Vanuatu’s Information and Communication Technology (ICT) Policy 2025 outlines the government’s priorities for strengthening the digital sector as a means to support national development goals. The policy is part of the broader framework that includes the National Sustainable Development Plan, and it reflects a coordinated effort to ensure that ICT contributes to social, economic, and institutional progress across the country.
The Telecommunications and Radiocommunications Regulator (TRBR) is responsible for implementing key aspects of the policy, as reflected in its 2025 work plan. The focus is on expanding access to communication services in underserved areas through community grants, monitoring mobile network coverage, and ensuring the sustainability of infrastructure projects funded through the Universal Access Policy. The regulator is also tasked with market oversight, including updating the national frequency allocation table, developing guidelines for emerging technologies such as the internet of things, and reviewing service quality across operators. Work is also underway to promote local domain name registration under the .vu country code, improve public internet services, and support the transition from analogue to digital broadcasting.
Further attention is given to improving the legal and institutional environment. This includes revising relevant legislation, updating type approval procedures for ICT equipment, and preparing governance mechanisms to support digital transformation across government. The Ministry of Education and Training has aligned its ICT goals with the broader national policy by introducing its own sectoral ICT plan. Complementary strategies in cybersecurity and digital health are also being implemented to address specific sectoral needs.
