider logistics sector, we have a lot of data on actually, on national data. And all the movement of goods. But regretfully, now. the data sets are actually sitting in silos pretty much. And what we have been doing with the CPP team is actually trying to integrate, let's say, our data sets because they are ultimately complementary and they would enable much better informed decisions for not only deployment of the actual, let's say, digital infrastructure, but also looking into all the other components that have to constitute this enabling environment and, yeah, just reinforce the importance of this cross -sectoral collaboration. Yeah, I can quickly take that one. So the users, the audience for CPP, right now in the first phase of CPP, we have like the development banks where we're working in collaborations to help get CPP within the decision -making workflow for loan de -risking when it comes to infrastructure. So we help the banks get all those technical, technical details that they don't necessarily have access to. Of course, a big chunk of our users are the regulators who make the decisions about the universal service funds, who make the decisions about the plan of infrastructure at a national level. And then obviously the operators, the telco operators, the ICT deployment operators, where we're trying to build a community of various operators so they can exchange the information. So these are the main user personas at this stage. We're thinking of expanding to... Ministries of Finance and Economy, because we're planning to work hand -in -hand with... a module to estimate the impact, the overall impact on GDP and the overall impact of these connectivity projects on the economy. So hopefully that will bring us also to collaborate with ministries of finance and economists.

Thank you. Just very quickly to add on Wally's point, because you actually mentioned for example, financial sector entities, right? And maybe one point that I want to stress is that coming from the Universal Postal Union, it's actually the post no longer delivers letters. I think that we all know that. So now the postal networks are actually, let's say, not only public services delivery networks, but also the network is serving 1 .2 billion users with financial services. So when we work with the CPP, and this is also one very important point that I wanted to raise, is that when we collaborate with the ITU, we do not see connectivity as just, let's say, bringing internet. We see it more as a bundle in the sense that we always work on connectivity as an enabler of the deployment of digitally enabled services. And when we speak of services, we speak primarily of e -commerce, digital financial services, and e -government services.

Camille Jubek. I'm not an engineer. I'm a scientist. I'm based at the University of Vienna, but I'm also representing Codata. I'm co -chairing the task group on data quality. So it's actually very much related to that. I have several questions about... the data quality measures used at the CPP and also who sets the data standards that you adhere to. And it's all the question about the safeguarding, but it's also the question about transparency and sovereignty.
Moderator - Gonzalo Suardiaz
Maybe I can try to answer that question myself. So while it was touching previously on those data validation pipelines, so what we have observed is that different types of data have different standards. Like for Fiverr, for example, it's way more advanced, the way that ISPs who are providing Fiverr services can share their infrastructure data. When it comes to mobile network operators, for instance, Walid mentioned, right, there are a lot of different parameters. You have multiple technologies that you could support from 2G to 5G, and from 6G coming. You could be supporting 5G to 6G. You could be supporting several technologies at the same time. then you have the height of the antenna, you have the transmission power, you have polarization, there are so many different aspects. And one of the models that CPP calculates is the, so we have the cellular one and we have the point -to -point wireless, right? And for that point -to -point, and we're discussing wireless links, then we need to consider all those parameters for the free space path losses, right? And how many dBs will be lost because of the polarization that you're using, because of the transmission power, because of so many different aspects. So basically trying to keep the answer short, what we're doing is defining our own dictionary in terms of, okay, this is what CPP needs. This is the data set. This is how we define it. We create the dictionary. These are all the mandatory parameters that we need to have, and these others are optional, right? Because not always, let's say, and I'm not saying this is the case, but I'm not saying this is the case, but I don't know if it's, in this case, GIGA providing information about points of interest, which are schools. we may place an antenna on the rooftop of the school but we have no idea how tall that tower or that antenna will be right will we have line of sight when we don't have the information we need to take averages or estimate and say okay let's say two meters over the rooftop for instance and then we have already the terrain elevation but we always allow the user to input manually whoever is providing the data set will be able to overwrite that information and then provide the accurate value and then on top of that we have data validation as Walid mentioned so we make sure that before you ingest the data set into CPP it has all the columns all these parameters that I just mentioned that they are all filled and they are in the right order and then all the ones that are mandatory are there so once we have that then we can of course rely more or less on that data then of course there's always a possibility that someone inputs wrong data right but then of course then the likelihood is it's smaller I hope I answered your question in the interest of time I'm very happy to continue the discussion afterwards I'm going to be here for the rest of the day so very very happy to continue elaborating on it

but before I close 30 seconds we have a very thriving standardization sector and we're hoping to bring all this to our standardization sector to take it into standards but like that will require building the community around it so as a starting point we had like a project with the word bank and the internet society where we're publishing an open fiber data standard it's open data it's open source as well where we publish the JSON description of like how you describe a fiber link along with all the Python scripts that you need to use that so it's something that it's a it's completely transparent it's completely open We're trying to move forward and build a coalition in order to push it within a standardization pipeline, either ITU or any other standardization entity or organization could take that over. So we're fully open and transparent trying to push this thing. And we started with Fiber because, as Gonzalo mentioned, Fiber is much more mature than the other technologies, but we're hoping to kind of build it for all ICT technologies.

Thank you. I think this has been a really interesting discussion, and I'm sure the audience agrees. So one of the interesting things that Walid mentioned is that it's like a social network, and I'm just going to pick up on that. But before I do that, I think we all appreciate that this is one important tool because it's evidence -based policymaking, which maximizes impact given the fact that we want to optimize resources. I think no country in the world or the world. Itself cannot afford to waste resources. Resources are always finite. the number of people who are unconnected remains very large and the connectivity has to be meaningful as everybody mentioned which requires you to connect not just for the sake of connectivity but to be able to deliver the services that people need that citizens of countries need so that's great taking up from what Walid said about the social network it just struck me that because I deal a lot with digital regulation when you had the big tech companies they started off like platforms but they've turned into ecosystems so the connection between just pure telecom connectivity and the range of services that you would like connectivity to provide is a bit like that it's just a platform for messaging or just for meeting your friends which then becomes an entire ecosystem for you know conducting business financial services and you can you know you name it it's there think about apple or think about google or something like that so I guess that's the ambition of Walid. and all the best. And I think it will get richer the more you use it, just like platforms and ecosystems. The more you use it, the better it will get. The more people who join it, the better it will get. So all the best. And I think it's been a great discussion.
