UNESCO’s internet universality indicators: A framework for assessing internet development

Policy Reports

UNESCO has developed the Internet Universality Indicators that enable everyone to voluntarily assess their national Internet environment, address digital gaps, and improve the Internet. The Internet should be transparent, technologically neutral, accessible, and affordable, developed through a global, innovative, open, and inclusive multistakeholder consultation, that reinforces the values of human rights, freedom of expression, privacy and the right to participate in public life.
