Strategies and Action Plans

The strategic plan for the Ministry of Information, Communications, and the Digital Economy (MICDE) for 2023-2027 outlines a comprehensive strategy to guide Kenya toward achieving a digitally empowered society. It is aligned with national priorities such as Kenya Vision 2030, the Bottom-Up Economic Transformation Agenda (BETA), and global goals including the sustainable development goals (SDGs).

Objectives and strategic goals

The plan aims to strengthen Kenya’s position as a digital hub through the expansion of ICT infrastructure, adoption of innovative technologies, and fostering a secure digital ecosystem. The primary goals include:

  1. Developing and implementing robust policies, legal, and institutional frameworks.
  2. Enhancing broadband access and universal digitized government services.
  3. Supporting the digital economy and e-commerce initiatives.
  4. Promoting cybersecurity and data governance.
  5. Building human capital and fostering innovation for socioeconomic transformation.

Key result areas (KRAs)

Seven critical KRAs have been identified:

  1. Policy, Legal, and Institutional Frameworks.
  2. Digital Superhighway and Telecommunications Infrastructure.
  3. Digital Government Services and Products.
  4. Universal Access to Information.
  5. Business Process Outsourcing (BPO) and IT Enabled Services (ITES).
  6. Governance, Finance, and Human Capital Development.
  7. Cybersecurity and Emerging Technologies.

Strategic initiatives

To realise these goals, several initiatives are planned, such as:

  • Establishing national addressing systems and digital infrastructure expansion.
  • Rolling out broadband connectivity to underserved areas.
  • Strengthening data protection laws and cybersecurity measures.
  • Facilitating digital literacy programs and fostering innovation hubs.
  • Promoting local content creation and intellectual property rights protection.

Implementation and monitoring

The plan incorporates a detailed implementation framework involving partnerships with stakeholders, including public and private sectors. A performance monitoring and evaluation system will track progress and ensure accountability.
