The Zambia National Information and Communication Technology Policy outlines a strategic framework aimed at harnessing the power of ICT for social and economic development. The policy sets the stage for Zambia’s participation in the global economy, emphasising the transformative role of ICT in various sectors, including education, healthcare, agriculture, and governance.
The policy is designed to reduce the digital divide, promote equitable access to information, and leverage ICT as a tool for achieving the UN Millennium Development Goals (MDGs). It highlights the importance of a coordinated effort between government, private sector, and civil society in fostering a knowledge-based society. This collaborative approach is envisioned through Public-Private Partnerships (PPP), which are essential for mobilising resources and developing infrastructure.
A key feature of the policy is its focus on creating an enabling environment for investment and innovation in the ICT sector. This involves establishing a legal and regulatory framework that encourages competition, protects consumers, and ensures the integration of ICT in critical sectors like education and health. The policy also emphasises human resource development, aiming to build the necessary skills and capacities to drive ICT adoption and innovation.
The policy also seeks to address existing challenges, such as low ICT literacy, high technology acquisition costs, and the need for improved infrastructure. By fostering a conducive environment for ICT growth, Zambia aims to improve access to information, boost productivity, and drive sustainable economic growth, ultimately improving the quality of life for its citizens.
