Digital snapshot – key policies and laws

Solomon Islands’ digital profile is shaped by geography: digital governance is mainly a question of how to connect a dispersed island state and turn that connectivity into usable public services, safer systems and wider economic access. In 2026, the country had about 358,000 internet users and 567,000 mobile connections, while the UN E-Government Survey 2024 still ranked it low globally in e-government development, indicating that access gains have not yet translated into a mature digital state.

The infrastructure story is one of the country’s clearest examples of a digital shift. The Coral Sea Cable System links Honiara to Sydney through a 4,700 km fibre system, while theSolomon Islands Domestic Network connects Auki, Noro and Taro back to Honiara. A planned Adamasia Cable System 1 would add a second international route, improving resilience beyond the Coral Sea Cable. In parallel, Starlink’s 2024 licensing adds a satellite-broadband layer for communities and services beyond the reach of fibre or mobile towers.

From cables to citizens

Solomon Islands’ SIG ICT Services Digital – Data, People, Technology and Cyber Strategy 2026–2030 marks a shift from connectivity as an end goal to connectivity as the base of a more capable public sector. The strategy brings together digital services, data governance, cybersecurity, cloud standards, digital identity, APIs, e-payments, AI governance and public-sector skills under one government roadmap. Its focus is practical: making services easier to reach, helping ministries share data more safely, improving cyber resilience and reducing fragmented ICT systems across government. For an archipelago where distance often shapes access to services, the plan’s value lies in whether digital tools can reach citizens beyond Honiara, not only modernise offices in the capital. The agenda is ambitious, but its impact will depend on implementation: funding, skills, privacy safeguards, interoperability, cybersecurity capacity and trust in how public data is used. Read alongside the government’s wider digital-transformation work with UN DESA, the strategy is less a technology showcase than a test of state capacity in a dispersed island country.

The country’s policy base begins with the National ICT Policy 2015, which frames ICT as a tool for access, governance, learning, health, business and equity. A dedicated broadband or 5G strategy does not appear to be in force, so connectivity is governed through ICT policy, telecom regulation by the Telecommunications Commission of Solomon Islands, spectrum management and infrastructure projects. Cybersecurity has moved higher on the agenda with the launch of the National Cybersecurity Policy in 2024, although a publicly accessible full-text version of the policy is not easily available.

Solomon Islands has a clearer roadmap for digital trade than for many other digital regulation areas. The National E-commerce Strategy 2022–2027 links online commerce with small businesses, rural communities, women, youth and market access, treating e-commerce as an inclusion tool rather than only a retail channel. Payments reform is central to that agenda: the SOLATS digital payment system, launched by the Central Bank in 2024, gives the country a real-time settlement platform to support safer and more efficient electronic payments.
