The Interoperability Framework of Bosnia and Herzegovina

The Interoperability Framework of Bosnia and Herzegovina (BiH), established by the Council of Ministers in 2018, aims to ensure the compatibility of information systems and processes across public administration institutions. The framework was influenced by the European Interoperability Framework (EIF) 2.0 and is a critical component of the public administration reform in Bosnia and Herzegovina.

Key Aspects:

  1. Purpose:
    • To enable electronic document exchange and services within the same administrative level (own interoperability), between different levels of government (shared interoperability), and with European Union institutions and other states.
  2. Application scope:
    • Applies to all public institutions at various administrative levels, excluding certain entities like the Presidency, Parliamentary Assembly, and Judiciary.
  3. Implementation goals:
    • Enhance the quality of public administration services.
    • Optimise IT infrastructure for seamless data exchange.
    • Promote transparency, cost-effectiveness, and legal data use.
  4. Structure and levels of interoperability:
    • Legal: Aligns legal frameworks to facilitate data exchange.
    • Organisational: Coordinates institutions to standardise processes.
    • Semantic: Ensures consistent interpretation of data.
    • Technical: Establishes common technical standards for system interconnection.
  5. Coordination mechanisms:
    • The Interoperability Coordination Body oversees implementation and provides expertise.
    • The Interministerial Working Group collaborates on inter-level and international interoperability issues.
  6. Benefits:
    • Streamlined public services for citizens and businesses.
    • Reduced administrative burdens and costs.
    • Improved public trust through secure and transparent processes.
  7. Implementation stages:
    • Development of public registers for businesses, population records, and GIS data by 2021.
    • Adoption of long-term development programs to harmonise interoperability efforts across administrative levels.
