Council of Europe adopts second additional protocol on electronic evidence

The Second Additional Protocol to the Budapest Convention introduces several measures to strengthen international cooperation against cybercrime. These include direct requests to registrars in other jurisdictions for domain name registration information and collaboration with service providers to access subscriber data. It also provides more effective methods for obtaining subscriber information and traffic data through government-to-government cooperation and ensures rapid assistance in emergencies. Additionally, it supports joint investigations, joint investigation teams, and the use of video conferencing. The protocol emphasizes robust safeguards for human rights, including the protection of personal data, under the rule of law.
