Hosted by the UN Institute for Disarmament Research (UNIDIR), the Cyber Stability Conference 2025 is a flagship event addressing the growing complexity of cyber threats and their impact on international peace and security.

Held under the theme ‘Crisis Averted: Cyber Resilience in Action‘, this year’s edition introduces a scenario-based approach built around the fictional case study ‘Dystopia’. Using UNIDIR’s Cyber Intrusion Pathway framework as a guide, the conference will explore each stage of a cyber incident to deepen understanding of how resilience is built in real-world scenarios. It will also highlight how the practical application of the UN framework for responsible state behaviour in the use of ICTs can reinforce defences against cyber threats.

Through five sessions, the event will explore how malicious cyber activities unfold—outside, on, inside, and beyond the digital perimeter—and how implementing the UN framework for responsible state behaviour in cyberspace can enhance resilience at every stage.

Topics include strengthening digital supply chains, defending critical infrastructure, responding to cascading impacts, and advancing international cooperation. The conference aims to foster practical, multistakeholder dialogue and promote concrete strategies for building cyber resilience across borders.

The event is part of the inaugural Geneva Cyber Week, held 12-16 May.
