The Vanuatu Digital Transformation Masterplan, launched in 2024, serves as a national framework guiding the country’s shift toward a more connected and digitally capable public sector. Developed under the leadership of the Office of the Government Chief Information Officer (OGCIO), which was later upgraded to the Department of Communication and Digital Transformation (DCDT), the plan outlines a structured, whole-of-government approach to improving digital services and infrastructure. Its development was supported by the International Telecommunication Union and funded by the Australian government.
The plan introduces a shift from siloed digital systems to an integrated architecture based on microservices. This modular structure is intended to promote interoperability, simplify updates, and support the reuse of components across government agencies. The plan identifies a range of priorities, including expanding national ICT infrastructure, deploying digital identity systems, enabling secure online transactions, and modernising key services such as civil registration and police clearances. Remote areas, such as islands in the Tafea Province, are receiving targeted infrastructure rollouts under initiatives like Smart Villages.
