The use of the internet for terrorist purposes

This publication was developed by UNODC following the adoption by the General Assembly of resolution 66/178. Its aim is to provide practical guidance on effective criminal justice responses to cases involving the use of the Internet for terrorist purposes. It focuses on legal issues surrounding cases where terrorists use the Internet as a tool rather than a direct means of attack. Therefore, the issues of cybercrime, including cyber attacks, and cybersecurity are excluded. It ensures that human rights considerations are integrated into all phases of combating the use of the Internet for terrorist purposes. It also explores opportunities to enhance State and private sector cooperation on such cases.
