The Digital Child Protection Strategy of Hungary outlines a comprehensive approach to safeguarding children in the digital space. This strategy, a component of Hungary’s broader Digital Success Programme, was developed in response to emerging risks and the increasing role of the internet in children’s lives. As children are now active participants in the digital world, the strategy emphasises the need for them to be knowledgeable and aware of their online interactions.
The strategy was mandated by Government Decree No 2012/2015, which followed a national consultation campaign called InternetKon. This consultation revealed a public consensus on the necessity of protecting children from online threats. Consequently, the government tasked the Prime Minister’s Commissioner to coordinate and implement the Digital Success Programme to prepare the Digital Child Protection Strategy by 30 June 2016. The strategy was developed in collaboration with various stakeholders, including government ministries, non-governmental organisations, and industry professionals.
The strategy is structured around three main pillars: Awareness-raising and media education, Protection and safety, and Applying sanctions and providing help. Each pillar addresses specific areas crucial for the comprehensive protection of children in the digital space.
Awareness-raising and Media Education: This pillar focuses on equipping children, parents, and teachers with the necessary skills to navigate the internet safely. The strategy emphasises the importance of understanding the technological tools that facilitate safe internet use, recognising harmful content and behavior, and being aware of the risks associated with excessive internet use. It also highlights the need for education systems to incorporate media literacy and internet safety into their curricula, ensuring that both children and the adults responsible for their education are adequately informed.
Protection and Safety: The strategy addresses the various risks that children face online, such as cyberbullying, exposure to inappropriate content, and online grooming. It discusses the importance of creating a legal and regulatory framework that can effectively mitigate these risks. The strategy also explores the role of filtering software, content classification systems, and other technological solutions in protecting children from harmful online content. Additionally, it highlights the importance of cooperation between government bodies, NGOs, and the private sector in creating a safer online environment for children.
Applying Sanctions and Providing Help: This pillar outlines the mechanisms for enforcing child protection laws and providing support to victims of online abuse. It covers the roles of various organisations, including law enforcement agencies, courts, and NGOs, in addressing breaches of children’s rights online. The strategy also emphasises the need for public education and awareness campaigns to inform children and their guardians about available resources and support systems.
