The 20-Year National Digital Economy Development Vision (2021–2040) for Lao People’s Democratic Republic lays a foundation for leveraging digital technology to transform the country’s economy, society, and governance. The vision begins with a focus on the 4th Industrial Revolution, a time marked by rapid advancements in digital tools such as Artificial Intelligence, Big Data, IoT, and blockchain. Recognising these as transformative forces, the strategy highlights the necessity of adapting to these changes. It draws inspiration from global examples where well-prepared nations have successfully leveraged digitalization for economic growth and innovation. The document emphasises that digital technology is no longer optional but a central driver for progress.
The strategy’s objectives are organised into short–, medium–, and long-term phases to build upon the nation’s existing strengths while addressing current gaps.
1. National Digital Economy Development Vision (2021-2040)
This 20-year vision outlines the country’s commitment to leveraging digital technologies for economic growth and societal advancement. It sets specific milestones to be achieved by 2025, 2030, and 2040, focusing on modernizing economic structures, expanding digital infrastructure, and increasing the digital economy’s contribution to the national GDP.
2. 10-Year National Digital Economy Development Strategy (2021-2030)
This strategy details eight key areas:
- Legislation Development: Updating laws to support digital transformation.
- Infrastructure Development: Expanding high-speed broadband and 5G networks.
- Platform Development: Creating digital platforms for government and business services.
- Human Resource Development: Enhancing digital skills through education and training.
- Product and Service Development: Encouraging innovation in digital products and services.
- Security of Digital Technology Development: Strengthening cybersecurity measures.
- Digital Technology Deployment: Promoting the use of digital technologies across sectors.
- International Cooperation and Connectivity: Engaging in regional and global digital initiatives.
The strategy aims to create a conducive environment for digital economic activities, fostering innovation and competitiveness.
3. 5-Year National Digital Economy Development Plan (2021-2025)
This plan focuses on immediate actions to lay the groundwork for long-term digital transformation:
- Policy and Legislation: Developing and amending laws to facilitate digital economy growth.
- Infrastructure Enhancement: Improving digital infrastructure to support services like e-commerce and digital payments.
- Digital Government: Implementing e-government services to improve public service delivery.
- Human Capital: Investing in digital literacy and skills development.
- Cybersecurity: Establishing frameworks to protect digital assets and data.

In its early years, the strategy will prioritise the establishment of key infrastructure and platforms, the digitization of government services, and the promotion of digital literacy among its population. The medium-term goals will see a shift toward creating new digital products and services and achieving full integration of digital tools across sectors. By 2040, the vision is for Laos to emerge as a digitally advanced, innovative economy that contributes significantly to its citizens’ prosperity and global competitiveness.
This comprehensive approach ensures that digital technologies are not only adopted but integrated meaningfully into the nation’s economic and social fabric. Through careful planning and execution, Laos aspires to transform challenges into opportunities, ensuring a sustainable and inclusive digital future.
