Briefing for Geneva Permanent Missions: Just-in-time Course on Internet Governance

The briefing for permanent missions based in Geneva presented a just-in-time course on Internet Governance to be delivered by the newly-established Geneva Internet Platform (GIP) and DiploFoundation.

The course provided knowledge and skills for diplomats who follow Internet-related negotiations and processes (e.g. Internet governance, telecommunications, online human rights, e-commerce, cybersecurity, intellectual property).

The learning programme followed the current development of numerous policy processes and negotiations on Internet governance such as the Global Multistakeholder Meeting on the Future of Internet Governance (to be held in Sao Paolo, Brazil, 23 - 24 April 2014).

The course was delivered online, and was complemented by luncheon learning events every Thursday (13.00 – 14.00), when participants gathered at the Geneva Internet Platform premises to discuss the latest Internet governance developments in vivo, with IG experts.

A briefing session took place on February 2014 (17.00 – 18.00), World Meteorological Organization building, 2nd floor, 7bis, Avenue de la Paix.

WHO should participate

The course benefited diplomats who follow Internet governance and other Internet-related policy fields (e.g. telecommunications, human rights, cybersecurity, trade). While improving their knowledge on Internet governance, participants will also gain practical skills and knowledge to follow the actual IG processes.

WHAT will be taught

The course will cover the following issue areas:

  • Introduction to Internet Governance and Digital Politics (Digital Geo-Politics, Basic Terminology, Main Approaches and Policy Framing)
  • Infrastructure and Standardisation Basket (Internet Infrastructure, Internet Names and Numbers, Network Neutrality, Cybersecurity)
  • Legal Basket (Legal Instruments, Online Jurisdiction, Arbitration, Intellectual Property Rights, Cybercrime, Privacy and Data Protection)
  • Economic Basket (E-Commerce, Consumer Protection, Taxation, E-Banking, Digital Money)
  • Sociocultural Basket (Human Rights, Content Policy, Global Public Goods, Multilingualism)
  • Development Basket (The Digital Divide, Economic Models for Interconnectivity, Strategies for Overcoming Digital Divide)
  • IG Process (WSIS, IGF, ICANN)
  • Actors and ecosystem (ICANN, RIR, ISOC, UN, ITU, Regional Organisations, Governments, optionally: Business Sector, Other Stakeholders)

HOW will this work

The course will be delivered from 6 March to 8 May 2014, using a blended learning technique combining the dynamic exchange in an online classroom with lunchtime learning sessions at the Geneva Internet Platform (hosted by DiploFoundation).

Throughout the week, participants will interact using Diplo’s online learning platform. Every Thursday, face-to-face consultations will take place from 13.00 – 14.00. During the informal snacks, the teaching team will clarify pending issues from the online interaction, and discuss ongoing policy processes with participants.

COURSE FEES

The course fee is Euro 1000. It includes course materials, access to the online platform, tutoring and luncheon meetings. Limited number of scholarships will be provided for participants from developing countries with the support of the Swiss government.
