The country’s telecom market is dominated by operator EriTel, and without a public submarine cable landing station, EriTel’s internet connectivity relies on geostationary satellite links.
The latest ITU country profile reports 85% population coverage by a mobile-cellular network, but only 35% by at least 3G and 0% by at least 4G in the latest reported figures; fixed broadband subscriptions are effectively negligible, while Internet Society estimates that about 27% of the population uses the internet.
The main foundations are the 1998 Communications Proclamation, which set the legal basis for the communications sector; the 2003 proclamation establishing the Eritrean Telecommunications Services Corporation (EriTel), and a more sector-specific National Policy for ICT in Education, which lays out goals for connectivity, ministry systems, staff training, and school use of ICT.
Eritrea does not have a public national cybersecurity strategy, and ITU’s cyber profile shows a lack of a national cybersecurity governance roadmap and a responsible agency. In May 2024, the government publicly announced that Eritrea’s internet system was hit by a ‘massive cyberattack’ that was repelled without service interruption. At the same time, Oxford Insights places Eritrea near the bottom of its 2025 Government AI Readiness Index.
