Resolution 11 addresses the issue of telecommunication and ICT in rural, isolated and poorly served areas and indigenous communities. It reaffirms the need to provide basic telecommunication and ICT services for everyone, based on the clear correlation between the availability of these services, and environmental, cultural, economic and social development. It recognizes different groups of technologies appropriate to provide services in these specific circumstances and instructs the Director of the Telecommunication Development Bureau to promote ICT and telecommunications in rural, isolated and poorly served areas, among else.
