Strategies and Action Plans

‘Timor Digital 2032’ is Timor-Leste’s ten-year strategic plan aimed at advancing digital technologies and Information and Communication Technologies (ICT) across critical sectors. Launched on 2 June 2023, the plan focuses on areas with significant impact on human and economic development, including government services (e-government/digital government), the inclusive economy, health, education, and agriculture.

Key objectives:

  • E-Government implementation: Enhancing the delivery of government services through digital platforms to improve efficiency and accessibility.
  • Inclusive economic growth: Leveraging digital technologies to foster an inclusive economy that benefits all citizens.
  • Sectoral strengthening: Utilising ICT to bolster the health, education, and agriculture sectors, thereby improving service delivery and outcomes.

The strategic plan is designed to be adaptable, allowing for the inclusion of additional areas in line with evolving government development priorities. It emphasises establishing an enabling environment for the successful development of digital technologies and ICTs in Timor-Leste. This includes defining digital strategic pillars, enabling pillars (areas to be developed for effective implementation, adoption, and value creation), and core strategic principles to guide all initiatives within the plan.

Timor Digital 2032 also aims to promote cooperation and shared understanding among all stakeholders, laying the foundation for collaborative efforts toward digitisation. The plan proposes coordination and implementation mechanisms aligned with the government’s development priorities, optimising investments in digitisation and ICT from both the government and its partners.
